Delhi assembly's monsoon session to go fully paperless
According to an official statement, the Assembly will meet from August 4 to 8, with the possibility of extension depending on the volume of legislative business. Each sitting will commence at 2pm and continue until the listed agenda is concluded for the day.
Members wishing to raise issues under Rule 280 (Special Mention) must now submit notices exclusively via the NeVA portal by 5pm on the previous working day. A ballot at 11am will determine the first 10 entries to be taken up during the session.
Speaker Gupta has urged legislators to keep their submissions brief—within 8 to 10 lines—and to adhere to this limit strictly during debates. All questions and resolutions must be filed digitally. A NeVA Sewa Kendra will be operational from 9:30am to 6pm to assist members with online submissions and technical support.

Chinese Foreign Minister Wang Yi will meet Prime Minister Narendra Modi during his two-day visit to India beginning Monday, according to the Ministry of External Affairs (MEA). The Supreme Court is scheduled to hear on Monday a batch of pleas challenging the appointment of Jharkhand DGP Anurag Gupta on grounds that due process was not followed. A bench of Chief Justice BR Gavai and Justices K Vinod Chandran and NV Anjaria is scheduled to hear the petitions challenging Gupta's appointment. Several petitions have been filed, including by Leader of Opposition in Jharkhand Assembly Babulal Marandi, who has challenged the appointment of Gupta as Director General of Police (DGP) of the state. Gupta was set to retire on April 30 under the Central government's rules on reaching the age of 60 but the state government wrote to the Centre for extension of his tenure.

Mohali: MC's waste mgmt plant hits a wall as residents block work
The municipal corporation's waste management plans hit a roadblock on Sunday, as residents of Sectors 74 and 91 stopped JCB machines engaged in construction work at the proposed waste processing plant near the Sector 90-Chappar Chiri road. Residents of nearby Sectors 74 and 91 gathered at the plant site to stop construction work. (HT Photo) The machines had reached the site to start construction of the plant on the 13 acres possessed by the civic body. However, residents blocked the work. Shouting slogans, the protesters declared they would not allow a 'mountain of garbage' to rise in their neighbourhood, citing foul odour, mosquito breeding and health hazards that would make life miserable for residents, especially children and the elderly. Some residents said they had met MLA Kulwant Singh on Saturday regarding the issue. But Singh categorically told them the plant will come up at the same site, which further inflamed public anger. 'Today, work was initiated with a JCB machine, but residents of Sectors 74 and 91 reached the spot and stopped it. We have already won a case in the Punjab and Haryana high court directing that dumping at this site must stop by September, yet the corporation and the MLA are ignoring the order,' claimed Baldev Raj, president of the Sector 74 RWA. Other residents, including Ramdeep Kaur, Babita Hundal, Vikram Kamboj and Aman Slatch, joined in, saying they would not allow their area to be blotched by garbage, filth and stench. MC commissioner Parminder Pal Singh Sandhu maintained that the Chappar Chiri land belonged to the corporation and assured that the plant will come up with 'latest technology'. 'We will pacify the residents as there is some miscommunication,' he said. Housing a population of 2.3 lakh, Mohali is gripped by a growing waste crisis in the absence of a permanent mechanism for processing the 150 tonnes of garbage generated daily. Heaps of stinking waste remain scattered across neighbourhoods, drawing flies and stray animals, much to residents' dismay. After years of delay, two waste management facilities have been set up at Shahimajra (capacity 40 tonnes) and Jagatpura (capacity 80 tonnes). But despite sheds and machinery in place, both plants remain non-functional. The mounting crisis has also hurt Mohali's standing in national cleanliness rankings. In the latest Swachh Survekshan results announced on July 17, the city slipped to 128th place among 903 cities (with populations between 50,000 and 3 lakh), down from 82nd last year. Within Punjab, it fell to 11th among 35 cities, a sharp drop from the first-place rank it held just a year ago among cities with populations over 1 lakh.

Speaking to reporters on Sunday, Adams said, 'I can't be more clear. I'm a man of God, just as Mamdani says he's a Muslim. I don't know where in his Quran it states that it's okay for a woman to be on the streets selling their body. I don't know what Quran he is reading. It's not in my Bible. As a man who said he is of faith, I don't quite understand what religion supports prostitution.' Mamdani's religion is Islam, which prohibits prostitution under its laws of morality. The comments followed reporting by the reports highlighting Mamdani's history of pushing to change state law so that selling sex would no longer be treated as a crime. Mamdani's record on sex work According to the New York Post, Mamdani has been a consistent advocate of decriminalisation since his first run for the state Assembly in 2020, when he declared: 'Not only must we decriminalise sex work, we need a comprehensive platform of justice for all.' Since then, the 33-year-old Socialist has co-sponsored several bills in Albany that would remove criminal penalties for sex work across New York state. In 2021, he told colleagues at an Assembly meeting, 'I would like to register my support for [decriminalising sex work] legislation, my eagerness for that debate and for my fundamental belief that sex work is work', as per the New York Post. Despite that record, Mamdani has said little about the issue since entering the mayoral race, raising concerns among critics that he may attempt to advance such measures from City Hall if elected. As mayor, he would not be able to change state law on his own, but he would hold a powerful platform to campaign for reforms and could also deprioritise prostitution enforcement by the NYPD. Supporters vs critics Supporters of decriminalisation argue that legalising sex work makes those in the industry less vulnerable to violence from pimps, clients and police. However, research in places such as Nevada and parts of Europe has shown that trafficking often rises when prostitution is legalised, as organised crime expands to meet demand. Sonia Ossorio, executive director of the National Organization for Women NYC, has warned that Mamdani's plans could turn the city into a 'sex tourism destination' comparable to Amsterdam's Red Light District. Rosa Sanchez of the Restore Roosevelt Avenue Coalition was cited by the Post saying her Queens community is already struggling with prostitution and gang activity, and predicted matters would worsen under Mamdani. Republican candidate Curtis Sliwa also warned the city risked seeing 'all 350 neighbourhoods' turned into red-light districts if Mamdani wins. Mamdani's campaign hit back on Sunday, though it stopped short of confirming whether he still supports decriminalisation. A spokesperson said, 'Mayor Adams' reckless budget cut over $3 million in funding from Safe Horizon, putting thousands of victims of crimes related to sex trafficking and prostitution in harm's way. As Mayor, Zohran will prioritise genuine public safety for all, including investing $40M through his Department of Community Safety towards victims services.' Former governor Andrew Cuomo stressed he had long opposed attempts by Mamdani and other progressives to decriminalise prostitution during his time in Albany. Adams, running as an independent for re-election, framed the debate as a question of protecting vulnerable women and ensuring public safety. 'Our city needs to be a safe city. It should not be a city where women are standing on corners, or boys are standing on corners, or young men standing on corners selling their bodies,' he said. 'If that is his belief, it is a danger for our city.'
