
Constitution Bill will sound the death knell for elected govts: Asad
president and Hyderabad MP
on Wednesday opposed the three bills introduced in the Lok Sabha and accused the NDA govt of being hell-bent on creating a "police state".
The Constitution (130th Amendment) Bill, 2025, The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and The Government of Union Territories (Amendment) Bill, 2025 were introduced in the Lok Sabha on Wednesday.

Referring to the Constitution Amendment Bill, which seeks to remove the prime minister or chief ministers who are facing allegations of serious offences and have been detained for 30 consecutive days, he said it violates the principle of separation of powers and undermines the right of the people to elect a govt. "This govt is hell-bent on creating a police state. This will be a death knell unleashed on the elected govt," Owaisi claimed.
The AIMIM president further said the Bill gives a free run to the executive agencies to become judge and executioner based on baseless allegations and suspicions. The amendment would leave the CM and ministers at the mercy of the agencies as the bill would empower unelected executives and agencies to play the role of the legislature.
"The Constitution is being amended to turn this country into a police state and this is nothing but creating a Gestapo to ensure that democracy does not survive," he alleged.
The Hyderabad MP also cited cases involving leaders such as N Chandrababu Naidu, Hemant Soren and Arvind Kejriwal, who faced incarceration. "I am opposing the very introduction of these bills. Their passage would erode federalism and undermine the authority of elected govts," he claimed.

Himachal HC relief for suspended ASI who is ‘under 24×7 surveillance at police station'
The Himachal Pradesh High Court has directed the state government to immediately review the 'coercive' restrictions imposed on suspended Assistant Sub-Inspector (ASI) Pankaj Sharma, who is being probed in connection with the death of HPPCL chief engineer Vimal Negi and is under constant surveillance at a police guest house in Shimla. A bench of Justice Ajay Mohan Goel ruled that security concerns 'must not infringe' upon the personal liberty guaranteed to a person under Article 21. The bench was hearing a writ petition filed by ASI Sharma, who alleged that despite being under suspension — and not in judicial or preventive custody — he was 'forcibly confined' to the Police Guest House at Kaithu Lines, Shimla. Shrama claimed he was being subjected to 24×7 surveillance, including armed guards and a CCTV camera was installed inside his room, in violation of his fundamental rights under Article 21 of the Constitution. Justice Goel disposed of the writ petition with the direction that 'let the State forthwith review the present arrangement, so that it is ensured that whereas, in case, petitioner needs security, the same be provided to him, however, in a manner that does not curtail his Fundamental Rights, enshrined under Article 21 of the Constitution of India'. 'Let needful be done, as expeditiously as possible and the petitioner be also allowed to meet his family forthwith, as has been prayed. Decision be taken with regard to his security etc. of the petitioner by taking the petitioner into confidence,' the bench further said. According to the writ petition, Sharma was suspended on May 19, four days before the investigation into Negi's death was transferred to the Central Bureau of Investigation (CBI) on May 23. Sharma was found involved in misplacing a pendrive recovered from the body of Negi. The chief engineer's body was found on March 18 at Bhakra Dam in Bilaspur, 10 days after Negi went missing from Shimla. Sharma contended that on May 24, then DGP issued formal directions to the then SP Shimla to provide round-the-clock security to him. Following these instructions, he was 'forcibly lodged' in Set No 1 of the Police Guest House, Kaithu, and placed under 24-hour watch. A police guard has been deputed continuously and a CCTV camera installed inside his room, thereby placing him under constant surveillance. In the petition, filed on July 26, Sharma sought quashing of the state's action, terming it 'illegal, arbitrary, and unconstitutional.' He also requested removal of the armed guard and CCTV camera, and permission to return to his government accommodation at Bharari, Shimla, where his family resides. Sharma, through Advocate MA Safee, argued that Rule 16.21 of the Punjab Police Rules, 1934 (as applicable to Himachal Pradesh) does not allow any custodial confinement or round-the-clock surveillance of a suspended officer. Advocate General Anup Rattan, for state government, contended that Sharma's confinement was based on 'threat perception,' considering the sensitivity of the case. However, he clarified that the State was willing to review the arrangement, especially since the investigation has now been taken over by the CBI. Counsel for the CBI, Advocate Janesh Mahajan, told the court that the alleged detention of the petitioner is not at the behest of the central agency and they have no objection if the State intends to review the arrangement. Disposing of the petition, the court directed the State to ensure that while necessary security is provided, it should not curtail the petitioner's fundamental rights. The court also ordered that Sharma be allowed to meet his family immediately and that any future security measures should be taken in consultation with him. 'There should be sanctity and seriousness in all actions taken by the State, and they must not infringe upon the personal liberty guaranteed under Article 21,' the court said. Notably, Sharma's wife has also lodged two DDRs against certain senior officers for allegedly putting her husband into the illegal confinement. The DDRs were lodged at two police stations in Shimla last month.

