Egypt sets up trains for Sudanese refugees to return home

Egypt 's railways on Monday launched a special train service for people from Sudan to return home, despite the conflict in their country.
Train 1940 left Cairo on Monday morning, heading to Aswan, where passengers will continue their journey on to Sudan via the Aswan High Dam Port.
Television coverage of the first trip showed hundreds of Sudanese lining up to board the train, carrying their belongings. The same train will carry regular passengers back to Cairo every Tuesday before returning to Aswan the following Sunday.
The train, equipped with third-class air-conditioned carriages, is intended to ease travel for those seeking to return to their homeland, Egypt's railway authority said. It is part of a project to assist Sudanese citizens who have sought refuge in Egypt since the outbreak of the Sudan conflict in April 2023.
Egyptian government figures indicate more than 1.5 million Sudanese have entered the country since the civil war started.
The initiative follows calls earlier this year by the Sudanese Armed Forces (SAF), which regained control of Khartoum in March, for displaced citizens to return. President Abdel Fattah El Sisi and Prime Minister Mostafa Madbouly have also said the number of refugees in Egypt is exerting strain on the country's economy and resources.
However, returning home is not without challenges. In a report on Sudan's humanitarian crisis, the United Nations High Commissioner for Refugees (UNHCR) described the situation as the "largest and most devastating displacement crisis in the world".
The conflict has displaced more than 12 million people, including 3.8 million who have fled to neighbouring countries and 8.5 million who remain internally displaced in Sudan.
The International Organisation for Migration (IOM) reported in late April that the number of Sudanese citizens returning home from Egypt surged by 44 per cent in three weeks, rising from 115,000 to more than 165,000.
The increase came after the SAF's recapture of Khartoum and parts of central Sudan, which prompted many refugees to attempt to return. Despite this, the IOM described the conditions facing those going back as challenging and fraught with risk, with obstacles including a lack of access to food, health care and other basic services.
The UNHCR report said areas such as Khartoum, Darfur and Kordofan remained dangerous, with widespread destruction, violence and severe food shortages. Many who return find themselves in regions with little infrastructure and limited humanitarian assistance, leaving them vulnerable to further displacement.
The journey itself is also perilous. According to the UNHCR, a lack of security on roads and at border areas increases the risk of being subjected to attacks, extortion or harassment. Transport is disrupted by road closures, fuel shortages and inflation, making travel expensive and unsafe for many.
While the train service provides a means for Sudanese in Egypt to return, humanitarian organisations warn that conditions in Sudan remain dire. UNHCR has called for increased international funding to address the growing needs of displaced people, with only 21 per cent of a $1.1 billion appeal target for Sudan and neighbouring countries having been reached as of March.

Minister Radegonde also reiterated the wish the Seychelles' request to sign a similar agreement for normal passport holders. Collaboration in the areas of Culture, Trade, Tourism, and Health were also discussed, particularly, capacity building for health professionals. Egypt's President Abdel Fattah El Sisi on Monday asked US President Donald Trump to end the war in Gaza and alleviate the suffering of the Palestinians. 'I make a special appeal to the US President, believing he is capable of stopping the war, delivering aid, and ending the suffering in the Gaza Strip,' Mr El Sisi said in a speech. 'Mr Trump, please exert all efforts to end the war and deliver aid.' Stressing that the situation in the Gaza Strip has become a tragedy, Mr El Sisi said that the largest possible amount of aid must be delivered to the people of Gaza. The latest round of indirect ceasefire talks in Qatar between Israel and Hamas broke off last week with no deal in sight as mediators struggled to bridge the gaps between the sides. Mr El Sisi said that since the start of the war Egypt has been keen to positively participate with other mediators, the US and Qatar, in the efforts to end the war, deliver aid and release hostages. 'The Egyptian stances have always been positive and called for ending the war, the two-state solution and finding a peaceful solution to the Palestinian cause,' he added. He reiterated Egypt's stance, rejecting the forced displacement of the Palestinians from their land. In his speech, the President assured the Egyptians that the country cannot play a negative role towards the Palestinians. 'We are playing a respectable, honoured, sincere and honest role that will never change,' he added. He added that Egypt was working to ensure the entry of the largest possible volume of aid into Gaza over the past months, but co-ordination between Israel and Egypt was needed to do so. 'We cannot deny aid to the enclave, but for aid to get in, co-ordination with the other side is needed,' Mr El Sisi said. Aid lorries started moving towards Gaza from Egypt on Sunday after months of rising international pressure on Israel and warnings from humanitarian organisations of starvation spreading across the small, coastal Gaza Strip, arising from an Israeli blockade. Egypt also announced taking part in aid air drops. But a long-term steady supply of aid is needed to counter the worsening hunger crisis in Gaza, UN aid agencies said. The Gaza war was caused by Hamas's attack on Israel on October 7, 2023 that left about 1,200 people dead. The assailants also took about 250 others hostage, of whom about 50 remain in captivity, including 20 who are believed to be still alive. Israel's military response has killed nearly 59,000 Palestinians, mostly civilians, according to the ministry in Gaza.

A convoy of Emirati humanitarian aid trucks entered the Gaza Strip today through the Rafah border crossing, as part of the UAE's ongoing efforts to support and provide relief to the Palestinian people under the 'Operation Chivalrous Knight 3' humanitarian mission. This comes a day after the Emirates resumed its 'Birds of Goodness' airdrop missions along with Jordan, with the planes dropping 25 tonnes of humanitarian aid over the Gaza Strip. The convoy that entered on July 28 consisted of 38 trucks, including 18 loaded with food supplies, medical aid, and infant formula, and 20 trucks carrying pipes, tanks, and equipment to support the operation of a new water pipeline. This pipeline will stretch approximately 7km, connecting the UAE-established desalination plant in Egypt to the displacement zones between the Palestinian cities of Rafah and Khan Younis, with a production capacity of 2 million gallons per day. An earlier convoy of 25 trucks had entered yesterday, carrying water pipes and essential equipment for the pipeline. This brings the total number of trucks transporting materials for the water infrastructure project to 45, with all necessary components now delivered and preparations underway for the project's implementation. On Saturday, July 26, UAE's Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan confirmed the Emirates would immediately resume airdrop operations to Gaza as part of its ongoing humanitarian mission. In a statement posted, the minister said the humanitarian situation in Gaza has reached a critical and unprecedented level, underscoring the urgent need for sustained international aid efforts. The UAE has also affirmed its support for the Palestinian people and stated that it will remain a humanitarian priority, and it will continue to coordinate with regional and international partners to ensure that aid reaches the areas most in need by all means — land, sea, and air. The UAE's aid has accounted for more than 44 per cent of the total international aid reaching the Gaza Strip. The airdrop initiative is to support civilians in isolated areas of the Strip that are inaccessible by land. The total amount of food and relief supplies dropped over the Gaza Strip since the launch of the 'Birds of Goodness' initiative, using 193 aircraft, amounts to approximately 3,725 tons. These supplies included basic food supplies and vital supplies to meet the needs of families affected by the difficult and catastrophic humanitarian conditions in the Strip.
