Is Toronto's real estate market crashing? Home prices will keep dropping, experts say — but it won't feel like any crash we've had before

For the first time in more than 30 years Canadians are facing a shocking truth: home prices don't go up forever.
Toronto's real estate market is facing its sharpest decline since the 1990s, something the boomer generation might remember well, but subsequent generations not so much.
The real estate market has been a key driver for Canadians to attain wealth — long seen as a smart investment tool.
But that notion is crashing.
Since the February 2022 peak, the average sales price in the GTA has dropped by almost 18 per cent. At least one expert says the region could see a peak-to-trough decline of 23 per cent, while other economists say it's unclear how low prices will go.
While the current climate is reminiscent of the late 1980s and early 1990s recession — when home prices plunged by around 38 per cent in the GTA — economists say this slump won't feel like a housing crash in the traditional sense.
That's because home prices are still well above 2019 levels, they say, so the current decline is more like a post-pandemic correction, following the unsustainable rise in home prices from 2020 to 2022.
Economists say prices in Toronto will continue to drop into next year, but the decline will happen slowly and steadily as immigration declines and interest rates are unlikely to drop much further.
'A 20-per-cent decline after that type of run-up isn't something that we can call a crash,' said Philip Cross, senior fellow at the Macdonald-Laurier Institute. 'If the market stopped declining now, you'd conclude prices are still very high and affordability hasn't been addressed.'
The biggest change in the real estate market is mindset — consumers are finally understanding that real estate isn't the golden ticket to a quick buck, or the only way to ensure a comfortable retirement nest egg.
'People's expectations are being reset,' said Victor Couture, associate professor of economic analysis and policy, and the Camrost Felcorp Chair in Real Estate at the Rotman School of Management.
'What is happening is we've had this narrative that sustained rapid price growth can only go up, it's this great investment. But now we're seeing a sustained drop in prices after a large event.'
'Overall the market is in stasis,' said Tony Stillo, director of Canada Economics at Oxford Economics.
Sales in Toronto's resale market have been below the 10-year average for the last three years while new listings have surged, meaning there's more supply than demand. Sellers have to adjust their prices to attract buyers, and buyers are able to negotiate better terms in the sale.
'Sales are really low, particularly in Toronto,' Stillo said, adding that affordability, the U.S. trade war and job security are making buyers wary of jumping into a massive purchase at this time.
'We're not in for a crash, but Toronto prices will continue to decline,' adding that home prices will drop 10 per cent by the fourth quarter of 2025 from the fourth quarter in 2024. Stillo noted that the total peak-to-trough price decline is forecast to be around 23 per cent.

Some economists said it's difficult to forecast home prices due to the current number of variables, but noted there isn't rapid population growth, low interest rates or strong economic growth to place upward pressure on prices.
Because of this, Couture said it's likely home prices will continue to decline next year, but he couldn't say by how much.
'Are we going to see an improvement to these three factors next year? I doubt it,' added Cross.
So far the country has bucked a recession despite Trump's tariffs and trade uncertainty, he said, but 'while the Canadian economy has performed surprisingly well, risk remains.'
But economists agreed that it's highly unlikely overall prices will fall by more than 30 per cent in the GTA from current levels to completely reverse price gains that occurred during the pandemic.
The average GTA price in June 2025 was $1.1 million, a 32-per-cent increase over June 2019, when the average was $833,000. During this period,
just three neighbourhoods in Toronto saw average prices drop to 2019 levels
, due in large part to more condos selling in those areas, dragging the average price down.
Tom Storey, sales representative with Royal LePage Signature Realty, noted that small studio or one-bedroom condos in Toronto are selling for 2019-level pricing but the two- and three-bedroom condo units are still garnering substantial interest from first-time buyers because there's limited stock of this housing type.
'Detached homes are still in a very balanced market, semi-detached homes in some pockets are in a sellers' market if priced right, and condos are buyers' market territory,' he said.
Because there is excessive condo supply, with record-levels of new supply entering the market this year, it will take years before market conditions balance, experts say. Nearly 60 per cent of the active listings in Toronto in June were for condos, according to the Toronto Regional Real Estate Board (TRREB).

