NMC asks medical colleges to publish course-wise fees, stipend details online
In a public notice, the NMC said non-compliance will result in the issuance of a show-cause notice, imposition of financial penalties, withdrawal of course recognition and suspension of admissions.
The public notice mentioned that the Supreme Court, in its April 29, 2025 judgment titled State of Uttar Pradesh and Ors. vs. Miss Bhavna Tiwari and Ors., has, among other issues, addressed the matter of non-disclosure of fees by the college authorities.
The court has mandated that all private and deemed universities must disclose detailed information regarding tuition fees, hostel charges, caution deposits, and all miscellaneous charges at the pre-counselling stage.
The Supreme Court, in Writ Petition No. 730 of 2022 (Abhishek Yadav and Ors. vs. Army College of Medical Sciences and Ors.), has also issued interim directions in relation to grievances concerning nonpayment of stipends and illegal imposition of internship fees, the notice read.
In pursuance of ensuring transparency and protecting students from hidden or arbitrary fee demands, as well as addressing concerns regarding non-payment of stipends, the NMC has taken various measures in line with existing regulations and judicial mandates, it said.
'Regulation 4.3 of the PGMER, 2023 mandates that medical colleges must disclose the fee for each course while entering data in the seat matrix, failing which the seat shall not be counted. Therefore, collection of any undisclosed or unapproved fees shall be treated as unauthorised,' it stated.
The provisions also require payment of stipends to interns as determined by the appropriate authority applicable to the institution or university concerned.
'In compliance with the above-mentioned regulations and court directions, all medical colleges/institutions under the purview of the NMC are hereby directed to publish the complete course-wise fee structure and the stipend paid to interns/JR/SR etc. on their official websites,' the notice stated.
For uniform disclosure and monitoring, the NMC said that a Google Form link has been created by it, through which institutions must submit the complete course-wise fee structure and details regarding stipend payment to MBBS interns, junior residents, and senior residents.
Many medical colleges are sharing the fee structure and stipend details on the Intra MCC portal; however, the same is not comprehensive, the NMC said.
'These measures are part of NMC's commitment to fostering fair, ethical, and transparent practices in medical education across the country. Therefore, all NMC-approved medical colleges/institutions are instructed to complete the Google Form linked below within seven days from the date of issue of this Public Notice on the NMC website.
Non-compliance may lead to regulatory action,' it said.

Responding to the trolling and abusive messages, Ramya had Sunday posted on Instagram, 'To all the DBoss fans – Welcome to my Instagram. Your comments are proof why Renukaswamy's family needs justice!' Some fan accounts of Ramya had also shared the abusive messages sent to her on X and Instagram, with some texts suggesting that she should be killed for her comments following the Supreme Court order. Rape threats were also issued against the actor. Ramya had faced a similar attack after posting a social media message following his arrest last year. Then, she had posted that no one was above the law, and no one should take the law into their hands. Renukaswamy was allegedly murdered for sending abusive messages to Thoogudeepa's friend and fellow actor Pavithra Gowda. Thoogudeepa was granted bail in December last year, which was challenged in the Supreme Court.

Aadhaar, voter id valid for SIR in Bihar: SC tells poll panel; says no interim stay on draft electoral roll publication
The Supreme Court on Monday refused to stay the publication of draft electoral rolls in poll-bound Bihar saying it would once for all decide the pleas against the Election Commission of India's special intensive revision (SIR) of electoral rolls. The time schedule to conduct the final hearing of the matter will be fixed on July 29, a bench of Justices Surya Kant and Joymala Bagchi said. According to a PTI report, senior advocate Gopal Sankaranarayanan, who was appearing for an NGO, said the electoral rolls should not be finalised in the interim and there should be an interim stay on the publication of the draft rolls. The bench observed the last order of the top court noted the petitioners not pressing for an interim relief and, therefore, it couldn't be done now and matter would be interpreted once for all. The top court also asked the poll panel to continue accepting Aadhaar and Voter IDs for the SIR exercise in Bihar as both have 'some sanctity'. 'As far as ration cards are concerned we can say they can be forged easily but Aadhaar and voter cards have some sanctity and have presumption of genuineness. You continue accepting these documents,' the bench said. The top court also said that the EC had accepted one of its previous order and said in its counter affidavit that Aadhaar, voter cards, and ration cards were required to be accepted. The Rajya Sabha was adjourned for the day on Monday as Opposition MPs continued to protest over the SIR exercise in Bihar. During the Zero Hour, Deputy Chairman Harivansh said he has received 26 notices under Rule 267 demanding discussion on various issues, including SIR, and alleged discrimination against Bengali migrant workers in other states. He declined all the adjournment notices, and called Sudha Murty (nominated member) to make her Zero Hour mention. However, Opposition members, including those from the TMC and the Congress, were on their feet protesting against the Chair's decision. They were raising slogans like 'Vote Ki Chori Band Karo' (stop vote theft), and the Chair adjourned the proceedings till 12 noon. As soon as the House re-assembled for the Question Hour at 12 noon, various Opposition MPs were on their feet and Sushmita Dev (TMC) trooped into the Well, and sought to raise various issues. "What Is Management Doing": Top Court On Rising Student Suicides
The Supreme Court on Monday expressed serious concern over rising student suicides in educational institutions, questioning the management of IIT Kharagpur and Sharda University over their handling of recent cases. A Bench comprising Justice JB Pardiwala and Justice R Mahadevan, while hearing a suo motu case, demanded accountability from both institutions. "Why are students committing suicide? What is the management doing?" the Bench asked pointedly, directing both Uttar Pradesh and West Bengal police to file detailed status reports within four weeks. In the case of Sharda University, the court was informed by Amicus Curiae Aparna Bhatt that the father of the dental student had lodged an FIR two hours after the incident. A suicide note was found, and two individuals have been arrested. However, the court criticised the university for not following prior Supreme Court directives. "Did the students inform the father? Why didn't the college management communicate this? Is it not their responsibility to inform the police and the parents immediately?" the court asked, raising concerns over administrative negligence. The Bench stopped short of further comment, noting that investigations are still underway. In the IIT Kharagpur case, Bhatt informed the court that the local police had not provided her with any substantive updates, drawing further criticism from the Bench. On July 21, the Supreme Court had taken suo motu cognisance of two student suicides - one involving a fourth-year engineering student from the premier IIT Kharagpur and the other a second-year BDS student from Sharda University in Greater Noida. The top court had then sought explanations from the institutions on whether police had been promptly informed to facilitate criminal investigations. The court also warned that failure to register First Information Reports (FIRs) without delay could result in contempt proceedings against the institutions involved. Ritam Mandal, a fourth-year mechanical engineering student enrolled in a five-year dual degree program at IIT Kharagpur, died by suicide on July 18. He was a resident of Kolkata. His death marks the fourth such incident on the IIT Kharagpur campus since January 2025. Earlier this year, on January 12, the body of Shaon Mallick, a third-year electronics engineering student, was found hanging in his hostel room. In Greater Noida, Jyoti Sharma, a second-year BDS student at Sharda University, also died by suicide in her hostel, raising further alarm over student mental health and institutional accountability.
