Kerala govt introduces 'help box' in schools to curb child abuse at home
Kerala's General Education Minister V Sivankutty announced 'Suraksha Mitram,' a comprehensive action plan, following the alleged abuse of a class 4 girl. The initiative includes help boxes in schools, teacher training, and strengthened parenting clinics. Departments will collaborate to identify and protect children, with a focus on open communication and supportive environments, ensuring child safety.
Agencies In response to the alleged mistreatment of a class 4 girl by her father and stepmother in a coastal district, State General Education Minister V Sivankutty on Saturday announced a comprehensive action plan, 'Suraksha Mitram', to prevent such incidents in the future.After visiting and interacting with the girl, Sivankutty held a press conference, stressing that violence against children will not be tolerated under any circumstances."The government is taking this issue very seriously and will ensure all necessary protection and assistance for the child," he said.
The special action plan, formulated by the General Education Department, focuses on identifying children suffering abuse and providing them with appropriate protection. As part of the initiative, all schools in Kerala will install a 'help box' where students can report their problems. The responsibility for the box will lie with the headmaster or headmistress, who must open it at least once a week to review reports and forward relevant information to the Department of General Education.
Teachers will also receive specialised training to observe changes in children's behavior and identify any issues. Emphasis will be placed on friendly interactions and careful observation to create a supportive environment.In the recent case, the abuse came to light after a teacher noticed the girl had written about the physical abuse she endured in her notebook.Sivankutty said children will be encouraged to express their concerns openly through diary writing and zero-hour sessions.The project will be implemented in coordination with the departments of Women and Child Development, Social Justice, Local Self-Government, Health, and Police.Existing parenting clinics will be strengthened to provide counseling to parents facing difficulties.The government will also fully utilise homes and special facilities for children in need of protection.
"The Director of Public Education will soon issue a Standard Operating Procedure for the safety and protection of children," the minister added, reaffirming the government's commitment to child safety.

₹34k cr in e-challans yet to be paid by violators
NEW DELHI: Over 60% of e-challans issued so far, with a cumulative penalty of around Rs 34,200 crore, for violation of traffic and transport rules remain unpaid across states, as per latest govt data, signalling the need for quick reforms to improve enforcement and address grievances. The nature of e-challans issued across states show that while 81% of them were for violation of traffic rules, the remaining 19% concerned flouting of transport-related norms. In a written reply to a Parliament question, the road transport ministry has said that till July 27, around Rs 20,000 crore (out of the total Rs 54,360 crore) has been collected as fines against the e-challans issued. Police and transport departments in just five states - Tamil Nadu , Uttar Pradesh, Kerala, Haryana and Delhi - have issued over 20 crore challans to violators, more than 50% of all challans issued across the country. "This indicates that e-challaning is yet to pick up across several states. There has been a significant increase in electronic enforcement in the past couple of years as more cities are going for CCTV surveillance. Also, there is now a focus on ensuring that due procedures are followed by law enforcement agencies while issuing challans," said a govt official. In fact, data show that while in the past one year, around 9.2 crore e-challans were issued across states and UTs with a cumulative penalty of Rs 16,662 crore, the enforcement agencies recovered only Rs 3,447 crore from violators. Considering the high pendency of e-challans on account of several factor, the road transport ministry has issued a Standard Operating Procedure (SOP) to states and UTs specifying the norms to be followed.

Kochi school receives notice from education department for punishment on latecomers
Kochi: A fresh controversy erupted after a Class V student at Cochin Public School, Thrikkakara, was allegedly forced to run multiple rounds on the school ground and was confined to a dark room for arriving late. Following complaints from parents and student organizations, general education minister V Sivankutty stated that the school had no right to take such action and sought a report from deputy directorate of education (DDE), Ernakulam, on the incident. The child's parent Rasheed Pareed told TOI that his son received the punishment for being late to school by two minutes on Thursday morning. The parent alleged he was asked to run a few times on the ground and was also asked to sit in a dark room until the parent arrived. "When I complained to school officials, they said it is the norm at the school and asked us to transfer the child from the school to another school if needed," said Pareed. The parent said such punishments routinely happen at the school and the incident affected the child's morale to continue going to the school. "He says he is not interested anymore in going to the school," said Pareed. "No teacher or management has the right to treat a child in such a manner. If a child arrives late, they can be advised not to repeat it, but locking them in a dark room in a way that affects their mental state is unacceptable," he said. Announcing an investigation, Sivankutty added that govt was taking strong measures in such matters, which led to a decline in such incidents. He suggested that lack of proper teacher training might be a contributing factor and said govt would consider training teachers in all streams. Soon after the minister's response, DDE officials inspected the school and issued notices warning that NOC would be revoked if such practices are repeated at the school. The officials said they will also send a detailed report of investigation to director general of education on Thursday. Repeated attempts by TOI to contact the school went unanswered. Women and Child Development department has initialised dowry prohibition portal, HC told
The State government informed the Kerala High Court that the Women and Child Development (WCD) department has initialised a dowry prohibition portal where aggrieved persons can directly file their complaints to the court. In addition, a standard operating procedure to handle cases relating to the Dowry Prohibition Act is being prepared, it said, in an affidavit filed with regard to a public interest litigation (PIL) filed by Ernakulam native Tellmy Jolly, challenging the Constitutional validity of Section 3 of the Act, on the ground that it also penalised the giving of dowry. The penalising of the dowry giver – often the victim or a family member – acts as a deterrent to reporting dowry-related harassment for fear of self incrimination. The affidavit further says that the government has appointed district-level dowry prohibition officers. The Director of Women and Child Development department will serve as the chief dowry prohibition officer to administer and coordinate dowry prohibition activities. The government is also taking earnest efforts to see that the evil of seeking and giving dowry is prohibited. The case has been adjourned to September 16, after the counsel for the Union government sought more time to file a counter affidavit.
