Gasification tech a mismatch for India's high ash content coal: Niti

New Delhi: The Niti Aayog has flagged the issue of incompatible gasification technology for the
high ash content coal
available in India, saying the on-ground progress on coal gasification has been limited despite issuance of letters of award.
The government's think tank will soon hold discussions with stakeholder ministries as well as domestic and international experts to select the technology best suited for gasification of Indian coal to support commercial scale and viable deployment.
NITI Aayog member VK Saraswat has written to coal secretary Vikram Dev Dutt, highlighting the challenges being faced by the public and the private sector in coal gasification and seeking the views of the coal ministry to firm up the roadmap. ET has seen a copy of the letter.

The government has set a target to gasify 100 mt coal by 2030 with a proposed investment of about ₹4 lakh crore. In 2024, it launched the ₹8,500 crore viability gap funding scheme to support coal and lignite gasification projects. Following this, it issued letters of award to companies including Bharat Coal Gasification and Chemicals,

Jindal Steel and Power
, New Era Cleantech Solutions and Greta Energy.
"Not much progress has taken place so far in terms of actual on-ground deployment of the project majorly due to selection for right coal gasification technologies and robust business models around it," the letter said.

The Aayog is of the view that it is essential to match gasification technology design to feedstock properties for stable operations, energy efficiency and economic viability.
Indian coal has high ash content, ranging from 30-45% and a high alumina-silica composition owing to which many global technologies available are unsuitable for gasification of Indian coal without adaptation.
Coal gasification is expected to help India achieve energy security and self-reliance, reducing dependence on imports of natural gas, methanol, ammonium nitrate and other products.
Coal gasification technology enables conversion of coal into synthetic gas, which can be used to produce downstream products such as methanol, ammonium nitrate, synthetic natural gas and fertilizers.

Guntur: Money virtually rained on Guntur Municipal Corporation (GMC) as it successfully completed the long-pending auction of shops in the city's wholesale vegetable market. Held 25 years after the market complex was built, the auction is expected to generate Rs 50 lakh per month from 81 shops — up from the previous rental income of Rs 6.7 lakh. This marks a staggering 550% revenue jump, with annual earnings projected at Rs 6 crore against the earlier Rs 81.58 lakh. The auction process was fraught with political resistance. GMC commissioner Puli Srinivasulu uncovered years of deliberate stalling by traders, resulting in major losses to the exchequer. After tracking multiple court cases over six months, he secured high court clearance to proceed. Local MLA Mohammed Naseer opposed the move, demanding that existing traders be retained with nominal rent hikes and objecting to the proposed SC/ST reservation system. Despite pressure, commissioner Srinivasulu released the auction schedule. With no relief from the CMO, Narayana reviewed the issue with city MLAs, who criticized the commissioner. However, the minister upheld the auction plan, citing court orders. Backed by Union minister Pemmasani Chandrasekhar and mayor Kovelamudi Ravindra, the commissioner conducted the auction from August 18–20. For the first time, SC/ST reservations were implemented —four shops allotted to SCs and two to STs. Following the auction, rumors spread that the market would be relocated to the national highway. Supreme Court NEW DELHI: The Centre did not have to labour to persuade a five-judge bench of the Supreme Court on Thursday to recognise an apparent constitutional fallacy in the two-judge bench's April 8 virtual directive to the President to seek SC's opinion on constitutional validity of a bill reserved for her consideration by a governor. The constitution bench of CJI B R Gavai and Justices Surya Kant, Vikram Nath, P S Narasimha and A S Chandurkar appeared convinced by solicitor general Tushar Mehta's argument that the two-judge bench could not have used SC's Article 142 powers to step into the governor's shoes and grant deemed assent to 10 bills of Tamil Nadu. "These two directions - the President to seek opinion of SC and deemed assent - are fundamentally flawed and unconstitutional," Mehta said. SC fallaciously assumed that the President, the highest constitutional authority of India, lacks ability or wherewithal to ascertain constitutional validity of bills, which have been passed by an assembly but reserved for her consideration by the governor, he argued. Therefore, as a measure of prudence, the President ought to make a reference to this court in exercise of powers under Article 143 of the Constitution (and seek SC's opinion)". Mehta told the bench to take example of a case where the President obtains such opinion from SC on the constitutional validity of a bill and grants assent. With bill thus becoming an Act, as in the case of the Tamil Nadu bills which have been published in the gazette mentioning that SC has granted deemed assent, how would an HC or SC adjudicate its validity given the fact that it has become a law after the SC had already vetted its constitutionally validity? Steering clear of the maze of consequential constitutional complications that would emerge if SC engaged in pre-law stage vetting of validity of bills, the CJI said, "Whether the President would seek advisory opinion of SC under Article 143 is her sole prerogative." Mehta said Article 142 powers, exclusively given to SC to do complete justice by acting within the constitutional and statutory parameters, cannot be used to assume the role of another coordinate constitutional authority like governor. He said the Constitution wherever needed has provided the 'deemed' provision, and hence, it prohibits SC from reading in 'deemed assent' provision into the Constitution using the powers it enjoys under Article 142. On the President's last question - whether states could invoke Article 32 right to directly move SC seeking a mandamus to governor, Mehta said any federal dispute involving Centre and state(s); or state(s) and state(s), must be resolved politically or in the alternative, a suit under Article 131 can be filed in SC. However, he said he would take instructions from the President, whether she would still press for an opinion from SC on this issue and inform the bench on Tuesday.
