Palghar: The Palghar police have appealed to citizens to show restraint and not believe in rumours after a message claiming that some people had tried to kidnap children went viral on social media.
Superintendent of police Yatish Deshmukh said on Tuesday that the message is about masked people in a black Scorpio in the jurisdiction of Kasa police station on July 14. One of the masked persons tried to speak to a few schoolchildren, the message claimed. Underscoring the need to verify information, the district top cop said, "Do not believe rumours... Please have faith in the police..." PTI

Agency: New Delhi, Jul 21 (PTI) The Supreme Court on Monday used 'shame" and 'unfortunate" to describe the attack on a 15-year-old girl in Odisha, underscoring the need to empower and provide a safe haven for women especially in rural areas. A bench of Justices Surya Kant and Joymalya Bagchi said, 'We need suggestions from everyone on what concrete steps can be taken to empower the school girls, home makers, children in rural areas, who are the most vulnerable and the voiceless people. Our directions should have some impact and visible imprint." Some short-term and long-term directions need to be issued for immediate and for future and so that women living in taluka level could be made aware and empowered, it added. The bench said para legal volunteers, particularly women could be trained and appointed at the taluka level and even help of Anganwadi workers could be taken to make the women aware of their rights. Senior advocate Mahalakshmi Pavani, appearing for the petitioner Supreme Court Women Lawyers Association, said a couple of days ago, the minor was burnt and similar incidents took place in Maharashtra and Tamil Nadu. 'How long will this go on? This court needs to pass some directions for the safety of women," Pawani said. The bench said, 'We are in shame and it is unfortunate that these incidents are still taking place. This is not adversarial litigation. We need suggestions from the centre and all the parties." Justice Kant said the registry has not put the affidavit of the Centre on record and posted the matter next week. She said one-stop centres were now functioning in every district which would be helpful for the women in distress. The bench, however, said while one-stop centre was good, it needed to go to the taluka level. On December 16, last year, the top court agreed to examine a plea seeking directions to frame pan-India guidelines for a safe environment for women, children and transpersons. The PIL said sexual crimes against women, girls and infants, reported across the country continued in different states. 'The recent Kolkata gangrape of young lady trainee doctor is only one amongst the many which has highlighted the deep-rooted ineptness, red-tapism, bureaucratic cowardice by the law enforcement agencies, political hooliganism, and the brutal, nefarious and grisly state of affairs concerning the safety of women in India," it said. The petitioner sought the court to invoke the doctrine of parens patriae to safeguard the fundamental rights of women, children and the third gender encompassing their right to safety, a secured workplace, adequate sanitation, personal dignity, bodily integrity, and safe environment. Agency: PTI Last Updated: Lucknow, Jul 21 (PTI) Three men were arrested in Uttar Pradesh's Muzaffarnagar district on Monday in connection with an alleged conspiracy to spread communal tensions and perpetrate a terror attack, police said in a statement. Since Muzaffarnagar is a 'sensitive district" and the Kanwar Yatra is going on, a close watch is being kept on the social media and information is being collected from a security point of view, police added. 'In this regard, Kakrauli police station (in Muzaffarnagar) got information that some people in Kakrauli village are making a horrific, dangerous and sensational video and audio viral on the Kakrauli Yuva Ekta WhatsApp group, in which bodies of women and small children are shown lying soaked in blood in a house," the statement said. 'In the audio clip, it is being said that the video is from near Mansoorpur Tharak Nagla in Moradabad district, where some people of Bajrang Dal are entering Muslim houses, killing people and not sparing anyone, be it young or old, women or children," it added. It was also being said in the audio that Muslims are being killed in this way in many villages and an appeal was made to make the video viral by sharing it as much as possible, the statement said. A team from the Kakrauli police station arrested the three men for allegedly sharing the misleading audio and video on social media and a case was registered against them under various sections of the Bharatiya Nyaya Sanhita (BNS), Unlawful Activities (Prevention) Act and Information Technology Act. Station Officer (SO), Kakrauli police station, Joginder Singh told PTI that Nadeem (25), Rahees (35) and Mansher (45) had shared the said video and audio clips in different WhatsApp groups. Nadeem is a vegetable vendor and labourer and Rahees sells clothes and utensils. Both of them had studied up to Class 5, while Mansher, a junk dealer, had studied up to Class 6. 'Following detailed interrogation of Nadeem, Rahees and Mansher, and an analysis of the evidence, it came to light that prima facie, this viral video is of an incident from April 2024, which had taken place in Muzaffargarh district of Pakistan, where a man killed his wife and seven children by chopping them with an axe," the statement said. It added that the video was circulated as part of a 'well-planned" conspiracy to incite the members of a particular community in Moradabad district to carry out terror incidents in western Uttar Pradesh. 'Their intention was to spread communal hatred among people, so that people get attracted towards the ideology of extremism and terrorism, and by inciting innocent people, social harmony can be spoiled, dissatisfaction towards the nation can be created and a major terrorist incident can be carried out," the statement said. Their intention was also to incite people and carry out a 'lone wolf" terror attack, it added. As part of the conspiracy, this video and audio clips were made viral in many WhatsApp groups that have members from a particular community in several districts of western Uttar Pradesh. A detailed technical forensic evaluation of the mobile phones seized from the arrested accused will be done and on the basis of the evidence, all the people involved in the 'forward" and 'backward linkages" in the conspiracy will be identified and strict legal action taken against them, the statement said. 'On the basis of the evidence available till now, this was a very big criminal conspiracy, in which the involvement of some anti-social elements, anti-national organisations, terrorist organisations and Pakistani agencies cannot be ruled out," it said, adding that due to the prompt police action, a 'very big anti-national conspiracy has failed". Three mobile phones have been seized from the possession of the arrested men. According to police, the WhatsApp groups in which the clips were reportedly shared by the arrested accused are — Khidmat Abbasi Group (of Meerut, with around 450 members), Proud Indian Muslims (of Moradabad, with around 450 members), Muslim Samaj Zindabad (of Muzaffarnagar, with around 150 members), All India Employed Group (around 850 members) and Kakrauli Yuva Ekta (of Muzaffarnagar, with around 150 members). Delhi court convicts man in attempt to commit culpable homicide case

New Delhi, Jul 21 (PTI) A Delhi court has convicted a man in an attempt to commit culpable homicide case, after it proved that he tried to strangulate his wife with her scarf. Additional sessions judge Hem Raj convicted Bijender Singh under Section 308 (attempt to commit culpable homicide) of IPC. The police had booked him under Section 307 (attempt to murder) of IPC. His wife Sangeeta alleged that he tried to strangulate her in an inebriated state using her chunni or scarf on September 22, 2021. On July 16, the court said Sangeeta specifically deposed that she felt severe pain in her neck due to strangulation. 'It is not the prosecution's case that any vital internal part of the body of the injured sustained any injury which may result in her death. Even the doctor who examined the injured in the present case specifically deposed that the patient was hemodynamically normal," the court said. When a patient was hemodynamically stable, the court said, it meant their blood pressure and heart rate were stable, indicating good blood circulation. Noting the evidence before it, the court said though it was proved that Singh tried to strangulate his wife, his act was not under the ambit of IPC Section 307. 'When a person is charged with an offence consisting of several particulars and a combination of only some of the particulars constituting a minor offence is proved, then he can be convicted of the minor offence with which he may not have been charged," the order said.