Maharashtra CM calls Sharad Pawar, Uddhav to seek support for NDA V-P candidate
Looking to mobilise support for the NDA's vice presidential candidate C P Radhakrishnan beyond the allies in the government, Chief Minister Devendra Fadnavis on Thursday held talks with Opposition constituents NCP (SP) president Sharad Pawar and Shiv Sena (UBT) president Uddhav Thackeray to seek their support for the for the candidature of Radhakrishnan. Sources in the BJP revealed that 'Fadnavis called Sharad Pawar and Uddhav Thackeray over phone and urged them to extend their respective party's support to NDA's V-P candidate C P Radhakrishnan'. The source revealed that both NCP(SP) and Shiv Sena (UBT) have refrained from making their stand public. While NDA has fielded Maharashtra Governor Radhakrishnan, INDIA block led by Congress has had in the fray former retired judge Justice Sudarshan Reddy as their candidate. The vice presidential elections will take place on September 9. The elections were necessitated following the abrupt resignation of serving V-P Jagdeep Dhankhar in the middle of his tenure. Sources said that in Maharashtra, there had been instances where political rivals came forward to support presidential candidates setting aside their political differences. On two occasions at least, undivided Shiv Sena — then led by Bal Thackeray — had supported the rival Congress-led UPA presidential candidate Pratibha Patil in 2007 and Pranab Mukherjee in 2012. A senior Shiv Sena (UBT) leader said, ' Ideally, we have nothing against Radhakrishnan whose tenure as Maharashtra governor was much better and non-controversial. But as we are part of the INDIA bloc, we will have to stand by Reddy to show unity within the opposition.' The Congress' decision to field Reddy is perceived as a clever strategy to counter BJP's South India oriented politics. By fielding Radhakrishnan, BJP wanted to mount pressure on non-NDA southern parties namely DMK. By fielding Reddy, Congress has put NDA aligned Telugu Desam Party, Jana Sena and Rastriya Bharat Samithi from Andhra Pradesh in a political bind.

2025 Monsoon Session of Parliament: Lok Sabha passed 12 bills, Rajya Sabha 14 in amid Opposition protests
Twelve bills were passed by the Lok Sabha and 14 by the Rajya Sabha during the month-long monsoon session of Parliament, which has witnessed repeated disruptions, adjournments and walkouts. Barring discussions on Operation Sindoor in both Houses, the session has seen little business ever since it began on July 21, 2025 due to repeated disruptions and adjournments initially due to opposition demand for discussion on Operation Sindoor and then over demands for a discussion on the Special Intensive Revision exercise in Bihar. The session concluded on Thursday (August 21, 2025). Bills passed by the Lok Sabha: Bills passed or returned by the Rajya Sabha: 'This time in Parliament, there was so much ruckus and opposition didn't cooperate. Due to this obstinate behaviour, opposition missed participating in discussions on several important bills which were passed,' a government functionary said. In the Rajya Sabha, except for The Bills of Lading Bill, 2025, which was passed without any disruption on the first day of the monsoon session, the other bills were passed after some discussion amid din or only after the Opposition parties staged a walk out, the functionary said.
