Al Nuaimi: Vision 2031 charts UAE's sustainable future
DUBAI: Dr. Abdullah Belhaif Al Nuaimi, Chairman of the Sharjah Consultative Council (SCC), delivered a keynote speech during the WeTel Global Economy Forum, held yesterday in Dubai under the theme 'The Bridge to UAE Vision 2031.' The forum brought together policymakers, experts, and thinkers to explore the UAE's economic and knowledge-driven future.
Dr. Al Nuaimi emphasised that UAE Vision 2031 is no longer a mere aspiration, but a living framework fuelled by national determination across all state institutions. He described it as a national pathway built on innovation, diversity, sustainability, and institutional integration.
The first pillar of the vision, Al Nuaimi explained, focuses on redefining prosperity by transitioning from hydrocarbon dependence to a knowledge economy. This includes green tech, AI, and advanced industries, targeting a GDP of AED 3 trillion and AED 800 billion in non-oil exports by 2031. He underscored the importance of investing in innovation hubs and activating cross-sector partnerships for a post-oil economy.
In the second pillar, Al Nuaimi addressed sustainable urban development through smart, resilient cities that rely on clean energy, mobility innovations, and environmental harmony—aligned with the 2050 Net Zero strategy. He also highlighted the need to incorporate ESG and digital readiness standards in real estate, infrastructure, and logistics.
The third pillar centred on empowering human capital. Al Nuaimi described skilled talent as the nation's true wealth. He stressed lifelong learning and global openness to ensure the UAE ranks among the top 10 globally in human development and digital talent retention. He called for comprehensive upskilling, national talent support, and future leadership development.
The fourth pillar focused on innovation and global competitiveness. Al Nuaimi noted the UAE's rapid strides towards becoming a global platform for regulatory and technological innovation, particularly in AI and biotechnology. He advocated for stronger partnerships between universities and the public-private sectors to co-create intellectual capital that drives regional knowledge transformation.
The fifth pillar concerned environmental sustainability and food security. Al Nuaimi stated that the UAE views sustainability as a competitive advantage, not a developmental burden. He reaffirmed national goals to rank among the top 10 globally in food security, water efficiency, and climate adaptation. He urged the adoption of circular economy models, climate-smart agriculture, and resource reuse.
Concluding his speech, Dr Al Nuaimi described Vision 2031 as a comprehensive national project that requires collective institutional and individual effort. He said the bridge to this future begins today—with investment in people, unified vision, and a resilient, sustainable, and innovative economy worthy of the UAE's regional and global standing.

Flying to Beirut, Amman, Tehran and Tel Aviv: Latest on flights and travel disruptions
Travel across the region has been affected throughout June as conflict between Israel, Iran and the US came to a head. With daily – sometimes even hourly – changes to airline schedules, open airspace and airports, passengers have been meticulously tracking travel updates, adjusting plans and packing with the likelihood of delays in mind. While many destinations have been affected – the UAE's airspace was closed on the night of June 23 – some key travel and transit cities have seen greater disruption since the onset of Israel's bombardment of Gaza and its neighbours. For passengers travelling from the UAE to Beirut, Amman, Tehran and Tel Aviv, here is the latest on route suspensions and cancellations. Beirut With on-and-off conflict between Israel and Hezbollah, flights to Lebanon's capital have suffered regular disruptions. Currently, Beirut-Rafic Hariri International Airport is open, and the following UAE carriers are operating flights to the capital: Etihad Airways, Emirates Airline, flydubai, Air Arabia and Wizz Air. Elsewhere, German carrier Lufthansa and Romanian airline Tarom – which previously suspended flights – each state they will resume flights to Beirut from July 1. Amman Queen Alia International Airport in Jordan's capital is currently open and operating. The following UAE carriers are flying to and from Amman: Etihad, Emirates, flydubai, Air Arabia and Wizz Air. However, operations from European cities to Amman on Wizz Air continued to be suspended until September 15. Other international flights to the city also remain on hold. Tarom will halt flights until July; British Airways has cancelled the route from London until July 11; Greek carrier Aegean Airlines has put a pause on flights to and from Amman until September 8; and Irish carrier Ryanair has cancelled flights until October 25. Tehran Exchanging crossfire with Israel and striking a US military base in Qatar, Iran has been massively affected by the ongoing conflict. However, the country has now expanded access by reopening its central and western airspace to international transit flights. The Emirates Airline website states: 'Due to the regional situation, Emirates has cancelled all the flights to and from Tehran until and including July 5, 2025.' The flydubai's website states 'no fares available for the selected route at the moment', for between Dubai and Tehran, with the first flight available to book outbound on July 11. Air Arabia's first flight, from Sharjah to Tehran, leaves on August 1, with no flights listed from Abu Dhabi. An update on June 25 on the carrier's website reads: 'As regional airspace continues to open, Air Arabia is gradually resuming operations on previously suspended flights. Customers are advised to visit to check the latest updates and their flight status. Affected passengers will be notified directly via SMS and email.' Etihad and Wizz Air do not list Tehran as one of their destinations. A statement on Qatar Airways, effective as of June 22, reads: 'Flights to Iran remain temporarily suspended. Qatar Airways continues to monitor the situation and will provide further updates as they become available.' Lufthansa has paused the route until and including July 31. Tel Aviv Numerous airlines have cancelled routes to Tel Aviv amid Israel's strikes on Gaza since October 2023, and more suspended routes as the nation exchanges crossfire with Iran in June. Israeli airspace was temporarily closed on June 13, opening once again on June 24. However, several airlines in the UAE continue to pause their routes to the capital. Etihad has cancelled services to and from Tel Aviv until and including July 15. Wizz Air has suspended all flights to and from Israel's Ben Gurion Airport until further notice. While Emirates is not operating flights directly, its website lists flights between Dubai and Tel Aviv as operational via sister airline flydubai. Air Arabia doesn't list Israel as one of its destinations. International airlines have also cancelled rights to the Israeli capital. These include:

