PPD outlines crackdown on illegal car meetups, ATVs as weather warms in Philadelphia

As the weather warms and summer nears, police leaders claim they're prepared to tackle one of Philadelphia's long-standing quality of life problems: illegal car meetups and ATVs on city streets.
The informal gatherings are often promoted on social media and have been a nuisance in the city, but the Philadelphia Police Department believes they're making strides in both areas.
Top department officials gathered at police headquarters on Broad Street to highlight what they see as progress in this fight.
"We were just in containment mode. It was 'contain, contain,'" Police Commissioner Kevin Bethel said. "Now, we're very much in a proactive space, being very engaged."
Along with violent crime, Bethel said it has been one of his top priorities to pin down these quality-of-life issues that have long plagued Philadelphia residents. He said a turning point was what police have dubbed the "Project X" meetup, where cars and people effectively shut down the intersection of Spring Garden Street and Delaware Avenue.
Since then, department leaders say they've formed a car meetup investigative group and changed tactics. Now, they look at these meetups as not simply one-off events but as organizations with promoters.
Investigators said that a key tool has been increased efforts on social media. It's how police said these meetups get started and spread to others, and one they can use to get ahead of the events.
"Social media is the platforms they use. And one quote I got from a social media investigator is, 'There's no way to hide from technology.'" Inspector Ray Evers said. "There is no way. And every time they go to different platforms, we will follow them."
Police leaders also highlighted investments in better technology. Bethel said all department vehicles will be equipped with license plate reading technology. Bethel added that while the meetups can come together quickly, and people flee as police arrive, the technology will be able to help officers track down those involved.
"So you may get me in the moment, you saw how quickly they come together," Bethel said. "But when my men and women are on station, we'll be able to capture every car."
Authorities said since the "Project X" meetup last September, they have seized more than 50 vehicles and made 27 arrests.
Police officials also say they have been ramping up enforcement of illegal off-road vehicles on the street, like ATVs and some dirt bikes.
According to Deputy Commissioner Michael Cram, the department took 1,255 off-road vehicles off the street in 2024. Police data shows that through May 14, 2025, they've removed another 617.
Bethel admitted that while they're seeing progress, there is still work to be done, and shutting down all car meetups is a tall task. But he issued a warning as the city enters warmer months.
"As we continue to advance in our skill set in this space, there's going to be a high degree of certainty that we are going to capture everyone who was there and be able to identify all those vehicles," Bethel said.

The student, 18-year-old Marcelo Gomes, is a junior at Milford High School in Milford, Massachusetts. In her post, Healey says she is "disturbed and outraged" and that she wants answers immediately explaining why the student was taken into immigration enforcement's custody. "I'm demanding that ICE provide immediate information about why he was arrested, where he is and how his due process is being protected," she s. In the post she blames the Trump admin for what she describes as an attempt to create fear. "The Trump Administration continues to create fear in our communities, and it's making us all less safe," her post states. In her statement, Healey claims that the student was detained on Saturday without any warning or subsequent explanation provided to state officials. "Yet again, local officials and law enforcement have been left in the dark with no heads up and no answers to their questions," she said. The community gathered to protest outside of Milford on Sunday. Hundreds demanded Gomes be set free and that ICE stop harassing members of their community. U.S. Rep. Jake Auchincloss, a Democrat who represents Milford in Congress, attended the protest and made note on X that Gomes was "enrolled in honors classes, a coaching assistant for girls volleyball [and] player for boys volleyball, and a member of the school band." "This administration has its public safety priorities backwards. It pardons cop-beaters from Jan. 6 but detains high-school volleyball players. It makes gun-purchaser background checks harder while pushing for tax breaks to buy silencers for pistols. This reckless behavior does not make the residents of Milford safer, and I stand with the community in support of law [and] order," he wrote. Milford School District Superintendent Kevin McIntyre says that Gomes' detention is one of many apprehensions to take place in the southern Massachusetts community. McIntyre says the district cannot take any role in immigration enforcement, but they will "support all of our students and families, including those who are immigrants to the United States." "They are members of the community, students in our classrooms, athletes that compete representing Milford, musicians, artists, friends, and neighbors. We will do everything in our power to support our students and families during these difficult times," he said in his statement. Sunday morning was Milford High School's graduation and Healey says a day of celebration has now been tarnished. "My heart goes out to the Milford community on what was supposed to be a celebratory graduation day," she said.

Anti-Defamation League (ADL) CEO Jonathan Greenblatt condemned the recent 'rage-filled, violent attacks' at Jewish gatherings and called on public officials to do more before 'the crisis escalates even further.' In a post Sunday on X, Greenblatt connected the Sunday attack in Boulder, Colo.— which targeted a group of peaceful participants in a weekly walk to call for the return of hostages in Gaza — to the killing of a young couple outside the Capital Jewish Museum in Washington, D.C., last month. In both scenarios, the suspected perpetrators were heard to shout 'free Palestine' during or after the attack. 'This is the second violent attack on the US Jewish community in two weeks,' Greenblatt wrote in a post on X. 'First, a young couple slaughtered in DC. And now, a firebomb thrown at a group in Boulder, Colorado, as they gathered to express solidarity with the 58 hostages still being held in Gaza by Hamas terrorists.' 'Two peaceful Jewish events that ended with rage-filled, violent attacks,' he added. Greenblatt also pointed to recent examples of vandalism and violence against Jewish people in places around the world. 'We're witnessing a global campaign of intimidation and terror deliberately directed against the Jewish people,' Greenblatt said, adding, 'Sadly, none of this is surprising.
