KUALA LUMPUR: To create nationwide access to education, amendments to the Education Act to make secondary schooling compulsory have been brought to Parliament. The Education (Amendment) Bill 2025 was presented for first reading in the Dewan Rakyat yesterday by Deputy Education Minister Wong Kah Woh, who said the second and third readings are expected to be completed during the current session. The Bill, among others, seeks to revise the definition of 'compulsory education' in the 1996 Education Act to include secondary schooling. It also introduces a new provision – Section 32A – that empowers the Education Minister to designate secondary education as mandatory for all Malaysian children residing in the country. It states that parents are legally required to enrol their children in both primary and secondary institutions, unless officially exempted. Under the new Section 32(a)(4), parents who fail to enrol their children in school face a fine of up to RM5,000, six months' jail or both, upon conviction. The Bill further stipulates penalties for non-compliance with the new provisions and authorises the minister to make additional regulations related to enforcement and exemptions. Wong said the legislation would also amend provisions related to the registration of children for primary schooling, requiring parents to enrol children by the age of six as of Jan 1 in any given academic year. If passed, the changes will mark a significant expansion of Malaysia's education mandate. The Bill notes that implementing the new measures will incur additional government expenditure, with the exact amount yet to be determined.

Experts say the Malaysian government should use the Thailand-Cambodia ceasefire to establish clear conditions to prevent future conflict. — AFP PETALING JAYA: The Thailand-Cambodia ceasefire is a step forward for peace but more must be done to ensure it lasts, geopolitical experts say. Describing the Malaysian government's offer to be a mediator as 'very much needed' due to the brewing political tensions between the two nations, political analyst Azmi Hassan said it is unlikely that either Thailand or Cambodia would unilaterally call for a ceasefire. It also bodes well for the country that both nations chose Malaysia as a location for the peace talks, he said. He recommended that Malaysia consolidate its role as mediator by ensuring that the United States, China and other Asean partners, be involved in the upcoming peace negotiations. Having more parties involved could help ensure a longer-lasting peace agreement and reduce the likelihood of conflict reigniting, Azmi added. Universiti Kebangsaan Malaysia international law expert Prof Dr Salawati Mat Basir said the quick ceasefire agreement had showcased Malaysia's key role as an Asean chair to ensure peace. She, however, warned that the Malaysian government must continue to play a central role in peace negotiations to prevent a possible over-complication of terms due to influence from global superpowers. 'By acting as the primary mediator, we can help prevent superpowers from intervening and influencing peace talks in a regional conflict,' she said, adding that Malaysia must stand ready to prevent any influence from complicating peace talks between the nations. Universiti Malaya International and Strategic Studies Department lecturer Assoc Prof Dr Khoo Ying Hooi said the Malaysian government should use this ceasefire to establish clear conditions to prevent future conflict. 'The root cause of this conflict has not been resolved and will likely take a long time (to address), so the focus for now must be on setting up effective mechanisms to prevent the tensions from flaring up again. 'Then, we can work towards finding out what triggered the clash, demilitarise the hot zones and set up a joint border committee between Thailand and Cambodia with a third party like Malaysia to oversee it,' she said. Malaysian Islamic Youth Movement president Ahmad Fahmi Mohd Samsudin called for the establishment of an Asean independent and neutral monitoring team to ensure smooth implementation of the ceasefire. 'Delivery of Asean humanitarian aid must also begin urgently to all affected, particularly to displaced communities and those who have suffered casualties due to the conflict. 'We also urge the people of Thailand and Cambodia to refrain from spreading provocation or unfounded accusations online, which may hinder the pursuit of lasting peace,' he said.

Govt launches 'Anak Merdeka Malaysia' initiative to boost patriotic spirit
KUALA LUMPUR: The National Unity Ministry, through the National Archives of Malaysia (ANM), has introduced the "Anak Merdeka Malaysia" initiative to ignite patriotic spirit in conjunction with this year's National Day and Malaysia Day (HKHM) celebrations. It said the programme also aims to honour Malaysians born on two of the nation's most historic dates – August 31 and September 16 – as a symbol of the country's struggle, independence and unity. Minister of National Unity Datuk Aaron Ago Dagang said in the statement that the initiative is not merely about celebrating birthdays, but also about recognising the profound meaning those dates hold in strengthening national identity and patriotism. "Through 'Anak Merdeka Malaysia', we are not only celebrating their birthdays, but also uniting the voices of the people under one national identity. "This is the true face of Malaysia Madani – a nation that honours its history, nurtures hope, and unites its people," said Aaron. According to the ministry, registration is now open to all Malaysian citizens who share a birthday on either of these two historic dates, regardless of background, age or ethnicity. The statement added that those who register will be given the special opportunity to take part in various activities during the official national-level celebrations, receive commemorative gifts, and be honoured as symbolic national heroes representing the spirit of Malaysian unity. "The ministry calls on all Malaysians to help spread this information to family members, friends and local communities, so that more people can be celebrated as part of the Merdeka legacy.