While homeowners are seeing the value of their properties drop, prospective buyers are still being priced out of the market.
'Prices are still well above pre-pandemic, and even though incomes have continued to rise they haven't kept pace,' said Kari Norman, economist at Desjardins.
'Prices have come down but that doesn't mean we're back to an affordable level.'
Over the past quarter century, the average selling price of a home in Canada has ballooned by more than four times, while the average household disposable income has only slightly more than doubled, Norman wrote in an economic report published in May.
Housing is considered affordable when households spend no more than 30 per cent of their disposable income on housing costs. In Toronto, households spend at least two-thirds of their income on housing.
Cross said house prices and incomes need to reach 'a sustainable equilibrium,' but
that in order for home prices to come down in a 'meaningful way' the ratio of home prices to incomes would need to reach an affordable level. To get there the economy would experience job loss and a slowing labour market, as incomes wouldn't be able to rise quickly enough.
Already signs of strain are showing.

since the first quarter of 2024, to 0.24 per cent from 0.14 per cent. Power of sales in Ontario in 2024 also trended up, surpassing 2018 levels, according to Teranet, a real estate registry services company.
But to get a significant drop in prices to reach levels of affordability, there would need to be much more pain the market, Cross said.
'At some point house price values have to be rooted in the reality of what is affordable,' Cross said. 'These overvalued house prices can't be supported forever — people's incomes just can't support it.'
They key takeaway in this real estate moment is 'resetting of people's expectations,' said Couture.
'The path to wealth shouldn't be to buy property,' Couture said, 'but that's the mindset that's been fed to people for so long.'

Already, the
condo market
, which is
largely driven by investor demand
, has been put on hold because investors are no longer buying units — the rent isn't enough to cover mortgage costs. And
house flipping has taken a back seat
because prices aren't drastically growing, so the profit when selling isn't there.
'Canadians are learning what Americans learned after the 2008 financial crisis,' Couture said. 'Houses are places for people to live.'
If housing is being used as an investment tool, 'not every investment makes you money,' Stillo said.
If the intense speculation of investor activity doesn't come back, there would be less volatility in the market and the supply would be dictated by what end-users want.
While Cross said the speculation frenzy won't return any time soon, he doesn't think there's been a big enough drop in prices to teach 'the lesson that needs to be learned.'
'The stock market crash in the 1930s or 2008 financial crisis teaches a generation to be more prudent with money,' he said. 'That lesson would not be learned if we froze the market today.'

The Canadian National Exhibition (CNE) is fast approaching and the fair has already received a record-breaking 54,000 online applications and counting. Given the large number of online applicants, the CNE said they are expecting one of the largest turnouts for its annual seasonal positions hiring event on Wednesday. Over 1,000 jobs have already been filled and the CNE is looking to hire another 5,000 seasonal positions such as cashiers, retail associates, game attendants, food service staff, midway operators and informational guides. 'Each year the CNE's in-person job fair attracts thousands of applicants, many of whom are youth,' a release shared by the fair reads, adding that the high number of applications is 'a direct reflection of the current labour market.' The unemployment rate for Canadians aged 14 to 24 is teetering around 14 per cent, according to Statistics Canada . In Ontario, that number jumps to almost a quarter, with nearly one in four teenagers 14 to 19 unemployed. In 2024, over 80 per cent of the CNE's workforce fell between the age range of 14 to 29 years old, the fair said. The CNE will kick off on Aug. 15 and run until Labour Day on Sept. 1.

Canada's big banks are calling workers back to the office, a movement that is likely to spread through Corporate Canada as the pendulum swings away from remote work. Over the past two months, Royal Bank of Canada, Bank of Nova Scotia, TD Bank and Bank of Montreal have requested that their employees return to the office for at least four days a week in the fall. 'The expectation is this is the tip of the spear for the push to return office employees into desks in corporate towers across the country, as the banks, some of the largest employers in the country, often 'set the tone' for 'in-office attendance,' said the Angus Reid Institute in a survey this week. According to the poll, almost 60 per cent of Canadians say they would prefer working most of their time at home. Among those who have worked at home or are doing so now, that percentage jumps to 76 per cent. And workers who have been called back are not happy. Over half said they were upset or 'very upset' about the return to the office. Only 17 per cent were pleased. 'With a majority of Fortune 100 companies now requiring desk workers to be fully in office, and major banking institutions like TD, RBC, and BMO upping the required days in office, a face-off is setting up among workers who evidently prefer to stay at home, and employers who want them back on site,' said the study. The roots of the conflict date back to the pandemic when 40 per cent of Canadians spent most of their working hours at home — a big change from the 7 per cent who were doing so in 2016. Since the pandemic those numbers have fallen to 20 per cent, according to the most recent data from Statistics Canada, but hybrid work has risen. Among the Canadians who now work hybrid, 35 per cent told Angus Reid that they have to be in the office for more than half the work week. Thirty-eight per cent say their employer only asks for one or two days on-site. Whether they meet that requirement is another matter. Last September the federal government imposed a mandate that public service workers spend three days a week in the office. But a Canadian Press report in February found that thousands of federal employees were breaking that rule. The Department of National Defence, which employs about 28,700 people, had the lowest compliance rate, especially among Ottawa-based workers. In the government's three largest departments — Defence, Canada Revenue Agency and Employment and Social Development Canada — the compliance rate ranged from 60 to 80 per cent, but dropped as low as 31 per cent in some months. The Angus Reid survey found that 58 per cent of respondents said they always follow their employer's policy, 28 per cent said they mostly do, while 7 per cent almost never do. Quitting is another option, though so far it is not common. Of those surveyed who have been asked to return to the office for more days, only 5 per cent said they quit. 'That said, the story among those who are still currently working at home is evidently more precarious for employers,' said the study. Of this group, only 28 per cent said they would go back to the office without complaint. Most, 32 per cent, said they would go back but consider other options, while 24 per cent said they would likely quit. But this is not the pandemic, when workers were few and far between and job vacancies were skyrocketing. The push to return to the office represents a change in the business environment, but the labour market has changed as well, said Angus Reid. Provincial deficits to narrow in coming years despite trade war: report

