The service will allow recipients not only to receive verified challan notices but also to instantly check their status and make online payments.
According to officials today, the department has launched a statewide campaign to clear pending challans for 2024-25. However, more than one-third of these challans cannot be delivered, as vehicle registration details either lack mobile numbers or contain incorrect ones.
To avoid heavy penalties, the department has advised vehicle owners to regularly check their challan status on the official portal parivahan.gov.in and make timely payments.
Through the verified WhatsApp chatbot, the department can send up to 36 lakh e-challan notices. The service, which is government-approved and blue-tick verified, will remain active for three financial years starting from 2022–23.
For 2024–25 alone, over 14 lakh notices will be issued, most of them targeting owners who provided wrong or no mobile numbers during registration. Such owners may face strict action under the Motor Vehicles Act, in addition to legal proceedings.
In 2024–25, the state issued a total of 2,701,786 e-challans worth 1,411.2 crore.
Transport Commissioner Brajesh Narayan Singh said, 'Currently, we are sending notices for pending challans of 2024–25. Later, a similar process will be initiated for the years 2022 and 2023 as well.'

Mumbai-Goa Highway To Shut For Heavy Vehicles During Ganesh Festival Rush
Additional bans will apply on August 31 and September 2 (8 am to 11 pm) to facilitate immersion of Ganesh idols and return journeys of devotees. Heavy vehicles will be prohibited from plying on the Mumbai-Goa National Highway in run up and during the most days of the 10-day Ganesh festival beginning on August 27 for convenience of motorists, said a senior Maharashtra government official on Wednesday. The nearly 500-km-long NH-66, which passes through the coastal Konkan region, sees a heavy rush of Lord Ganesh devotees during and immediately after the festival. Joint secretary in the transport department Rajendra Holkar informed that vehicles weighing 16 tonnes or more will be banned from plying on the busy highway during the Ganesh festival in the interest of public convenience. In an official statement, Holkar stated that the ban, which will not apply to vehicles carrying essential commodities, has been imposed under provisions of Section 155 of the Motor Vehicles Act, 1988. The restriction will apply to trucks, multi-axle vehicles, trailers, lorries and other heavy vehicles from midnight of August 23 to 11 pm on August 28. Further curbs will be enforced on August 31 and September 2 from 8 am to 11 pm to facilitate the immersion of Ganesh idols of five and seven days, Gauri Ganpati idols, and the return journeys of devotees, said the statement. For the immersion of 11-day idols on Anant Chaturdashi, the ban will be in place from 8 am on September 6 until 8 pm on September 7. According to Holkar, during the intervening periods heavy vehicles will be permitted to ply on the highway. These include from 11 pm of August 28 to 8 am of August 31, from 11 pm of August 31 to 8 am of September 2, and from 11 pm of September 2 to 8 am of September 6. Normal traffic movement for all vehicles will resume after 8 pm on September 7. Holkar clarified restrictions will not apply to vehicles transporting import-export goods between Jawaharlal Nehru Port Authority (JNPA) in Navi Mumbai and Jaigad Port (Ratnagiri district) or those carrying essential commodities such as milk, petrol, diesel, LPG cylinders, medicines, liquid medical oxygen, food grains, vegetables and perishable items. Vehicles engaged in road widening and repair works on the highway will also be exempted, he stated. The bureaucrat maintained transport authorities and highway police will issue entry passes for vehicles engaged in exempted services. Considering the flow of devotees to Konkan during the festival, police commissioner of Navi Mumbai and district superintendents of police in the coastal region have been empowered to relax the curbs on heavy vehicles as per the prevailing situation, said the statement. Separate traffic arrangements will be made to ensure uninterrupted movement of cargo from JNPA and Jaigad Port, Holkar added. Transport dept to send e-challan notices via WhatsApp chatbot
1 2 Lucknow: It's time to check your mobile phone for any e-challan notices that you may have received from the state transport department's WhatsApp Chatbot service (8005441222), and pay the amount. The transport department has taken up a massive exercise to realise challans pending for 2024-25. As there are over one-third of total pending challans where the mobile numbers are either wrong or missing in registration details of the vehicles, the department has advised owners to check the status of challans against their vehicles on the portal themselves and make payment to avoid stricter punishment. "Currently, we are sending notices for challans pending for 2024-25. Later, we will start a similar exercise for 2022 and 2023," transport commissioner Brajesh Narain Singh said. A total of 36 lakh e-challan notices may be sent by the department directly to vehicle owners' mobile numbers through its WhatsApp chatbot service, which is a blue tick verified service and approved by the central govt, for three financial years starting 2022-23. Over 14 lakh notices will be sent for 2024-25 alone. The biggest defaulters are those who have not provided mobile numbers in vehicle registration details or have given wrong numbers. While notices may not be sent to them as of now, they may face severe punishment under the MV Act, besides legal action. According to transport department, during 2024–25, a total of 2,701,786 e-challans were issued in the state, amounting to Rs 1,411.2 crore. Of these, 22,11,244 challans remain unpaid, which is 81.8% of the total, with outstanding dues of Rs 790.45 crore (56%). Pending challans have been categorised into three categories: multi-offender vehicles, two-wheelers, and four-wheelers. Another category is of around one-third of vehicles that have wrong or no mobile numbers in registration details. Four-wheelers are the biggest defaulters, comprising over 53.9% of the total unpaid challans amounting to around Rs 552.66 crore. The average is Rs 4,641 per challan. Two-wheelers are the second biggest defaulters. There are 2,79,296 multi-offender vehicles with 8,71,353 pending challans (39.4%) amounting to Rs 338.76 crore. Similarly, 2,21,538 mobile numbers are linked to more than one challan, covering 10,66,151 challans (48.2%) and dues of Rs 432.94 crore. At least 8,06,970 pending challans (36.5%) with Rs 270.6 crore in dues lack valid contact numbers. Within these, 'NULL' entries account for 384,301 challans, worth Rs 128.25 crore, and numbers with fewer than 10 digits account for 4,21,029 challans worth Rs 141.9 crore. It is for the first time that any govt department is sending e-challan notices through WhatsApp Chatbot service, which also ensures cyber security. The department is also sensitising people on facts like notices will come only from one number 8005441222 with a blue tick and that payments will be accepted only through official govt portal ( No payment should be made via QR codes, UPI, or bank accounts.
