NA panel forms body to address Rs19bn default by LDI operators

ISLAMABAD: The National Assembly Standing Committee on Information Technology and Telecommunication on Monday constituted a sub-committee to address the alarming default of around Rs19 billion by nine Long Distance and International (LDI) operators.
The Pakistan Telecommunication Authority (PTA) informed the committee that more than 100 related cases are pending in various courts, while six of the defaulters have expressed willingness to settle their dues.
A structured recovery mechanism, including an instalment-based plan, is under consideration and a proposal has already been submitted to the federal cabinet for guidance.
The committee, chaired by MNA Syed Aminul Haq, also decided to convene an in-camera meeting to thoroughly review the confidential Sale and Purchase Agreement between the Government of Pakistan and M/s Etisalat, after expressing strong displeasure over PTCL's refusal to share specific clauses of the deal.
The Privatization Commission informed the committee that Clause 6 of the agreement restricts disclosure without mutual consent of both parties. The committee directed that representatives from the Ministry of IT, Ministry of Law and Justice, Privatization Commission, and M/s Etisalat be invited to the next meeting.
Meanwhile, the Universal Service Fund (USF) briefed the committee that areas in district Tharparkar and Sargodha Division remain severely underserved in terms of internet and voice call access. Although fibre optic infrastructure exists, telecom services remain unavailable in many parts. The USF stated that specific projects for these regions have been approved and are at the final implementation stage. The committee instructed USF to submit a list of all such projects planned for execution over the next three to five years and directed PTA to ensure service delivery in those areas.
On the issue of internet suspension in district Panjgur, the committee urged the Ministry of IT to coordinate with the Ministry of Interior, provincial authorities, and law enforcement agencies to devise a workable solution. The PTA was also instructed to maintain connectivity through the existing fibre optic infrastructure despite service disruptions.
MNAs Zulfiqar Ali Bhatti, Dr Mahesh Kumar Malani, Sadiq Ali Memon, Ahmad Saleem Siddiqui, Pullain Baloch, Sher Ali Arbab, and Umair Khan Niazi, along with senior officials from the ministry and its attached departments, attended the meeting.

Deputy Speaker Punjab Assembly also paid tribute to the chief minister for launching air ambulance service, establishing field hospitals and steps being taken to eliminate encroachments across Punjab. On this occasion, in-principle approval was given to establish a children's hospital in Bahawalpur in view of dire needs of the people. It was agreed to construct a children's hospital near the Civil Hospital Bahawalpur. Chief Minister Maryam Nawaz Sharif sought a plan of launching Bahawalpur Children's Hospital project. The chief minister while talking on the occasion said, 'Development projects of Punjab are our foremost priority. The Punjab government is providing basic facilities to the people of South Punjab at their doorstep.' Deputy Speaker Punjab Assembly acknowledged that under the dynamic leadership of Chief Minister Maryam Nawaz Sharif, Punjab is set on the path of real development. LHC halts auction of long-leased shops in Jaranwala

LAHORE: The Lahore High Court on Monday barred authorities from going ahead with the planned auction of dozens of commercial shops in Jaranwala after tenants filed a writ petition challenging the legality of the move. Justice Malik Javaid Iqbal Wains issued a stay order, suspending the auction scheduled for July 25, 2025, and sought replies from the concerned government departments. The petition was filed by 40 shopkeepers through Advocate Chaudhry Shoaib Saleem. The petitioners, many of whom have been operating businesses at the premises since before or shortly after the creation of Pakistan, argued that the auction violated their tenancy rights and existing agreements with the municipal authorities. According to the petition, some of the shops were constructed in 2005 by the tenants themselves under a public-private partnership, while others were built by the local administration and allotted to tenants through oral and subsequently written agreements. Ch Shoaib Saleem argued that they the petitioners entered into formal tenancy agreements with the municipal corporation in December 2023, in accordance with Punjab Local Government policies and a notification issued by the Secretary of Colonies on September 30, 2019. They added that all tenants were up to date with rent payments, which included a 10% annual increase as per the agreements. Despite this, the Deputy Commissioner Faisalabad issued a public auction notice covering these shops, prompting the tenants to approach the court. The petition contended that the auction notice contravened Section 94(7) of the Punjab Local Government Act, 2022, and infringed upon the petitioners' fundamental rights under Articles 4, 10-A, 14, and 18 of the Constitution. The petitioners also pointed out that substantial security deposits, around Rs 500,000 per shop, made in 2005 were still held by the government. The court stayed the auction proceedings and adjourned the case for further hearing. The petitioners have requested the court to declare the auction notice illegal and to restrain the government from taking any coercive action against them. Respondents in the petition include the Punjab Chief Secretary, Secretary Local Government, Secretary Colonies Department, Deputy Commissioner Faisalabad, and Assistant Commissioner Jaranwala. KARACHI: Sindh Chief Minister Syed Murad Ali Shah, in his meeting with Balochistan's Livestock Minister Sardarzada Mir Faisal Jamali, decided to exchange superior livestock breeds and to bolster cooperation in livestock development between the two provinces. The meeting, held at CM House, was attended by Sindh's Minister for Fisheries and Livestock, Muhammad Ali Malkani. As part of this collaboration, an agreement was reached to organise a cattle show in Jacobabad, where Chief Minister Murad Ali Shah expressed his commitment to personally participate and extend an invitation to the Balochistan Chief Minister. He emphasised the importance of joint research efforts between the livestock departments of both provinces. Separately, Chief Minister Murad Ali Shah met with the UAE Ambassador, Hamad Obaid Ibrahim Salem Al Zaabi to discuss strengthening bilateral relations and exploring investment opportunities, particularly in public-private partnerships. The ambassador congratulated the Chief Minister on the recent construction of Shahrah-e-Bhutto and confirmed that UAE investors would soon visit Sindh to review various projects. Both leaders also agreed to collaborate on initiatives aimed at women's empowerment, with the UAE planning projects focused on health, employment, and education for women in Sindh.
