After census gazette, Shivraj says Centre may consider ST status for Nonias

On Monday, after the government notified conducting the next Census in 2027, which will include caste enumeration, statements from political parties of all ideological and spatial hues indicated that the exercise and its findings would lead to intense political contestation.
In Patna, the capital of poll-bound Bihar, Union Minister Shivraj Singh Chouhan participated in the centenary celebrations of martyr Buddhu Nonia, which the state Bharatiya Janata Party (BJP)'s top leadership and a large number of followers and members of the Extremely Backward Class (EBC) Nonia community attended.
Chouhan, according to a Press Information Bureau (PIB) press release, said the event coincided with Union Minister Amit Shah announcing the dates for the caste-based census. He said the government at the Centre would, once the Census data is published, consider the Nonia community's demand for Scheduled Tribe (ST) status if it bears out that 95 per cent of the community is extremely poor.
The Nonia community is present in Bihar and Uttar Pradesh and, according to Bihar's caste survey of 2022, comprises 1.9 per cent of the state's population. Alluding to the BJP's EBC outreach ahead of the Assembly polls in Bihar, Chouhan said the Nonia samaj must also support those who have taken up its cause.
Earlier in the day, 16 years after the last Census in 2011, the government issued a gazette notification for conducting India's 16th Census, which will include caste enumeration, in 2027. The Census will be carried out with a reference date of 1 October 2026 in snow-bound areas like Ladakh, and 1 March 2027 in the rest of the country, the notification said.
The exercise is estimated to cost the government over Rs 13,000 crore and will be conducted by nearly 3.4 million enumerators and supervisors and 130,000 Census functionaries armed with digital devices. Union Home Minister Amit Shah reviewed preparations for the Census with Union Home Secretary Govind Mohan, Registrar General and Census Commissioner of India Mritunjay Kumar Narayan, and other senior officials in New Delhi on Sunday.
This is the 16th Census since the exercise began and the eighth after Independence, a government statement said. According to Article 246 of the Constitution, the Census is a subject listed at 69 in the Union List in the Seventh Schedule. In the upcoming Census, caste enumeration will also be done — the first such exercise since Independence.
The training process for enumerators is likely to start in October 2025. Citizens will answer around three dozen questions ranging from whether they use a telephone or internet connection; to their vehicles, the cereals they consume, source of water, house type, and whether the head of the household is a woman, SC or ST.
Terming the notification on the 16th Census a 'damp squib', Congress general secretary in-charge communications Jairam Ramesh on Monday said it was silent on the inclusion of caste in the exercise and asked whether this was another 'U-turn' by the government. He also suggested that the Centre adopt the Telangana model not just for caste enumeration but also for releasing detailed data on socio-economic parameters, caste-wise.
Later in the day, Ramesh said that if one looks at history, it would be very uncomfortable for the Sangh Parivar, including the BJP, which withdrew support to the V P Singh government on the Mandal Commission issue in 1990 and started the 'Kamandal agitation'.
Addressing a press conference in the national capital, Union Minister Bhupender Yadav accused the Mamata Banerjee-led West Bengal government of indulging in 'politics of appeasement' by issuing a fresh list of OBC communities that included a large number of Muslim castes. He criticised the Congress for always betraying the OBCs, pointing to the Karnataka government's decision to junk an earlier caste count and go for a fresh enumeration.
On the Congress urging the Centre to adopt the 'Telangana model' for caste enumeration and socio-economic data collection during the nationwide Census, Bhupender Yadav asked why the Congress did not follow the same model in Karnataka. Congress' inner contradictions had been exposed, he said, adding that the party had no real commitment to social justice and merely resorted to such political gimmicks for electoral purposes.
In West Bengal, Chief Minister Mamata Banerjee asserted in the state Assembly that her government was working to safeguard the interests of SCs, STs, backward castes and Muslims, in line with Supreme Court and High Court directives on social welfare.
Karnataka Chief Minister Siddaramaiah on Monday clarified that his government's upcoming socio-educational and caste survey is fundamentally different from the Centre's caste Census. 'The Centre is only doing a caste Census, while we are undertaking a comprehensive socio-educational and caste survey. The distinction is important,' he said.
In Lucknow, Samajwadi Party President Akhilesh Yadav on Monday referred to the doubts over the state government's figure of the number of people killed during the stampede at the Mahakumbh earlier this year. 'Those who can lie about such holy work can lie about any statistics. So, we have to be careful about the voters' list. The Census is also going to happen soon. All of us have to be careful about that. We do not know what figures the government will give, because nobody trusts the statistics of the BJP,' Akhilesh Yadav said.