Middle East pharma market on track for $36bln by 2028
JLL's EMEA Life Sciences Industry Perspective and Cluster Report reveals AI and venture capital are fuelling a surge in demand for next-generation labs The Middle East's pharmaceutical market is projected to reach US$36 billion by 2028, with a CAGR of 7.7% from 2023 GCC governments are prioritizing digital transformation and investing in local generic drug manufacturing and biosimilar development to boost sector growth Dubai, United Arab Emirates: Fuelled by significant government investments in R&D and manufacturing infrastructure, and a strategic push towards greater local innovation and production, the Middle East's life sciences industry is poised for substantial growth, according to JLL's latest EMEA Life Sciences Industry Perspective and Cluster Report. The region's pharmaceutical market is projected to reach US$36 billion by 2028, and this robust expansion, set for a Compound Annual Growth Rate (CAGR) of 7.7% from 2023, is further amplified by digital transformation initiatives and comprehensive industrialisation strategies across the Gulf Cooperation Council (GCC). As the life sciences market develops globally, countries in the GCC are accelerating their capabilities in the sector to boost innovation, reduce import reliance, and diversify their economies. The JLL report, which explores the key drivers shaping EMEA's life sciences industry and its impact on real estate markets, has included a high-level overview of the Middle East for the first time. The report reveals that the GCC's pivot towards becoming a global hub for life sciences innovation, research, and production is boosting demand for specialised real estate, including adequate office spaces for R&D and digital health, and manufacturing locations that require warehouse and distribution assets. Mireille Azzam, Head of Strategic Consulting, JLL Middle East and Africa (MEA) said:'Innovation is critical for success in the life sciences industry, and the GCC is building self-reliance by incubating innovative ventures and creating a collaborative environment to scale research and expand its pool of skilled workforce. From flexible lab designs and resilient building systems, the increased focus on creating spaces primed for scientific breakthroughs and growth is directly translating into a dynamic real estate market. The growing demand for purpose-built facilities will support groundbreaking research, advanced manufacturing, and drive digital transformation, laying a strong foundation for the future growth of the region's evolving life sciences ecosystem.' Amidst increasing global competition and tariff uncertainty, JLL's latest report highlights several overarching trends shaping the life sciences real estate landscape across EMEA. Artificial Intelligence (AI) and venture capital are driving demand for next-generation labs, and the report highlights AI's dual impact in accelerating scientific discovery and revolutionising real estate management through increased efficiency from research to distribution. New supply delivered by investors is progressively addressing historical lab space shortages, shifting away from public or owner-occupier driven models, with top-tier assets in prime locations expected to prevail. The JLL report highlights that the sector's commitment to sustainability is driving demand for greener lab buildings. These dynamics underscore how life sciences clusters, from Europe to the Middle East and Africa, possess distinctive strengths, with locations like the Golden Triangle, Johannesburg, and Riyadh leading in biopharma research, while others excel in digital health or manufacturing. The GCC's increasing commitment to life sciences JLL's analysis of the major life sciences city-clusters in the GCC reveals significant transformations across the three prominent subsectors of Biopharma R&D, Digital Health and Tech R&D, and Pharmaceutical Manufacturing. Driven by the increasing prevalence of chronic diseases and a focus on personalised medicine and genomics research, JLL notes a profound shift in the Biopharma and drug discovery sector. As targeted therapies gain prominence, government investments in local generic drug manufacturing and biosimilar development are accelerating, with innovative research in cell and gene therapy also primed for significant growth. Dubai Science Park in the UAE and Qatar Science and Technology Park have emerged as regional hubs for biopharma R&D, while Saudi Arabia's position in the regional drug discovery landscape is strengthened through strategic partnerships and ongoing investments in pharmaceutical research and manufacturing. To improve accessibility, efficiency, and patient outcomes in the healthcare sector, GCC governments have prioritised digital transformation, driving growth in telehealth, remote patient monitoring, and AI-powered diagnostics. The emergence of health-tech startups and a growing emphasis on preventive healthcare are also contributing to sector growth. Regional hubs such as the UAE's Dubai Healthcare City and Healthpoint in Abu Dhabi, and Saudi Arabia's NEOM project are driving the surge in digital health adoption and investment, and fostering innovation and attracting talent. Through investments in industrial parks and by providing incentives for manufacturers, GCC governments are diversifying the region's Pharmaceutical Manufacturing sector. Alongside the adoption of advanced manufacturing technologies to boost efficiencies, growth in this sector is driven by affordable energy, strategic geographic locations, and increasing local content requirements. The UAE's Jebel Ali Free Zone and Dubai Industrial City, alongside Saudi Arabia's King Abdullah Economic City and Sudair Industrial City, stand out as key manufacturing hubs. These locations offer advanced infrastructure and logistical advantages, successfully attracting both domestic and international pharmaceutical companies. The region's commitment to life sciences is further bolstered by its strong academic credentials, as institutions such as King Saud University in KSA, Qatar University, and the United Arab Emirates University earn top spots in global life sciences university rankings.
