Blackout in P'kula, Ambala, Panipat after sirens heard on Friday
In view of the security situation, blackouts have been imposed in Panchkula, Ambala and Panipat districts of Haryana from 8 pm to 6 am.
Panchkula deputy commissioner of police (DCP) Himadree Kaushik has issued stringent orders for the same. These orders mandate strict compliance from all individuals, government and non-government institutions, and organisations within the district.
Furthermore, a complete ban is in effect on the use of firecrackers and loudspeakers at public or private events, such as weddings and celebrations. Prior permission is mandatory if their use is deemed necessary.
These orders are effective immediately and will remain in force until further notice.
DCP Kaushik has urged citizens to minimise unnecessary movement and to exercise caution when going outside. The public is advised to refrain from believing or spreading rumors, and to verify news only through official Government of India platforms like PIB Fact Check and the Ministry of Information and Broadcasting website. The forwarding of unverified messages should be avoided. Any violation of these administrative guidelines will be met with strict enforcement.
DCP Kaushik emphasised that the police administration is fully vigilant, and the public need not panic. Police forces are deployed at all checkpoints, and thorough checks of suspicious individuals and vehicles are being conducted. A complete ban on flying drones within the district is also in place. Four police companies, comprising 400 personnel, along with all emergency response vehicles (ERV), police control room (PCR) vans, and rider teams, are fully prepared to address any situation.
Blackout in Ambala-Panipat
Ambala DC Ajay Tomar, in his official order, said that due to the 'prevailing circumstances and intelligence inputs indicating a potential air strike threat from Pakistan, it is imperative to ensure complete blackout during the night hours to safeguard public safety and strategic interests.'
'Use of inverter, generator and any other power backup used for outdoor lights, billboard, streetlights may invite terror or drone attack. Therefore, I hereby totally ban use of such devices from sunset to sunrise (8 pm to 6 pm) in the district till further order,' the order read.
DC also advised all to remain indoors and away from balconies and only venture out in case of urgency only for the next two hours.
Similar sirens were also sounded in bordering Yamunanagar district, but no blackout orders were issued there.
However, Panipat DC Virender Dahiya later in the day ordered a blackout in the district from 8 pm to 6 am. Following the instructions, merchants were also asked to shut markets early to adhere to the orders.
Schools closed in Ambala, KU postpones exam
In a separate message, Ambala DC also ordered closure of all educational institutions - school, colleges, ITI and polytechnic on May 9 and May 10.
Kurukshetra University also announced to postpone its scheduled exams for today (May 9) and tomorrow (May 10), till further notice.
Fresh dates for the exam will be notified later on, a circular from the university read.

"No Time To...": NDTV Accesses Cops' Letter Hours Before Bengaluru Stampede
Bengaluru: The police force deployed at the Karnataka Vidhana Soudha in Bengaluru had warned against the idea of holding the Royal Challengers Bengaluru (RCB)'s IPL trophy celebrations at the grand stairs of the premises, and also raised concerns over the security challenges that would arise due to a shortage of staff at the state legislature's security wing. In a letter to the Department of Personnel and Administrative Reforms on June 4, a day after the RCB registered its first-ever victory in the IPL game, Vidhana Soudha's Deputy Commissioner of Police (DCP) MN Karibasavana Gowda pointed at the lack of time for security preparedness to tackle "lakhs of cricket fans" expected at the spot. He also highlighted the shortage of CCTV cameras around and in front of the Vidhana Soudha, since it is a "vital installation". The details of the letter, reviewed by NDTV, come at a time when the state government is under heavy fire over its alleged mismanagement of the celebrations at the state legislature and the Chinnaswamy stadium, where a stampede killed 11 people, including a 14-year-old girl. Four people, including an RCB marketing head, have been arrested so far. In his letter to the state government, the DCP said: "As the Royal Challengers Bangalore team has a large fan following across the country, holding the felicitation at the grand steps of Vidhana Soudha may attract lakhs of cricket fans, potentially creating security challenges due to a shortage of officers/staff in the Vidhana Soudha security wing." The police officer listed a set of challenges and also recommended a series of measures that should be undertaken to tackle them. He stressed the need for "additional police personnel from outside" to oversee the security, even though it will "require sufficient preparation time". "Coordination with the Law & Order and Traffic Police departments is essential for such a large-scale event, and the current time frame seems inadequate for full preparedness," he said. It also flagged the possibility of the usage of drone cameras by the public and recommended that an Anti-Drone System be installed at the venue. The police advised against the entry of family members of the secretariat staff for the felicitation programme. "The event is to be held at 4:00 PM on 04.06.2025. There is a high chance that Secretariat officers/staff may bring their family members to the venue. Therefore, it is requested that orders be issued prohibiting staff from bringing families and declaring an afternoon holiday for Secretariat staff on the said date. Further, they should be instructed not to attend the event venue," he said. Mr Gowda recommended that "all online and offline passes for public entry to Vidhana Soudha be completely restricted on that day". He said the stage setup for felicitating the players must be certified for structural stability by the Public Works Department (PWD). "Organisers should be informed to make the stage available for inspection at least two hours in advance," he said. "As electrical equipment will be used at the event, a fitness certificate must be obtained from the concerned PWD (Electrical) Assistant Executive Engineer. A formal letter should be sent to them for this purpose," he added. On Thursday, a First Information Report (FIR) was registered under various sections of the Bharatiya Nyaya Sanhita, including culpable homicide not amounting to murder, against RCB, DNA Entertainment and the Karnataka State Cricket Association (KSCA). According to the state government, DNA Entertainment managed the victory celebrations, while the KSCA organised the event. The KSCA said it had sought permission for the event. Preliminary findings indicated the RCB, DNA Entertainment and KSCA went ahead with the event despite permission not being given. KSCA president Raghuram Bhat, secretary A Shankar and treasurer E S Jayaram on Friday approached the Karnataka High Court, saying the FIR was a "serious miscarriage of justice and seeks to pin responsibility on the wrong parties". Several officials, including Bengaluru Police Commissioner B Dayananda, have been suspended for alleged laxity that led to the stampede.

To shape global opinion, India needs to be architect and engineer
Fifty-nine Indian eminences are currently on a global junket, members of seven 'all party delegations' (each including several Members of Parliament, a serving or retired diplomat and a liaison officer), to elaborate on India's stand on Pakistan-sponsored terrorism and to 'rally global support' for India's counter-terrorism efforts, in the wake of Operation Sindoor and the Pahalgam massacre. It is unlikely that the public will ever learn how much this exercise is costing the taxpayer, and the government will certainly declare it a famous success once it is over. Some skeptical commentators have, however, described this propaganda spree as too little too late. It is not. It is, in fact, too much too soon. The profiles of the members of these delegations do not suggest that they have been selected for their particular and exceptional knowledge of the subject at hand. Reports trickling in indicate that at least some of the activities they are engaging in would not be easy to reconcile with the gravity of their undertaking; but even where they are fully and earnestly engaged in their duties, it is evident that they have not been adequately equipped to serve the ends to which they have been tasked. By and large, the presentations they are making to other world leaders—though mostly to the second line, or lower, of leadership—are based on the present rhetorical positions of the Government of India, and add little to the body of 'evidence' that could noticeably shift perceptions. As with much of what India does, this is little more than a knee-jerk response to transient perceptions of current crises.
