Padu system uses integrated data to update 30.4 mln profiles as of June, says Economy Ministry
KUALA LUMPUR (July 23): The Central Database System (Padu) has integrated data from 204 agencies to update 30.4 million citizen and permanent resident profiles as of June 2025.
The Ministry of Economy (MOE) said that using the data from Padu enabled the government to identify target groups for intervention programmes, including subsidy distribution.
'In principle, the government has proposed to change the method of identifying target groups from the B40, M40, and T20 household income categories to using net disposable income (NDI).
'This measures household income based on the difference between disposable income and the Basic Expenditure of Decent Living (PAKW), which refers to the total monthly expenses required by a household or individual to achieve a decent standard of living,' the ministry posted on the Parliament's website.
MOE was responding to a question from Kamal Ashaari (PN-Kuala Krau) regarding the effectiveness of the Padu system in assisting with the fair and accurate distribution of subsidies.
It said that sharing Padu data can improve policy planning and the implementation of programmes or projects while optimising the use of government resources.
'This aims to minimise inclusion and exclusion errors and enable better monitoring and evaluation processes,' it added. – Bernama Dewan Rakyat economy Ministry of Economy PADU subsidies

KPKM to boost self-sufficiency in rice, fisheries, livestock under 13MP
KUALA LUMPUR: The Agriculture and Food Security Ministry (KPKM) has pledged to intensify reforms in the agrofood sector to meet self-sufficiency targets outlined under the 13th Malaysia Plan (13MP). Among the key goals are raising the national self-sufficiency rate (SSR) to 80 per cent for rice, 98 per cent for fisheries, 83 per cent for fruits, and 79 per cent for vegetables. For poultry and eggs, Malaysia aims to surpass domestic demand with SSRs of 140 per cent and 123 per cent, respectively. The target for beef and buffalo meat is 50 per cent. In a statement today, the ministry said it expects these efforts to contribute to a 1.5 per cent annual growth in the agriculture sector over the next five years, in line with value-added targets of RM21.8 billion for crops, RM19.7 billion for livestock, RM14 billion for fisheries, and RM2.5 billion for paddy. KPKM said it fully supports the 13MP, describing it as a strategic move to reduce import dependence and strengthen national resilience. It said the plan's Strategy A4 under Pillar A: Enhancing Economic Complexity sets the foundation for expanding food production, strengthening supply chains, and improving food security. "Key initiatives include introducing five paddy planting cycles every two years, upgrading irrigation and drainage systems, developing high-yield seeds and livestock breeds, and deploying advanced technology in aquaculture and capture fisheries." KPKM said the direction set under 13MP complements the National Agrofood Policy 2021–2030 (DAN 2.0) and signals a comprehensive modernisation push across the sector, including governance. "The ministry supports the aspirations of 13MP and is committed to reshaping agricultural development through a whole-of-sector approach. This includes fostering a new mindset, not only among target groups but also among those entrusted with governance." KPKM also thanked the Prime Minister and the Economy Ministry for producing what it described as a timely and important roadmap to steer national development from 2026 to 2030.

Malaysia's 13MP education reforms focus on preschool to secondary levels
PUTRAJAYA: The Ministry of Education (MOE) will prioritise preschool to secondary education development under the 13th Malaysia Plan (13MP) to strengthen the national education system. Education Minister Fadhlina Sidek confirmed RM67 billion has been set aside for initiatives like new school construction and infrastructure upgrades nationwide. 'The MADANI Government's current focus is to ensure universal enrolment at both the preschool and secondary education levels,' she said. The Education (Amendment) Bill 2025, making secondary education compulsory, was recently passed by the Dewan Rakyat. Compulsory preschool from age five aims to provide children with a holistic early-learning foundation. To support this, MOE will expand preschool facilities nationwide for better access and enrolment. Under 13MP, school construction will include mandatory development in large housing projects and vertical schools to ease overcrowding in urban areas. Special emphasis will be placed on bilingual proficiency (Bahasa Melayu and English), STEM, TVET, and digital literacy, including AI. Teacher recruitment, training, and professionalism will also be prioritised. 'The 13th Malaysia Plan reflects the MADANI Government's commitment to bold, transformative education reform for all Malaysian children,' Fadhlina said. She thanked Prime Minister Datuk Seri Anwar Ibrahim for tabling the 13MP, which aligns with the Malaysia MADANI framework. - Bernama

PUTRAJAYA, Aug 1 — The Ministry of Education (MOE) will give full focus to the development of preschool to secondary education under the 13th Malaysia Plan (13MP), as part of efforts to enhance the focus and effectiveness of the national education system. Education Minister Fadhlina Sidek, in a statement today, announced that RM67 billion has been allocated for the education sector, including the construction of new schools and the upgrading of infrastructure at educational institutions across the country. 'The Madani Government's current focus is to ensure universal enrolment at both the preschool and secondary education levels,' she said. She added that the Education (Amendment) Bill 2025, which aims to make secondary education compulsory, was recently passed by the Dewan Rakyat. Fadhlina also noted that making preschool education compulsory from the age of five is intended to provide children with a holistic and comprehensive foundation in early learning. She added that under 13MP, school construction efforts will include mandatory school development as part of large-scale housing projects, along with the expansion of vertical school construction. These measures aim to address issues of overcrowding and limited school sites, particularly in high-density urban areas. 'The 13th Malaysia Plan is a reflection of the Madani Government's commitment to reforming the national education system through a bolder, more transformative approach for the benefit of all Malaysian children,' she said. Fadhlina also expressed MOE's appreciation to Prime Minister Datuk Seri Anwar Ibrahim for tabling the 13MP, which places a strong emphasis on a comprehensive education reform agenda aligned with the Malaysia Madani framework. — Bernama
