Resume 100 days' work scheme in state from Aug 1, HC tells centre

Kolkata: The Calcutta High Court on Wednesday directed Centre to resume the 100 days' work programme in Bengal from Aug 1, saying the scheme could not be "put in cold storage for eternity".
The scheme (the Mahatma Gandhi National Rural Employment Guarantee Scheme) has been suspended in Bengal for close to three years.
A person who obtained wages illegally or under fictitious names could not go free and had to be dealt with firmly, Chief Justice T S Sivagnanam said. "But what about those who did the work genuinely?" he asked, observing: "A line should be drawn and a cut-off date announced."
Centre could impose special conditions, restrictions and regulations to check irregularities and for the recovery of money misappropriated in the past, the division bench of CJ Sivagnanam and Justice Chaitali Chatterjee (Das) said.
There should be a "transparent procedure" in place to ensure disbursal of wages and utilisation of funds, the CJ added.
Centre had sufficient powers to inquire into the irregularities and take action, as was done in at least four districts, he said. "(But), at this juncture, the court is concerned with the prospective implementation of the scheme," he said, observing that the Centre was empowered to issue "whatever special directives (needed) to plug whatever happened three years ago".
The bench directed the state to comply with Centre's directives and said they would be "non-negotiable".
State advocate-general Kishore Datta submitted that the centre in 2016 introduced a National Electronic Transfer portal by which wages were directly transferred to beneficiaries' bank accounts. The bench also took note of additional solicitor-general Ashoke Kumar Chakraborty's submission that the state had deposited recoveries in the nodal officer's state account but had not transferred the money to the Consolidated Fund of India as stipulated by law.
The division bench fixed the next hearing on any day after Aug 15.

Hyderabad: BRS Parliamentary Party Deputy Leader Vaddiraju Ravichandra on Wednesday announced his boycott of the state government's power point presentation, alleging it was organised with 'political malice.' Ravichandra expressed regret that the Centre has taken steps to grant project approvals without convening an Apex Council meeting to discuss these actions taken by the Andhra Pradesh government in violation of the Reorganisation Act. 'We request the Chief Minister to write a letter to the Central Water Resources Department to immediately convene an Apex Council meeting. These issues that are hurting the interests of Telangana should be taken to Delhi soon,' said Ravichandra. He further urged the government to convene a special Assembly session where a unanimous resolution should be passed to stop the Polavaram Banakacherla project and sent to the Centre. BRS leaders K Kishore Goud, B Ramamurthy, J Jagan Mohan and others were also present.

FIR against makers of Akshay Kumar's Kesari Chapter 2 for 'distorting' Bengal's freedom movement, TMC calls it 'insult'
West Bengal's ruling Trinamool Congress on Wednesday attacked the makers of Bollywood film Kesari Chapter 2, accusing them of distorting the history of the state's contribution to India's freedom struggle and insulting Bengali revolutionaries. An FIR has been filed against seven producers of Kesari Chapter 2 under multiple sections of the Bharatiya Nyaya Sanhita (BNS) at the Bidhannagar South police station. The controversy erupted over a scene in the movie that allegedly misrepresents key freedom fighters from Bengal — notably the iconic Bengali revolutionaries Khudiram Bose and Barindra Kumar Ghosh. According to the TMC, the film refers to Khudiram Bose as 'Khudiram Singh' and presents Barindra Kumar Ghosh as 'Birendra Kumar' from Amritsar. Calling it a 'deliberate distortion of history' and a 'deep insult to Bengal,' senior TMC leaders Kunal Ghosh and Arup Chakraborty addressed a press conference at the party headquarters, condemning the portrayal. Ghosh said, 'The names of Bengali revolutionaries who sacrificed their lives for India's freedom were being distorted. This is not just a mistake — this is a conspiracy to erase Bengal's role in the freedom movement. How did such a film get a censor certificate?' West Bengal Chief Minister Mamata Banerjee, without naming the movie, also slammed the filmmakers charging them with trying to undermine the contributions of freedom fighters from Bengal, in collusion with the BJP. "There are attempts to undermine the role played by the Bengali revolutionaries during the independence struggle. We condemn this. The BJP has been targeting Bengal and our cultural heritage," she said. The TMC alleged that the Centre's BJP-led government has repeatedly attempted to undermine Bengal's history and cultural identity. 'This is not the first time. The central government has often played games with Bengal's legacy and dignity. But this time, the limit has been crossed,' claimed Ghosh. The film, directed by Karan Singh Tyagi and based on the book The Case That Shook the Empire by Raghu Palat and Pushpa Palat, allegedly altered the identities of multiple historical figures. Actor Akshay Kumar, R. Madhavan, and Ananya Panday are among the film's cast. Apart from Khudiram Bose and Barindra Kumar Ghosh, the film is also said to misrepresent Hemchandra Kanungo, the revolutionary who trained the young men in bomb-making. The filmmakers allegedly replaced his character with a fictional figure named Kripal Singh, Ghosh claimed. TMC leaders have demanded immediate action from the Centre and questioned the role of the censor board. 'Why didn't the censor board flag these historical distortions? Who allowed such a film to pass certification?' they asked. The BJP, however, claimed that the TMC is trying to make an issue out of a non-issue. "At times in feature films, we have seen the names of characters have been changed. So, how is the BJP related to all of this? We are all aware how much honour the TMC has shown to our freedom fighters," BJP MP Samik Bhattacharya said. Noted Bengali actor Ritwick Chakraborty also criticised the filmmakers for not giving due attention to facts and details. "I don't know whether I should call it a bad research team or a poor screenplay. It is quite obvious that attempts were made to undermine the role of Bengali revolutionaries," Chakraborty said. States told to hold yatras on 50th year of ‘Emergency'
NEW DELHI: From organising mashaal/e-torch yatras, screening short films, and mass contact programmes to outreach in schools and colleges, the Centre has directed all state governments and Union Territories to undertake a year-long commemoration of the 50th anniversary of the imposition of the 'Emergency' on June 25, as 'Constitution Murder Day'. In a letter to Chief Secretaries, the Union Culture Ministry said, 'The occasion is not merely for remembrance but for deep reflection and renewed commitment to democratic values and constitutional morality. In this regard, the Ministry of Culture is undertaking a yearlong commemoration starting on June 25, 2025, till June 25, 2026'. The highlight of the year-long events would be the Mashal/E-torch yatra, where six mashaals/e-torches representing the 'spirit of democracy' are to be flagged off from Delhi on June 25, 2025. The torch procession will culminate at Kartavya Path, New Delhi, on March 21, 2026, and will be attended by Prime Minister Modi. The details of the route map were being worked out, said the ministry. Besides the yatras, the ministry has also charted out exhibitions, seminars, speeches, and outreach to schools and colleges as part of its programmes. The ministry further asked the states to appoint a nodal officer to coordinate with the ministry regarding the events, The letter further states that on June 25, the ministry has planned mass public programmes to promote the spirit of democracy. 'The participants can carry the national flag and placards bearing pre-approved messages such as: 'More power to democracy', 'India: Mother of Democracy,' 'Long Live Democracy, and 'Salute to Sengol-in the Spirit of Democracy,' it said. To evoke a patriotic mood, patriotic songs, short films, and street plays will be continuously played and performed at the venue, the ministry said.
