LED display boards in city defunct
The LED boards, installed by entities, including the housing and urban development department, Water Corporation of Odisha (WATCO), Odisha State Pollution Control Board, the Smart City authorities and the commissionerate police, are strategically placed in key parts of the city. They serve a vital role in disseminating real-time information to the public.
At several city junctions, these digital boards are designed to offer general information about the city, while others, located in strategic areas, provide updates on air pollution levels.
Boards installed by the commissionerate police offer insights into police services and those by WATCO detail the water supply status across the city's 115 urban local bodies.
The Smart City authorities have also installed additional digital boards as part of the smart city mission to communicate details of govt schemes, promote road safety and raise awareness about seasonal diseases such as dengue and diarrhoea.

However, the current state of disrepair has rendered many of these boards non-functional, sparking public frustration.
"This is sheer negligence by the authorities. They spent lakhs of public money on the installation of these boards. They should take responsibility for maintaining them. This is not smart governance by a smart city of India. The authorities should initiate the restoration work of the smart properties soon," Jagannath Hota, a resident of Acharya Vihar, said.
In response to these concerns, city mayor Sulochana Das assured that the Bhubaneswar Smart City Limited is taking steps to address the issue and is in the process of selecting an expert agency. "We have decided to maintain these digital properties with the help of an agency and have recently floated a tender to finalise the process," she added.
Das further said that the agency will be appointed soon to undertake the regular repair and maintenance work of these properties. "We will discuss with the other agencies that installed the boards and highlight the matter with them. Things will be resolved soon," she added.

10 women killed, 27 others injured as truck falls into ditch in near Pune
Pune: Ten women devotees were killed and 27 others, including two men and two children, injured when a pick-up truck ferrying them to Kundeshwar temple near Pait in Khed taluka, about 65 km from Pune, fell into a ditch around 1pm on Monday. Over 35 devotees had boarded the rear cargo bed of the pick-up truck at Papalwadi near Pait. The vehicle slipped back on a steep gradient a little ahead in the ghat section and fell into a 30ft ditch. Kundeshwar temple is a prominent religious place which devotees visit in large numbers during Shravan. He said, "The injured victims are being treated at private hospitals nearby." The police identified the deceased as Mandabai Darekar (50), Sanabai Darekar (50), Meerabai Chorghe (50), Shobha Papal (33), Suman Papal (50), Shakubai Chorghe (50), Sharada Chorghe (45), Bayadabai Chorghe (45), Parvatibai Papal (56) and Fasabai Sawant (61) —all of Papalwadi. Dr Prafulla Borude of the Shivtirth hospital in Rajgurunagar told TOI, "Five people, including a small boy, are under treatment in our hospital. Condition of three with multiple injuries, including head, is critical. The remaining have sustained fractures." Dr Harshad Gawade of the Gawade hospital in Rajgurunagar told TOI that three injured women were brought in in the afternoon. "One had died already. Two other with multiple fractures are under treatment and stable," he said. Owner of the pick-up truck had planned a visit to the Kundeshwar temple along with his family members since Monday was a Shravani Somwar, said Pimpri Chinchwad police's deputy commissioner Shivaji Pawar. "His relatives and other residents of Papalwadi joined in. They were sitting in the cargo bed of the pick-up truck. The temple is located on a hillock and the leading road is narrow with a steep incline," he told TOI. According to prima facie investigation, it is likely that the driver of the overloaded pick-up truck halted while climbing to give way to a vehicle coming down. "He failed to gain motion thereafter and the vehicle reversed automatically, falling into the 30ft ditch," the officer said. Assistant police commissioner Rajendrasingh Gaur told TOI that the temple is located in the jurisdiction of the Pune Rural police, while the road falls under Pimpri Chinchwad police. Teams from both units reached the spot after receiving information. "Since it was a Shravani Somwar, there were many devotees in the area. All of them rushed to help," he said, adding that the victims were taken to nearby hospitals in ambulances. Senior police inspector Digambar Suryavanshi of the Mahalunge MIDC police said a case of accidental death is being registered. "The vehicle was overloaded. We will decide a further course of action after investigations," he added. Stay updated with the latest local news from your city on Times of India (TOI). Odisha: Social outfits go the extra mile to protect strays
