Adopt Telangana model of caste census, Congress tells Centre

Urging the Centre to follow the Telangana model of caste enumeration and accusing it of delaying the exercise, the Congress on Tuesday (June 17, 2025) said the government's latest announcement was aimed at 'grabbing headlines, buying time and managing the narrative'.
On Monday (June 16, 2025), the Union Ministry of Home Affairs said the next Census will be conducted in 2027. It also reiterated that caste census will be part of the exercise.
Addressing a press conference here, Congress general secretary Sachin Pilot asked the government to be transparent about the caste census. He said the objective cannot just be to collect data on an individual's caste but to understand the socio-economic conditions of families, and create policies to substantially improve their livelihoods. 'Without tangible data on caste, no State or Central government can implement targeted interventions, which is what we [the Congress] aimed to achieve. I would urge the Modi government to follow the Telangana model and have a more consultative process,' Mr. Pilot said.
'Funds inadequate'
He said there are doubts about the government's intentions with regard to the caste census as the funds allocated for it was only ₹574 crore while almost ₹10,000 crore would be required for the exercise. When the Congress raised the demand for caste census, Prime Minister Narendra Modi had said people who made such demands were 'urban naxals', he said.
'The demand for a caste census was led by the Congress, particularly by the Leader of Opposition in the Lok Sabha, Rahul Gandhi, who has been raising this issue for several years. Due to the party's continuous and forceful demand, the Modi government has yielded and announced a caste census. However, the facts and figures tell a different story,' he said at the party's Indira Bhavan headquarters.
To underscore the point of Mr. Gandhi's 'relentless campaign' for caste census, Indian Youth Congress chief Uday Bhanu Chhib said the party will organise seminars on caste census across the country on June 19 to mark Mr. Gandhi's birthday.

Bhopal: The state cabinet, headed by chief minister Mohan Yadav, on Tuesday approved the Madhya Pradesh Public Service Promotion Rules, 2025, ensuring the representation and protection of interests of the reserved categories. After nine years, the state govt on Tuesday opened the doors for the promotion of govt employees. Briefing the media after the cabinet meeting, the minister for urban administration, Kailash Vijayvargiya, said, "In the last nine years, there were many hindrances in the way of promotion of state govt employees. This time, we found a way for giving promotions." He further stated, "With promotions, the lower rank posts will get vacant, making way for fresh recruitments." He mentioned that the govt has taken all precautions to maintain and respect the high court and other court orders, so that there are no legal complications with the promotions. Provisions have been made to include 20% reservation for scheduled tribes (ST) and 16% for scheduled castes (SC). SC and ST public servants will also have the opportunity for promotion based on merit, the minister said. A state govt release explained, "Departmental Promotion Committees may meet in the current year to prepare selection lists for the next year's vacancies. Due weightage will be given to seniority, and among senior officials, those obtaining the minimum qualifying marks will be eligible for promotion. For Class I officers, a merit-cum-seniority principle will apply." For Class IV employees, there will be no marks system; they will be promoted solely based on suitability. Even partial service in a year will be considered as full qualifying service. Provisions have also been made to allow promotion against posts vacated by officers on deputation who will not be available in the promotion year. The rules ensure that posts available on a particular day are filled, based on merit and representation of reserved categories. Approximately 2 lakh new posts will be created with the promotions, leading to enhanced administrative efficiency and effectiveness. In another decision, the cabinet approved the establishment, operation, and construction of 459 new anganwadi centres in special tribal areas under the PM-JANMAN (Pradhan Mantri Janjatiya Nagarik Mahaabhiyan) scheme. Approval was also given to create 459 honorary posts for anganwadi workers, another 459 posts for anganwadi helpers, and 26 regular supervisory posts. E xpenditure on the scheme from fiscal year 2025–26 to 2030–31 will be made as per the approval received by the Centre. The total estimated cost of implementation is Rs 143.46 crore, of which the Central share will be Rs 72.78 crore and the state's share Rs 70.68 crore. The cabinet also approved a total estimated expenditure of Rs 5,163 crores for ongoing and upcoming capital projects of Madhya Pradesh Power Transmission Company Limited (MPPTCL) for the period 2025–26 to 2029–30. The funding will comprise 20% equity from the state govt and 80% as loans from financial institutions and banks. Key allocations include Rs 1,154 crores for construction and upgradation of transmission systems approved by the central transmission unit, Rs 185 crores for power infrastructure for Simhastha–2028, Rs 1,015 crores for construction of new extra-high-voltage substations, Rs 54 crores for new EHV (Extra High Voltage) lines for uninterrupted power to Morena Division HQ and northern Gwalior, and Rs 1,280 crores for capacity enhancement of existing EHV transformers. In yet another decision, the cabinet approved the establishment of district treasuries in the newly formed districts of Pandhurna, Maihar, and Mauganj.

The Centre Tuesday sought to secure the supply chain for rare-earth materials, used in the manufacturing of electronics and electric cars, holding meetings among various connected ministries and reviewing their local availability. "This inter-ministerial effort will pave the way for India's self-reliance in strategic materials crucial for electric vehicles (EVs), electronics, defence and other sectors," steel and heavy industries minister HD Kumaraswamy said in a statement. The deliberations are part of efforts to mitigate the impact of China curtailing permanent magnet supplies, threatening to stall the production of electric vehicles (EV) in India. These permanent magnets are derived out of rare earth elements (REEs), vital for power windows, speakers, propulsion systems in electric vehicles, and generators in renewable energy infrastructure, among others. Live Events Coal and mines minister G Kishan Reddy and Kumaraswamy jointly chaired these meetings that also drew participation of officials linked to Atomic Energy and commerce ministries. In a post on X, Reddy said discussions focused on strengthening the value chain, from mining to refining and then to end-use. To speed up domestic production, the government is planning amendments to the Mines and Minerals (Development and Regulation) Act for supporting the critical mineral mission. Besides regulatory tweaks, the centre is also expecting commercially viable domestic production of rare earth permanent magnets in small quantities later this year.

He was referring to the Keeladi report submitted by archaeologist Amarnath Ramakrishna, which was yet to be published by the Union govt. "Despite hurdles faced by the Tamil community for several thousands of years, we have progressed to prove its ancientness through scientific evidence. What needs to change is not the reports but the mindset of people who are not ready to accept them," he said in a social media post. DMK student wing secretary R Rajiv Gandhi told reporters in Madurai that the Union govt was deliberately delaying the publication of the Keeladi report. "The findings from Keeladi prove the existence of a literate, urban Tamil civilization over 2,500 years ago. But the Centre is afraid it will undermine their Indus-Saraswati narrative," he said asking the public to support DMK's protest. Meanwhile, Madurai MP Su Venkatesan accused the Union govt of targeting Amarnath, who led the early phases of the Keeladi excavations, for bringing out unknown facts about rich Tamil heritage. Venkatesan told reporters in Madurai that the transfer of Amarnath to the documentation wing in Noida was the latest in a series of actions aimed at suppressing the significance of Keeladi's findings. "In 2017, he was removed from excavation work and denied permission to write the report. Only after a legal battle was he allowed to submit his report. Two years after submission, the ASI has not released the report yet," he said. Venkatesan said the Centre is sending a message that any official who reveals 'uncomfortable' historical truths would be sidelined. "This is not just an administrative transfer. It is part of a pattern of intimidation," he said.
