MLC to submit calling attention seeking Elephant Task Force in DK

Mangaluru: With Dakshina Kannada district lacking expertise in taming elephants and necessary infrastructure, a demand to set up an Elephant Task Force (ETF) is likely to be discussed in the state legislature session scheduled to begin on Monday.
MLC Ivan D'Souza told TOI that the region needs an ETF with all necessary infrastructure and manpower, as the region has been witnessing instances of man-animal conflicts. The Mangaluru division has been depending on elephant trackers from the Madikeri division whenever an elephant is found in human habitats, leading to a delay in operations.
He added that a calling attention motion will be moved seeking the establishment of an ETF for the Mangaluru division of the Karnataka forest, seeking a reply from forest minister Eshwar Khandre.
The Mangaluru division has 95km of natural elephant path, and the national highways on Charmadi Ghat, Shiradi Ghat, and Mani-Madikeri stretches also pass through the forest. Several reasons, including fires inside the forest, lead to an increase in elephants moving towards roads and human habitats. Further, developmental activities in the forest also lead to the straying of elephants to other locations, he said.

The majority of the posts in the Mangaluru division remain vacant, he said, adding that 171 out of 328 positions were not filled. "Whenever elephants enter human habitats, the department faces difficulties in capturing them or chasing them away. Hence, to prevent loss of lives and properties, establishing an ETF is essential for the region. The ETF should be established in line with the ones set up in Hassan, Chikkamagalur, and Madikeri divisions," he said, suggesting that an ETF with Sullia as its headquarters and a unit in Gundya needs to be established.
It would require about Rs 1.7 crore to set up an office, control room, purchase vehicles, appoint staff, and other infrastructure. Further, the sanction required towards the salary of 32 skilled watchers to be appointed on an outsourced basis will be around Rs 64 lakh for the next eight months, he added.

Based on the deliberations of the committee with stakeholders, Unified Pension Scheme (UPS) has been introduced as an option under NPS with the objective of providing defined benefits after retirement to the central government employees covered under the NPS, she said. In case of a lesser qualifying service period, proportionate payout would be admissible, she said. Replying to another question, Sitharaman said the stock of household financial liabilities has increased by about 5.5 percentage points from March 2020 to March 2024, while the stock of household financial assets has increased by 20.7 percentage points during the same period. Thus, the net financial position of the households (stock of assets minus stock of liabilities) has improved as of 2023-24, she said. As per information received from the Reserve Bank of India (RBI), she said, the penetration of retail loans of banks (retail loans as a per cent of gross loans and advances after adjusting for the merger of a non-bank with a bank) has increased moderately from 30.94 per cent in March 2024 to 31.48 per cent in March 2025. However, she said, the pace of year-on-year growth in the retail loans has moderated from 17.61 per cent in March 2024 to 14.05 per cent in March 2025. The asset quality in the retail loan segment of scheduled commercial banks is largely stable, with a Gross Non-Performing Assets ratio of 1.18 per cent as of March 2025, she said. Further, the share of unsecured retail loans is relatively low at 25 per cent of the retail loans and 8.3 per cent of aggregate gross advances. Moreover, she said, as per the latest data published by the National Statistics Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), the net household financial savings have increased from Rs 13.3 lakh crore in 2022-23 to Rs 15.5 lakh crore in 2023-24. Therefore, it is not likely to be of systemic concern to the asset quality of Indian banks .

Amaravati, Aug 11 (PTI) All girls, women, and transgender persons holding Andhra Pradesh domicile are eligible for free bus travel under the 'Stree Shakti' (woman power) scheme, to be launched statewide on August 15, Principal Secretary (Transport, Roads & Buildings) Kantilal Dande said on Monday. 'Beneficiaries include all girls, women, and transgender persons with domicile status in Andhra Pradesh, subject to presenting valid identity proof," Dande said in a government order. The scheme will be implemented using the existing fleet of the Andhra Pradesh State Road Transport Corporation (APSRTC), with additional buses to be procured based on demand, he added. Free travel will apply only to Pallevelugu, Ultra Pallevelugu, City Ordinary, Metro Express, and Express services. It will not cover non-stop services, interstate operations, contract carriages, chartered services, or package tours. Saptagiri Express, Ultra Deluxe, Super Luxury, Star Liner, and all air-conditioned services are also excluded, he said. For passenger safety, the government is considering equipping staff with body-worn cameras and installing CCTV cameras in all buses. Bus stations will see upgraded amenities such as fans, chairs, drinking water, and toilets. Dande said the procurement of electric buses and extending the scheme to them could also be considered, subject to Cabinet approval. Free bus travel for women was a poll promise of the TDP-led NDA government ahead of the 2024 elections. The scheme is estimated to cost Rs 1,942 crore annually—about Rs 162 crore a month—and aims to empower women by improving access to education, jobs, and mobility, Minister K Parthasarathy had earlier said.