OTTAWA — Under pressure from the U.S. trade war and a slowing economy, Canada's provinces are all expected to run fiscal deficits this year — but a Conference Board of Canada report predicts those deficits will narrow in the coming years. The report released Tuesday paints a picture of provinces struggling to balance their books. Not long after emerging from a pandemic that caused deficits to balloon, Canada's provinces are now staring down the barrel of a trade war. Most provinces have put up contingency funds in this year's budgets to support workers and critical industries through the tariff dispute. Many are also aligning with the federal government to push forward major infrastructure projects in the coming years, putting pressure on capital spending. Just as provinces are drawing down their coffers, they're also bracing for a hit to the economy. "When we see a slowdown in economic activity, that leads to less job creation, less spending, less incomes and less corporate profits," said Richard Forbes, principal economist at the Conference Board. "And these are … major drivers of provincial revenues." Also hampering provincial revenues is a slowdown in population growth as Ottawa tamps down on the flow of immigration. Many provinces are also facing demographic woes due to an aging population and baby boomers exiting the workforce — another drag on income tax revenue. A growing number of retirees also drives up demand for health-care spending. Forbes said that with the federal government's new immigration caps, population growth is likely to hit a wall in the coming years. That would limit any relief newcomers offer the labour market as older Canadians exit the workforce. The Conference Board report cites the example of Newfoundland and Labrador, which it says is expected to see its population shrink by 10,000 over the next five years. Quebec and most of the Maritimes are also expected to feel the "sting" of an aging population, the report said. Prince Edward Island, meanwhile, is experiencing the strongest population growth of any province in recent years. A 25-per cent increase in population over 10 years has helped to lower P.E.I.'s median age by 2.6 years, the report said. The Conference Board's forecast assumes the economy contracted in the second quarter of the year as tariffs and uncertainty sank manufacturing activity. The think tank predicts a modest return to growth through the rest of the year. At the tail end of the provinces' planning horizons, the Conference Board report sees governments reining in spending, which is expected to narrow those deficits by the end of the decade. The federal government has announced plans to balance the operating side of its budget over the next three years. Forbes said he expects to see similar trimming by the provinces in areas such as public administration. "Speaking broadly, of course, we are seeing provinces showing more prudence when it comes to their spending plans over the last couple of years," he said. Some provinces, including Saskatchewan and Alberta, are forecast to return to annual budget surpluses before 2030. The Conference Board says Canada's Prairie provinces are in relatively secure fiscal positions, thanks in part to younger demographics and some insulation from tariffs. Provinces like Alberta, Saskatchewan and Newfoundland and Labrador are expected to pivot their economies towards renewable energy in the years ahead, but Forbes noted that prospects for the oil and gas sector will continue to weigh heavily on the fiscal outlooks in those provinces. Ontario is also expected to see a balanced budget by the end of the decade. The Conference Board says accelerated infrastructure spending will drive up debt in the short term but planned moderation in health care and education expenditures will support deficit elimination. Quebec is in a "difficult position," the report says, with the province particularly penned in by weak demographic momentum, heightened economic uncertainty and growing demand for health-care and education spending. But the Conference Board says Quebec can find its way back to a modest surplus by 2029 if the province can deliver on spending restraint. British Columbia also faces a steep deficit, the Conference Board says, but a slowdown in spending and rising natural gas royalties are expected to help it climb out of that fiscal hole in the coming years. The federal government's infrastructure agenda could also be a boon for the province, the report notes. While New Brunswick is praised in the report for its displays of fiscal restraint in recent years, the Conference Board points to an aging population and the forestry industry's tariff exposure as serious revenue challenges. Nova Scotia is also expected to face challenges tied to a slowing economy, particularly as a lack of private sector investment and housing activity weigh on growth. Forbes said that while the Conference Board's forecast assumes trade uncertainty will diminish next year, the provinces' fiscal pictures could deteriorate further if Canada's tariff dispute with the United States persists. Part of the value of the Conference Board's exercise is that it puts all provincial budget plans through a uniform scenario, he said — unlike the various hypotheticals that underpin each individual province's spending plan.
