Domestic consumers: Govt hikes gas fixed charges

ISLAMABAD: Federal government has approved increase in the fixed charges for domestic gas consumers of both gas companies (SNGPL/ SSGC) by Rs150 (protected) and Rs400 (non-protected) effective from July 1, 2025. With an average 10 percent tariff hike will applicable to the power sector, bulk consumers, and general industry (process).
The Economic Coordination Committee (ECC), on Friday, approved the summary submitted by the Petroleum Division, seeking approval for a revised natural gas pricing structure for the fiscal year 2025–26.
The ECC considered the proposed adjustments in energy sector tariffs and decided to maintain gas prices to protect household consumers with only fixed charges re-adjusted in domestic sector to recover the asset costs. It also allowed price of gas for bulk consumers, power plants operating on natural gas and industry to be increased by an average value of around 10 percent.
SNGPL, SSGC: Weighted average price of imported RLNG cut slightly
The committee approved a raise in gas tariff to bulk consumers from Rs2,900 per mmbtu to Rs3,075 per mmbtu. For power sector tariff has revised from Rs1,050 per mmbtu to Rs1,313 per mmbtu. For general industry (process) tariff was revised from Rs2,150 to Rs2,350 per mmbtu.
The minimum bill for protected and non-protected consumer will be calculated at the first tariff slab of each category. Power tariff would also be stand revised for PPL's gas supply to Guddu, and Mari Energies' gas supply to Foundation Power.
According to the summary submitted for consideration of ECC, it argues that only room to revise prices is available in the domestic sector slabs, wherein, a huge cross-subsidy is involved which is estimated at Rs168 billion per annum at current prices.
Government is already engaged with IMF under the resilience sustainability facility to replace cross-subsidies with direct or budgeted subsides in commensuration with income levels of the domestic consumers under the BISP. As per the reform measure, the framework for replacing the cross-subsidy would be developed by June 2026 following the model being pursued by Power Division which is expected to be rolled out in 2027.
Petroleum Division worked out option whereby revision in the gas tariff, as well as, fixed charge has been proposed; however, in order to lower the impact of price revision in domestic sector, the revision in bulk domestic, industry (process) and power sector, which is unchanged since February 2023, has also been approved.
The revisions in gas tariff are estimated to meet Rs41 billion revenue deficit of SNGPL and it would also generate Rs31 billion surplus for SSGC which would be utilised to meet prior revenue shortfall of SSGC which are around Rs565 billion.

The Federal Investigation Agency (FIA) Balochistan has arrested three more suspects for their alleged involvement in Hawala/Hundi and illegal currency exchange as the law enforcers continue their crackdown on illegal currency dealers. The development came days after a Pakistan court sentenced three illegal currency dealers to five years in prison and imposed a fine of Rs1 million on each for their involvement in unlawful foreign exchange trading. The law enforcement agencies (LEAs) including the FIA have arrested at least eight illegal currency dealers in the past two weeks – since a crackdown was launched against illegal currency dealers and smugglers. The LEAs have intensified the crackdown to help Pakistani rupee recover against US dollar and other world major currencies. FIA arrests one more in ongoing crackdown against illegal currency dealers The FIA said noose is being tightened around illegal currency dealers on directive of FIA Director General Riffat Mukhtar Raja. The suspects identified as Abdul Bari, Sanaullah and Asadullah have been arrested from different parts of Quetta, it said in a statement on Tuesday. 'A total 2.7 million Irani Riyal and 3,050 Afghani currency were recovered from the suspects, in addition to mobile phones and other evidence of Hawala/Hundi (currency smuggling),' the agency said. The FIA said the suspects failed to give satisfactory replies to the authorities regarding their possession of foreign currency. Following which, an investigation was launched after taking them into custody, it added. The court of the First Additional Sessions Judge, Sukkur, had on August 8 jailed three illegal currency dealers for five years and imposed a fine of Rs1 million each. The convicts included Qamar Shehzad, Muhammad Zeeshan, and Zubair Asghar. The FIA Composite Circle Sukkur had registered the case against them. The crackdown has supported the domestic currency strengthened against US dollar and other currencies in inter-bank and open markets in recent days. Court jails 3 illegal currency dealers for 5 years, fines Rs1mn each According to State Bank of Pakistan's (SBP) data, the rupee has regained a total of Rs2.4 against US dollar since launch of the crackdown on July 23, 2025 to date, closing at Rs282.5/$ in the inter-bank market on August 8 compared to Rs284.9/$ on July 22, 2025. Earlier, the rupee had lost almost Rs3 to a dollar in the prior seven weeks to Rs284.9/$ on July 22, 2025 since June 1, 2025. Talking to Business Recorder on July 23, Exchange Companies Association of Pakistan (ECAP) chairman Malik Muhammad Bostan said he had led a currency dealers' delegation to the Director General of Counter Intelligence (DGC) at the Inter-Services Intelligence of Pakistan (ISI) in Islamabad. According to an ECAP statement then, Bostan apprised the DGC about the currency smuggling to Iran and Afghanistan. 'Due to higher black market rates, the supply of dollars is decreasing to legal currency dealers day-by-day,' he was quoted as saying in the statement. 'On this, General Faisal Naseer [DGC] immediately ordered law enforcement agencies to crack down on currency smugglers and arrest them,' the ECAP said.

