Financial Secretary Paul Chan said on Sunday that digital finance is among the areas Hong Kong can develop in the long run, adding that the government will issue its second policy statement on digital asset development by the end of the month.
Chan said the statement is needed in light of "the latest developments and a change in situations".
The minister said officials will announce the government's vision and policy directions on how they will help combine digital asset innovations with traditional financial services.
Writing on his weekly blog, Chan said the policy statement will also touch on raising the flexibility and safety of digital assets in real economic activities.
He noted that in August, the SAR will implement a licensing regime for stablecoins, which are virtual assets meant to maintain a stable value relative to assets such as actual currencies.
The secretary said many market participants are interested in this and the Monetary Authority will handle licence applications as quickly as possible.
"It is estimated that the total market value of global stablecoins is about US$240 billion, and the global stablecoin trading volume exceeded US$20 trillion last year," Chan said.
"With the booming development of the digital asset market, the market demand for stablecoins is expected to increase further."
Chan went on to say that while the global equity market has faced a lot of uncertainties so far this year, Hong Kong stood out being as the local bourse was robust and rose by around 20 percent.
He said there have been funds from places such as the US, Europe and the Middle East flowing into the Hong Kong market, for initial public offerings as well as refinancing.

'With the booming digital asset market, the market demand for stablecoins is expected to increase further,' Chan said. 'We have noticed that many market players are very interested in this.' He said after the law comes into effect, the Hong Kong Monetary Authority would process the license applications received as soon as possible to enable qualified applicants to conduct their business, 'bringing new opportunities to Hong Kong's real economy and financial services'. Hong Kong is among the first jurisdictions globally to introduce detailed regulations for the issuance of stablecoins, which are cryptocurrencies typically pegged to a reference asset, such as a fiat currency like the US dollar. The relevant ordinance is scheduled to take effect on August 1. The new regulatory framework provides Hong Kong with one of the most comprehensive legal frameworks for stablecoins and comes amid a worldwide push to regulate digital assets, which some fear could destabilise financial systems due to the ease with which they enable money to cross borders. Coupled with the city's significant offshore yuan holdings and mainland China's restrictions on cryptocurrency use, the new law has raised hopes that the city could secure a prominent position in the stablecoin market, which is currently dominated by US dollar-backed tokens, such as Tether's USDT and Circle's USDC.

Speaking on a Commercial Radio programme, Ma, who has been in office for two weeks, said that Trump's tariff measures have reduced business certainty and investment willingness, ultimately hindering economic development. However, he said that Hong Kong plays a vital role as a super connector given that the SAR is a free port. "Since he took office, certainty has definitely decreased a lot. Many people say they won't invest in this environment. The tariff measures have affected many aspects in trade," he said. "Where there is crisis, there is also opportunity. Hong Kong is actually a good place because we do not have tariffs. The volume of goods going to the US is decreasing. "Since the government started developing in Asean and Middle Eastern markets, trade with these regions has grown rapidly within these past few years.
