Customs values on import of various heaters fixed

ISLAMABAD: Directorate General Customs Valuation Karachi has fixed new Customs values on the import of gas/electric/hybrid water heaters for assessment of duty and taxes from China and Middle East.
In this regard, the directorate has issued a valuation ruling (2009 of 2025) here on Friday.
The ruling pointed out that some stakeholders challenged the old Valuation Ruling on the grounds that they import Electric Water Heaters of higher capacities whereas the existing assessed values appear to reflect the pricing of lower capacity models.
The General of Customs Valuation, through its Order-in-Revision dated 24.04.2025, the Valuation Ruling with directions to duly address the concerns of the petitioners. The General instructed that all relevant documents, including copies of contracts and other documentary evidence, be taken into consideration for a fair re-evaluation of the determined values.
In accordance with the directives issued by the Director General, meetings were convened to re-evaluate the Customs values of the subject goods. The meetings were attended by the relevant stakeholders along with their legal counsel.
During the proceedings, the stakeholders were specifically asked to submit their supply contract and provide all relevant documentary evidence to assist in the determination of values for the goods concerned, as outlined in the Order-in-Revision. The stakeholders submitted supply contract, however the contract does not provide a detailed break-up of contract sum.
The valuation methods specified in section 25 of the Customs Act, 1969, were duly considered in sequential order to arrive at the Customs values of the subject goods. The declared/transaction values, as laid down under sub-section (1) of Section 25 ibid, were found inapplicable, as the importers did not furnish any documentary evidence to establish that the declared values represented true transactional values.
Further, as mentioned products with varying composition and, hence, with varying international and domestic prices are being cleared at more or less same values. The methods based on the values of identical or similar goods were also examined for applicability. However, the import/clearance data reviewed could not be relied upon due to variations in declared values and the presence of multiple types, qualities and quantities being imported and sold at a commercial level compounded by concerns of group under-invoicing.
Consequently, the available information was deemed inappropriate for determining Customs values.
Market enquiries were conducted, along with some references to international prices of the goods in question available online. Accordingly, the Customs values of the subject goods have been determined under Section 25(7) of the Customs Act, 1969, the directorate added.

ISLAMABAD: Directorate General of Customs Valuation Karachi has fixed new customs values on the import of Blood Collection Tube (Glass/PET) from China and import of Amber Glass Tubing/Clear Glass Tubing used for the manufacture of ampoules from China and Europe. The directorate has issued two valuation rulings here on Saturday. The ruling number 2016 of 2025 is related to the import of Amber Glass Tubing and Clear Glass Tubing of a kind used for the manufacture of ampoules from Europe and China, whereas, the ruling number (2017 of 2025) deals with the import of Blood Collection Tube from China. According to first ruling (2017 of 2025), the customs values of Blood Collection Tube were determined under section 25A of the Customs Act, 1969. The valuation ruling was challenged before the Director General under section 25D of the Customs Act. 1969 and was remanded back to the Directorate vide Order in Revision No.18/2025 with instruction to undertake fresh exercise under section 25A of the Customs Act, 1969 and to conduct fresh exercise keeping in view the objection mentioned order in revision till then the valuation ruling shall hold in field. A meeting was convened which was attended by both importers and a local manufacturer. During the meeting, importers submitted that international prices of the subject goods have come down due to advancement in technology. The local manufactures on the other hand, contended that the ruling of blood collection tubes should be increased, keeping in view prevalent market prices. To support his contentions, he submitted some quotations from Chinese suppliers. The valuation methods specified in section 25 of the Customs Act, 1969, were duly considered in sequential order to arrive at the customs values of the subject goods. Accordingly, the customs values of the subject goods have been determined under Section 25(7) of the Customs Act, 1969. Through another ruling (2016 of 2025), the directorate has also issued new valuation ruling on the import of Amber Glass Tubing and Clear Glass Tubing of a kind used for the manufacture of ampoules from Europe and China. The Directorate had issued Valuation Ruling for Glass Tubing of a kind for manufacture of glass ampoules (Clear & Amber) and Glass Ampoules (Clear & Amber), which were subsequently challenged by the stakeholders before Director General, Valuation, Karachi under Section 25-D of the Customs Act, 1969. The Director General, Valuation vides its Order-in-Revision directed to revisit the impugned valuation ruling and undertake a fresh exercise. Accordingly, in pursuance of analysis of import data, current market trends, the difference in market prices and customs values, an exercise for the re-determination of customs values of subject goods was initiated. Importers of glass tubing and ampoules (clear and amber) have requested rationalization of customs values, contending that the current values are higher than prevailing international prices. In contrast, local manufacturers and converters have raised concerns over the increasing import of finished glass tubing and glass ampoules, citing a decline in operational capacity to 20 percent due to uncompetitive pricing, with conversion costs from tubing to ampoules estimated at approximately 100 percent. Despite being directed to submit cost break-up and evidence to substantiate their claim, no such documentation was provided by local manufacturers, the ruling added. LAHORE: Chief Minister Punjab Maryam Nawaz Sharif directed the authorities concerned to start a comprehensive plan to support wheat farmers in order to increase production of wheat. She also directed them to take necessary measures to reduce cost of agricultural inputs before wheat sowing in Punjab. She further directed them to ensure abundant availability of fertilizer before wheat sowing. She said, 'Targeted subsidy should be given to small wheat farmers in relief.' The Chief Minister agreed to a proposal to provide interest-free loans of Rs 100 billion to farmers before wheat sowing. She was briefed in detail by the relevant authorities, 'Timely sowing of wheat is essential for better production in Punjab.' She was also apprised, 'A total of Rs 63 billion subsidy was given to farmers in Punjab during two months, and farmers obtained interest-free loans of Rs 50 billion through Kisan Card.' The CM noted, 'A subsidy of Rs 13 billion was given under the Chief Minister's Wheat Support Program, and the use of fertilizers, especially DAP, has increased in Punjab due to Kisan Card Project.' ISLAMABAD: Federal government has appointed Maqbool Ahmad Gondal, a senior officer of Accounts and Audit Group as Auditor General of Pakistan (AGP) under Article 168 (1) of the Constitution. A notification has been issued in this respect. 'The president is pleased to appoint Maqbool Ahmad Gondal (PS&AS/BS 22) presently serving as controller general of accounts as AGP for a period of four years'. He is second most senior officer of audit and accounts service. Iram Anjum Khan is most senior officer. Shehzad Hasan and Syed Muhammad Ammar Naqvi are third and fourth in seniority. He will assume office upon completion of term of the incumbent Muhammad Ajmal Gondal who will complete his four years terms in September 2025. 7th NFC Award: 'Centre deducts Rs87.87bn annually without AGP certification' Finance Division appoints the AGP in the light of recommendations send by the incumbent AGP usually, sources said. The finance ministry plays a major, often decisive, role in the appointment of the AGP which may be characterised as a potential conflict of interest as the AGP is primarily going to look at the accounts and related procedures and practices of the ministry.