Adopt Telangana model of caste census, Congress tells Centre

Urging the Centre to follow the Telangana model of caste enumeration and accusing it of delaying the exercise, the Congress on Tuesday (June 17, 2025) said the government's latest announcement was aimed at 'grabbing headlines, buying time and managing the narrative'. On Monday (June 16, 2025), the Union Ministry of Home Affairs said the next Census will be conducted in 2027. It also reiterated that caste census will be part of the exercise. Addressing a press conference here, Congress general secretary Sachin Pilot asked the government to be transparent about the caste census. He said the objective cannot just be to collect data on an individual's caste but to understand the socio-economic conditions of families, and create policies to substantially improve their livelihoods. 'Without tangible data on caste, no State or Central government can implement targeted interventions, which is what we [the Congress] aimed to achieve. I would urge the Modi government to follow the Telangana model and have a more consultative process,' Mr. Pilot said. 'Funds inadequate' He said there are doubts about the government's intentions with regard to the caste census as the funds allocated for it was only ₹574 crore while almost ₹10,000 crore would be required for the exercise. When the Congress raised the demand for caste census, Prime Minister Narendra Modi had said people who made such demands were 'urban naxals', he said. 'The demand for a caste census was led by the Congress, particularly by the Leader of Opposition in the Lok Sabha, Rahul Gandhi, who has been raising this issue for several years. Due to the party's continuous and forceful demand, the Modi government has yielded and announced a caste census. However, the facts and figures tell a different story,' he said at the party's Indira Bhavan headquarters. To underscore the point of Mr. Gandhi's 'relentless campaign' for caste census, Indian Youth Congress chief Uday Bhanu Chhib said the party will organise seminars on caste census across the country on June 19 to mark Mr. Gandhi's birthday.

Left parties take out rally condemning Israel's attacks on Palestine and Iran

A rally was taken out by the Left parties, to condemn the attacks on Palestine and Iran by Israel, from the RTC Complex to the Gandhi statue. The participants raised slogans calling upon the general public to oppose the attacks by Israel and express solidarity with the people of Palestine. CPI State assistant secretary J.V. Satyanarayana Murthy, CPI(M) district secretariat member B. Ganga Rao called upon the public to oppose the capitalistic and tyrannical attitude of America. They said that the rally was organised in response to the call given by the Left parties to hold rallies across the nation to oppose the 'genocide' by Israel. They said that the war during the last 20 months had taken the lives of over 55,000 Palestinians. A majority of them were women and children. They alleged that Israel had deliberately destroyed hospitals, refugee camps and vital installations. It had also attacked a vessel in the international waters. The leaders of the Left parties demanded immediate release of the international volunteers, who were taken captive by Israel. They condemned the USA for trying to fan wars among nations to further its own interests. They said that the Union government should express its solidarity with Palestine. HRF leader V.S. Krishna, CPI(M) leaders P. Mani, Botta Eswaramma, V. Narendra Kumar and CPI district secretary Sk Rahaman were among those who participated.

Maha: Sudhakar Badgujar, who faced charges of 'links' with underworld, joins BJP

Mumbai: Nashik-based politician Sudhakar Badgujar, who was recently sacked by the Uddhav Thackeray-led Shiv Sena for anti-party activities, on Tuesday joined the BJP in the presence of state party chief and Revenue Minister Chandrashekhar Bawankule, Disaster Management Minister Girish Mahajan and state unit working president Ravindra Chavan. The state Minister of Ports and Shipping, Nitesh Rane (BJP), had recently accused Badgujar of having links with Salim Kutta, an associate of underworld don Dawood Ibrahim. Besides, the local legislator Seema Hire had also appealed to the party leadership not to induct Badgujar into the party fold. More importantly, Bawankule had expressed serious reservations over accommodating Badgujar in the party. At the time of Badgujar's official entry today, Bawankule admitted there is discord but not differences of opinion (Manbhed aahet Manbhed nahit). Some BJP leaders claim that the BJP will benefit in the local and civic body elections following Badgujar's entry. Dramatic events were witnessed during Badgujar's entry into the BJP. He was to join at 2 pm when Minister Girish Mahajan had reached the party office in South Mumbai. But state president Chandrashekhar Bawankule and executive state president Ravindra Chavan had not reached the office. Finally, after many phone calls, Bawankule reached the party office. 'I had no idea about Badgujar's entry today. I thought the party entry was tomorrow,' said Bawankule, who reached the party office after attending the weekly cabinet meeting. Party insiders said that Bawankule was not eager for Badgujar's entry as the latter had made some exposés about his foreign visit. Further, a section of the party leaders from Nashik and also at the state level objected to Badgujar's entry as they cited the allegations made by Minister of Ports and Shipping Nitesh Rane for his links to underworld don Salim Kutta. This had created a ruckus in the state assembly. Thereafter, the then-Home Minister Devendra Fadnavis had ordered an investigation through an SIT in this case. However, Nitesh Rane, who had earlier lashed out at Badgujar, today welcomed Badgujar's entry into the party. 'If anyone comes with us with the thread of Hindutva, we will welcome him. Badgujar has now become 100 per cent saffron. Badgujar's journey towards Hindutva has begun in earnest. His son was at the forefront of the Sakal Hindutva Morcha that we organised a few days ago,' he said. After his official entry, Badgujar said, 'Today I joined the BJP. I thank the BJP and Devendra Fadnavis. Girish Mahajan is a problem solver. When a disaster strikes, he makes a way, and he made my way. I am innocent.' He further assured that he will work with full loyalty to the party and work hard for its consolidation ahead of the upcoming local and civic body elections.
