A cash-strapped council in Surrey says a "transitional" budget has been approved for the upcoming financial year.Woking Borough Council (WBC) effectively declared itself bankrupt in June last year with £2bn of debt as it was forced to cut new spending, axe non-statuary services and increase council tax by 10%.On Thursday, the council approved a "business as usual" budget separate from the council's legacy debt and borrowing costs.Councillors will vote on council tax increases on Monday, with residents facing a potential 2.99% rise.
The deficit on the business as usual budget for 2025-26 is £2.8m, which is expected to be covered by the government's Exceptional Financial Support.The council's balanced budget includes continued support for delivering core services, including housing, and a reduction in car parking charges.The council is still essentially spending above its resources, despite the level of cuts and savings made, according to the Local Democracy Reporting Service.The council has labelled the budget as one "the community can afford".

June 4 (Reuters) - Australia's Westpac ( opens new tab said on Wednesday that its unit, RAMS Financial Group, had reached an agreement with the country's securities regulator to resolve an investigation concerning oversight of conduct of its franchisees and their employees. The unit will resolve the matter through agreed civil penalty proceedings filed by the Australian Securities and Investments Commission (ASIC) in the Federal Court, based on allegations of systemic misconduct in arranging home loans. The ASIC has commenced proceedings against the lender's unit, alleging that it engaged in widespread unlicensed conduct between June 2019 and April 2023. RAMS has admitted to conducting business with unlicensed persons, failing to properly supervise its representatives, and other related shortcomings, the regulator said in a statement. ASIC is seeking declarations and financial penalties against RAMS, and the date of the first hearing is yet to be scheduled.

A rematch has been ordered between WBC cruiserweight champion Badou Jack and Noel Mikaelian, after an appeal by Don King Productions was upheld. Jack defeated Mikaelian via majority decision in May, on the undercard of Saul 'Canelo' Alvarez's win against William Scull, with some fans feeling that the result could have gone the other way. An appeal was made by Mikaelian's promoter, and has subsequently been 'granted' by the WBC. A statement from organisation read: 'The WBC Board of Governors has reviewed all the different matters pertaining to the Cruiserweight division and has finalized its voting process, which results in the following ruling. 'The WBC has granted the appeal presented by Don King Productions and is ordering a direct rematch between Badou Jack [and] Noel Mikaelyan. Free negotiations begin today (June 2nd), and if there is no agreement, a purse bid will take place July 1st, 2025.' There was further clarification of the cruiserweight landscape by the WBC, which outlined the status of its interim belt. Yamil Peralta and Ryan Rozicki had fought for the strap in December, only to draw and leave the title vacant. No 10-ranked Jean Pascal will face Michal Cieslak, rated fifth by the WBC, at the end of the month, with the winner facing WBC silver champ Peralta, who is ranked third at cruiserweight. Second-placed Rozicki remains injured, and so must provide an update to preserve his spot in the WBC's rating. The WBC's cruiserweight crown has been a point of contention for some time. Jack earned world-champion status at a third different weight in February 2023, defeating Ilunga Makabu with a 12th-round knockout. Makabu had been set to face Mikaelian, then holding the WBC silver title, in a mandatory defence, only for the bout to be postponed less than a month out from fight night. It was only a month later that Makabu would go on to fight Jack, losing in three rounds the belt he had held for nearly three years. In September 2023, Jack announced that he would challenge for a world title at bridgerweight, vacating and becoming champion in recess. Makabu was given a shot at regaining his belt against the new mandatory challenger, Mikaelian. However, the Armenian-German would produce a fourth-round stoppage to secure the vacant cruiserweight title and become a world champion for the first time. Mikaelian never got the chance to defend his belt inside the ring. A fight with Rozicki encountered many postponements due to injuries, before legal issues between Mikaelian and promoter King saw him withdraw from the fight entirely. At the end of 2024, with neither Jack nor Mikaelian fighting since their respective wins over Makabu, a decision was reached to reinstate the former as world champion, dropping the latter to champion in recess. Ironically, an injury to Rozicki enabled Mikaelian to get a shot at reinstated champion Jack.

Manny Pacquiao has shared the revelation that inspired his return to professional boxing after a four-year absence, as the 46-year-old prepares to face Mario Barrios. On 19 July, Pacquiao will challenge Barrios, 30, for the WBC welterweight title, aiming to break his own record as the division's oldest-ever world champion. Pacquiao set the current record at 40 years old, when he beat Keith Thurman in 2019, while his most recent pro bout was a loss to Yordenis Ugas in 2021. The Filipino icon has not boxed professionally since, though he fought kickboxer Rukiya Anpo in an exhibition last summer. 'I like making history, it's nice,' a smiling Pacquiao told ESPN this week. 'I always stay in shape, but once I started seriously working out again, I realised that I still had that passion and ability in me. 'I went to my doctor and everything was perfect. My medicals came back great. I feel good, and I'm ready to do it again. 'I trained wrong for that [Ugas] fight. My legs began cramping, and I couldn't move. He was a very slow opponent, and I couldn't believe that I couldn't move my feet or my legs. But for this camp, I'm back with my longtime trainer, Freddie Roach. The old Manny will be back. 'It's hard to say right now [if I'll box again after the Barrios bout]. It's one fight at a time. Once I get through this, we can talk about the next fight.' WBC rules state that all title holders must defend their belts against a 'Qualified Challenger', including any former WBC champion. As such, Pacquiao, who recently re-entered the WBC rankings at No 5, is eligible for a title shot against Barrios. Pacquiao, who will enter the Las Vegas fight with Barrios (29-2-1, 18 knockouts) with a pro record of 62-8-2 (39 KOs), is widely considered one of boxing 's all-time greats. He is the sport's only eight-weight world champion. He is also known for his political endeavours in his home country of the Philippines, where he served as a senator from 2016 until 2022. He also ran for president in 2022 but was unsuccessful, and last month came up short in a senatorial race.
