Tech could help process Census data within 9 months; mobile apps to be used for count

NEW DELHI: Final population data from Census 2027 may be available as early as the end of 2027, thanks to the 'digital' mode being introduced for capturing and processing datasets in the upcoming exercise.

Sources in the govt indicated that unlike Census 2011 when it took almost a couple of years for the final population data to be published at the national, state, district and taluk levels, complete with the gender-wise break-up, govt estimates that the time lag between completion of Census in early March 2027 and release of final population data could be as little as nine months.
Govt had recently announced March 1, 2027, as the new reference date for the upcoming Census.
Though due to start in 2020, the Covid pandemic forced the govt to put the decadal exercise on hold.

Census 2027 will be held in two phases - the house-listing phase in 2026, followed by population enumeration phase in Feb 2027.
For the first time, Census data will be collected digitally, using mobile phone apps in 16 languages (Hindi, English and 14 regional languages). These apps are designed to be simple and user-friendly for both the enumerators and citizens, since the latter will also have the option to self-enumerate, the sources said.
Enumerators will no longer have to carry bulky paper schedules to the field.
With tech use, data to be ready instantly
The Census schedules will contain mostly pre-coded responses. On the mobile apps, various options would be available from the dropdown menu. The apps provide a fetching facility to go to a pre-filled Census house record and permit editing the same. The applications will reduce the burden of preparing abstracts, summaries and duplication of other associated work.

With the help of mobile apps and intelligent character recognition (ICR) data processing mostly used to organise unstructured data, the entire data will be instantly ready for processing without extra logistics of schedules.
For the first time, a separate code directory will be provided for enabling easy data collection in respect of several questions asked in the second phase of Census (population enumeration). For questions involving descriptive/non-numeric entries, a separate code directory containing possible responses and codes for each possible answer has been prepared.
In tune with digital census, a census management and monitoring system (CMMS) portal has been developed by the Office of RGI for smooth conduct, management and monitoring of the exercise.

The detailed instructions came in the wake of an earlier govt order issued on June 10, which laid the foundation for the electoral ward formation process. The latest directive made it unequivocally clear that no delays, extensions, or exceptions would be permitted under any circumstances — including public holidays or administrative constraints. A videoconference was held on Thursday by the UDD in which local administration was issued directives to follow. The civic body was instructed to ensure geographical continuity while demarcating wards. Boundaries need to be drawn with consideration to natural and physical landmarks such as major roads, lanes, rivers, streams, mountains, railway tracks, and flyovers. Importantly, no building, chawl, or house is to be split between two wards. Open spaces, primary schools, and playgrounds need to be completely incorporated into one ward to avoid any ambiguity or administrative conflict during the election process. Officials were directed to base ward formation on the 2011 Census, using both physical inspections and digital mapping tools such as Google Maps. Local officers are expected to complete ground-level verifications, publicise the draft wards, accept and address objections from citizens, and submit finalised ward plans to the State Election Commission (SEC) within a rigid time frame, the order stated. The municipal commissioner would oversee execution at the city level, and the state warned of accountability measures if deadlines missed. With this schedule in place, Nagpur is on track to elect a new civic body later this year. The redrawing of ward boundaries was anticipated to significantly influence electoral dynamics, especially in key areas where political margins were historically narrow. This marked a pivotal moment for Nagpur's urban governance, with upcoming elections likely to spark renewed public interest and political mobilisation across party lines. (Bloomberg) -- Bankrupt auto-parts supplier Marelli Holdings Co. won court approval to borrow $518.9 million to help fund its reorganization after delaying a request for some parts of a financing package questioned by a federal bankruptcy watchdog. The loan, which is being provided by Deutsche Bank and other senior Marelli lenders, will need to be approved in two stages, which is typical in large corporate bankruptcy cases. The company will return to court in the coming weeks to seek final approval from US Bankruptcy Judge Craig Goldblatt for the full, $1.1 billion financing package. Marelli delayed seeking approval of some aspects of the financing package in order to resolve concerns from the US Trustee, which oversees bankruptcy cases on behalf of the US Justice Department. When the company returns to court, it will renew its request to refinance some of its older debt. The financing package is 'complex,' company lawyer Spencer A. Winters told Goldblatt during a court hearing in Wilmington, Delaware. The proposal for it includes two loan tranches and four different payback priorities, he said. The company filed bankruptcy Wednesday after being caught up in industry upheaval as electrification and automation forced global carmakers to shift their strategy to cope with declining sales in key markets. Amir-ud-Daula Library to house museum on Munshi Naval Kishore

Lucknow: The historic Amir-ud-Daula Library in Kaiserbagh will soon house a museum dedicated to Munshi Naval Kishore-- one of India's most iconic publishers. The project, estimated to cost around Rs 2 crore, was presented to Lucknow Development Authority (LDA) chairperson and divisional commissioner Roshan Jacob on Thursday. The museum will showcase vintage items, including rare printing machines, original records, period garments and sculptures. It will also feature interactive display units and soundscaping for an immersive visitor experience. A section of the library will be transformed to house the museum, honouring Naval Kishore, who established a printing press in 1858 and published over 5,000 titles across multiple languages, including Hindi, Urdu, Arabic, Bengali, Sanskrit and English. Jacob directed officials to give the museum a heritage look. "It should reflect the city's rich legacy and connect people emotionally with its cultural and literary history," she said. LDA vice chairman Prathamesh Kumar said: "This initiative will not only preserve the literary and printing heritage of Naval Kishore but also give Lucknow a new cultural landmark. It will inspire generations about the power of the written word and India's publishing history." As part of the project, the library will also be upgraded to international standards. Enhancements at the entry point and installation of sculptures will be undertaken to boost public engagement and footfall.
