NA panel forms body to address Rs19bn default by LDI operators

ISLAMABAD: The National Assembly Standing Committee on Information Technology and Telecommunication on Monday constituted a sub-committee to address the alarming default of around Rs19 billion by nine Long Distance and International (LDI) operators.
The Pakistan Telecommunication Authority (PTA) informed the committee that more than 100 related cases are pending in various courts, while six of the defaulters have expressed willingness to settle their dues.
A structured recovery mechanism, including an instalment-based plan, is under consideration and a proposal has already been submitted to the federal cabinet for guidance.
The committee, chaired by MNA Syed Aminul Haq, also decided to convene an in-camera meeting to thoroughly review the confidential Sale and Purchase Agreement between the Government of Pakistan and M/s Etisalat, after expressing strong displeasure over PTCL's refusal to share specific clauses of the deal.
The Privatization Commission informed the committee that Clause 6 of the agreement restricts disclosure without mutual consent of both parties. The committee directed that representatives from the Ministry of IT, Ministry of Law and Justice, Privatization Commission, and M/s Etisalat be invited to the next meeting.
Meanwhile, the Universal Service Fund (USF) briefed the committee that areas in district Tharparkar and Sargodha Division remain severely underserved in terms of internet and voice call access. Although fibre optic infrastructure exists, telecom services remain unavailable in many parts. The USF stated that specific projects for these regions have been approved and are at the final implementation stage. The committee instructed USF to submit a list of all such projects planned for execution over the next three to five years and directed PTA to ensure service delivery in those areas.
On the issue of internet suspension in district Panjgur, the committee urged the Ministry of IT to coordinate with the Ministry of Interior, provincial authorities, and law enforcement agencies to devise a workable solution. The PTA was also instructed to maintain connectivity through the existing fibre optic infrastructure despite service disruptions.
MNAs Zulfiqar Ali Bhatti, Dr Mahesh Kumar Malani, Sadiq Ali Memon, Ahmad Saleem Siddiqui, Pullain Baloch, Sher Ali Arbab, and Umair Khan Niazi, along with senior officials from the ministry and its attached departments, attended the meeting.

LAHORE: Punjab Chief Minister Maryam Nawaz Sharif has directed the authorities concerned to ensure visible cleanliness and active sanitation staff across all neighborhoods of the province. She was chairing a meeting to review progress on the 'Suthra (Clean) Punjab Program', where she emphasized that as public expectations grow, performance must also improve. During the meeting, the CM was briefed in detail on various components of the program, including the introduction of e-invoicing and e-billing for sanitation fees, being implemented for the first time under the initiative. She was also informed about the Vehicle Trip Counting System and Vehicle Tracking Management System to monitor waste collection operations more effectively. Highlighting international interest in the program, Maryam Nawaz Sharif said, 'Development institutions from the World Bank, Europe, and other countries have expressed willingness to invest in the Suthra Punjab Program.' The CM said that while the initiative is progressing successfully, complaints from certain districts regarding cleanliness must be promptly addressed. 'Contractors failing to meet performance standards should be removed,' she asserted. The CM further instructed the use of Safe City cameras to monitor sanitation conditions across Punjab. ‘Agri development, farmer prosperity are top priorities of CM'

LAHORE: Minister for Agriculture Punjab, Syed Ashiq Hussain Kirmani, has stated that agricultural development and farmer prosperity are among the foremost priorities of the Chief Minister Punjab. The present government is implementing revolutionary programs aimed at uplifting the agriculture sector and ensuring farmer welfare, which have already begun yielding positive outcomes across the province. However, some elements are attempting to distort the facts and spread misconceptions regarding these historic initiatives of the Punjab government. Minister Syed Ashiq Hussain Kirmani highlighted that within just one month of taking office, the Chief Minister Punjab initiated multiple agricultural development programs worth Rs. 400 billion — f or the first time in the history of Province. These programs included interest-free loans worth of billions of rupees through Kisan Card, provision of thousands of tractors on subsidy under the Green Tractors Program, and provision of modern agricultural machinery with up to 60% subsidy and many other initiatives. He added that this is the only Government in Pakistan's history during which no fertilizer shortage has been witnessed. Fertilizer is available in abundance in the market at prices even lower than those fixed by the manufacturers. Artificial shortages, profiteering, and hoarding of fertilizers have been completely eradicated from the province. He clarified that, during the current season, all provincial governments ceased official wheat procurement under the IMF agreement; however, Punjab remains the only province that extended direct financial support of Rs. 14 billion to small wheat farmers. During just a short period of two months, more than Rs. 85 billion in interest-free loans have been disbursed to farmers across Punjab for the purchase of fertilizers, seeds, and pesticides for Kharif crops. Of this amount, farmers have already utilized over Rs. 45 billion for the purchase of fertilizers, pesticides, and diesel. Syed Ashiq Hussain Kirmani further elaborated on the landmark programs launched during the current fiscal year for the welfare of farmers and agricultural advancement. These include Rs. 200 billion in interest-free loans through the Kisan Card, subsidized provision of 20,000 tractors, solarization of over 10,000 agricultural tube wells, establishment of 10 model agriculture malls, recruitment of 2,000 young agriculture graduates to provide technical support in the field, improvement and lining of watercourses, and a Rs. 30 billion program for the distribution of modern agricultural machinery.