Govt accelerates spectrum auction

The government has accelerated work on spectrum auction for expanding the telecommunication network and introducing 5G technology by changing the composition of a high-level advisory committee tasked with overseeing the auction. The Ministry of Information Technology and Telecommunication briefed the Economic Coordination Committee (ECC) of the cabinet, in a recent meeting, that optimum utilisation of the available frequency spectrum was critical for expansion of the telecom network, improvement in tele-density and quality of mobile broadband services, including facilitating the 5G road map. It may be noted that the current use of International Mobile Telecommunications (IMT) frequency spectrum for commercial cellular services in the country in 700 MHz, 2,300 MHz, 2,600 MHz and 3,500 MHz bands is significantly lower vis-a-vis global practices. The IT and Telecom Division told the cabinet committee that spectrum auctions for Next Generation Mobile Services (NGMS) had been conducted in 2014, 2016, 2017 and 2021 under the policy directives issued by the federal government. Consequently, paired spectrum in the 1,800/2,100 MHz band, 1,800 MHz band and 850 MHz band was auctioned and assigned to cellular mobile operators. The division stressed that it had since been decided that the auction for the release of more spectrum would be held under the oversight of an advisory committee constituted by the prime minister/federal cabinet. It informed the committee that after approval of the ECC and the cabinet, the advisory committee for the release of unsold IMT spectrum was notified on November 6, 2023 and was subsequently revised on June 28, 2024. It shared that the Ministry of Industries and Production had approached the IT and telecom ministry with the request to include the special assistant to prime minister (SAPM) on industries in the advisory committee. In order to avoid any such issue in future, the IT division proposed that the composition of the committee might be revised by including the SAPM and the minister of state along with federal ministers of IT and telecom, industries and production and law and justice. The advisory committee comprised the federal minister for finance and revenue (chairman), federal minister/minister of state/SAPM on IT and telecom, federal minister/minister of state/SAPM on industries and production, federal minister/minister of state/SAPM on law and justice, secretary Finance Division, secretary IT and Telecom Division, secretary Law and Justice Division, chairman Pakistan Telecommunication Authority, executive director Frequency Allocation Board, director general (tech) ISI (co-opted member of the committee), member (telecom) Ministry of IT and Telecom (secretary), and any other member that may be co-opted with permission of the chair. The ECC was apprised by the IT division regarding the revision in composition of the advisory committee. The ECC considered a summary submitted by the Ministry of IT and Telecom titled "Revision in Composition of Advisory Committee on Release of IMT Spectrum for Improvement of Next Generation Mobile Broadband Services in Pakistan" and approved the proposal. Last week, the GSMA noted that despite Pakistan's digital ambitions and talent, the country risked falling behind in the region if urgent telecom policy reforms were not introduced. Without reform, investors might leave and citizens would suffer, it warned. At the GSMA Digital Nation Summit 2025, GSMA Head of Asia-Pacific Julian Gorman identified three key obstacles to Pakistan's digital growth: high taxes, limited spectrum and policy inconsistencies. Speaking to media after the summit, Gorman said reducing telecom taxation was possible, even under International Monetary Fund (IMF) programmes, citing Argentina as an example. "If urgent reforms are not implemented, investors will move to other countries," he said. "Freelancers in Pakistan may also lose their livelihoods if they don't have adequate internet and electricity." He also said the demand for spectrum had grown and urged the government to close the gap in spectrum usage and availability. Gorman expressed concern over Pakistan's slow pace of digitalisation, saying "we are reaching a critical point as artificial intelligence and other technologies are evolving rapidly across the world".