Representative image Besides govt bodies, several private organizations are also going the extra mile when it comes to animal welfare, as was evident during the recent floods that swept across Balasore and its neighbouring districts and a Bhubaneswar-based organisation, in collaboration with Yuva Vikas Foundation, distributed over 36,000kg of emergency feed for 12,000 animals in the severely affected blocks of Baliapal and Bhograi. 'The situation was dire. Animals were confined in waterlogged shelters and were suffering from various illnesses, with no access to proper fodder or veterinary care. The challenge was amplified by three consecutive floods within two weeks, leaving people with no time to replenish fodder resources,' Jaihari A K, coordinator of Humane World for Animals India's disaster management team, said as he recalled the relief efforts. 'It was one of the worst floods the region had witnessed in recent times and we are happy that we could rescue the animals and take care of them.' Similarly, Chandrasekhar Dash and his team in Bhubaneswar have set up a rescue facility in Patiagarh, which is capable of housing 50 animals at a time. 'We have rescued over 1,000 animals in five years. We have volunteers who are actively attending to distress calls for animals, especially stray cattle and dogs,' Dash said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it better to shower in the morning or at night? They say dogs are a man's best friend & that is perhaps the guiding force behind rescue ops of canines & other animals in Odisha. TOI sheds light on such efforts
Representative image In the quiet pre-dawn hours a few days ago, when most Bhubaneswar residents were still in deep slumber, the piercing siren of a fire tender broke the silence. The emergency? A cat trapped in an abandoned well in Nayapalli. It wasn't a typical fire emergency. However, for the Odisha Fire & Emergency Service (OFES), every life, human or animal, is precious, in line with the state govt's zero-casualty mission during any disaster or crisis. The successful rescue, which saw the cat emerge unharmed, is just one of thousands of animal rescues undertaken by OFES in recent years. According to official data, the department has saved about 69,980 stray animals and birds from various crisis situations in the past five years. The bulk of them, including cattle and dogs, were rescued from drains and manholes. During the same period, human rescues totalled 44,120. Official data also shows that between 2020 and 2025, 6,545 human fatalities and 10,426 animal deaths were recorded due to fires and other calamities. 'What's particularly noteworthy is that animal rescues have surpassed human rescues. This reflects not just the department's efficiency but also growing public awareness of animal welfare,' said Abhimanyu Swain, a Bhubaneswar-based veterinarian and animal welfare activist. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The Secret Lives of the Romanovs — the Last Rulers of Imperial Russia! Learn More Undo DG (fire service) Sudhanshu Sarangi said officials have gone beyond their core duty of firefighting. 'Every distress call matters to us, whether for a human or an animal. The joy we feel after each successful rescue is immeasurable. That cat in Nayapalli could have perished without immediate intervention, but today it's back on its feet thanks to our team's prompt response,' Sarangi added. Animal rescue has shown a steady rise: 9,572 in 2020; 10,174 in 2021; 13,373 in 2022; 13,813 in 2023 and 14,576 in 2024. In just the first half of 2025, OFES has already carried out 8,469 operations. The Covid-19 pandemic proved to be a turning point. With streets deserted, stray animals faced unprecedented challenges. 'During the pandemic, we saw many cases of animals trapped in unusual places — construction sites, drainage systems and abandoned buildings. Our teams underwent specialised training to handle different species and situations. Today, they are better equipped than ever to respond to animal emergencies,' said DIG (fire service) Uma Shankar Dash. However, challenges remain. 'Urban development often leads to animals getting trapped in construction sites or falling into uncovered manholes and drains. We will request civic authorities to address these issues,' said a fire department official. OFES is now focusing on prevention alongside rescue. Plans are underway to introduce specialised animal ambulances, set up a dedicated rescue training centre and strengthen emergency reporting and response times. Awareness programmes in schools and communities on animal safety are also in the pipeline. The state govt has pledged to bolster the wing with modern equipment and training. The Centre recently approved Rs 201.1 crore for expanding and modernising the service, while the state set aside Rs 394 crore for upgrades. 'We want to introduce firefighting transformation programmes so our personnel can handle much more than just flames. They will choose their areas of specialisation from 13 domains,' Sarangi said.
