
Shipping companies to pay for carbon dioxide produced by vessels
Shipping companies will have to pay for the carbon dioxide produced by their vessels for the first time, under new rules agreed by the world's maritime watchdog.
But the regulations agreed on Friday fall far short of the levy on CO2 that poor countries were hoping for, which would have funded their efforts to combat the climate crisis.
Saudi Arabia, Russia, United Arab Emirates and several other petrostates opposed the new rules, but a majority of countries meeting at the International Maritime Organisation (IMO) in London approved a compromise deal that will mean all ships must pay for the CO2 they emit from 2028.
Vessels will be subject to a charge on their greenhouse gas emissions, increasing after a certain threshold, and will also be able to trade carbon credits with one another. This is intended to encourage them to adapt their ships to use low-CO2 fuels and to operate more efficiently, for instance by slowing down and thereby using less fuel, instead of the current wasteful practice of rushing to ports then idling nearby.
The measure is forecast to raise about $10bn (£7.6bn) a year, which is much lower than the $60bn a year that had been hoped for from a straightforward carbon levy. The revenues are also likely to be used within the shipping industry, to assist the introduction of cleaner technologies, rather than diverted to vulnerable countries suffering the effects of extreme weather, as a levy would have been.
The emissions reductions likely to be achieved will also be modest, at least in the early years: about 8% by 2030, according to estimates from Umas, a commercial shipping consultancy. That falls far below the 20% reduction required by the IMO's climate strategy, set out in 2023.
Emma Fenton, senior director at the campaign group Opportunity Green, said: 'The IMO has made a historic decision, yet ultimately one that fails climate-vulnerable countries and falls short of both the ambition the climate crisis demands, and that member states committed to just two years ago.'
While shipowners might be tempted to opt for liquefied natural gas as a cleaner alternative to the heavy, dirty bunker fuels commonly used at present, the rules are expected to tighten in the 2030s to penalise LNG more heavily.
Nevertheless, according to Tristan Smith, associate professor in energy and transport at University College London, the rules could encourage the use of biofuels, which can be damaging to the environment. He said: '[This is a] massive boost for biofuels, the likely least cost compliance option for 85% of the fleet for the first five years. [That means] tens of millions of tonnes more demand.'
He said that further negotiations on refining the carbon trading rules between now and their formal adoption in October would be 'critical to limit the damage'.
Jonas Moberg, chief executive of the Green Hydrogen Organisation, which advocates for hydrogen, said: 'The IMO's decision today sends an important signal to green fuels companies to go forward with projects. It is now clear that near-zero emissions fuels like green ammonia [a form of hydrogen fuel] will play an ever larger role in shipping in the years ahead.'
Many small island states abstained on the final vote, signalling their disappointment. Simon Kofe, transport and energy minister for Tuvalu, said: 'We came as climate-vulnerable countries with the greatest need and the clearest solution [in the form of a levy]. And what did we face? Weak alternatives from the world's biggest economies – alternatives that won't get us on a pathway to the 1.5C temperature limit [above preindustrial levels]. They asked us to settle for less, while we are the ones losing the most.'
They vowed to fight on for stronger measures, as the new rules must now be refined and could be subject to substantial alteration before they can be formally adopted at another meeting of the IMO this October. Albon Ishoda, special envoy for maritime decarbonisation for the Marshall Islands, said: 'We are not done. We will be back. Alongside our friends from the Caribbean, the Pacific, Africa, Central America and the UK. Still standing. Still steering.'
The US, which had been present at the talks, stopped negotiating after sending a missive to other countries making clear that Donald Trump opposed the proposed carbon levy. It is not clear whether the US will accept the carbon-trading compromise agreed, but other countries are confident they can impose the new rules in any case.
One developed country participant told the Guardian that the compromise deal was probably the best that could have been hoped for. The EU had been strongly in favour of a levy, but before the talks began in earnest this week changed its position to back carbon trading instead.
China, Brazil and several other emerging economies opposed the levy, but voted in favour of the carbon trading compromise.
Ralph Regenvanu, environment minister for Vanuatu, said: 'Let us be clear about who has abandoned 1.5C [the more stringent of the temperature goals in the 2015 Paris agreement]. Saudi Arabia, the US, and fossil fuel allies pushed down the numbers to an untenable level and blocked progress at every turn. These countries – and others – failed to support a set of measures that would have gotten the shipping industry on to a 1.5C pathway. And they turned away a proposal for a reliable source of revenue for those of us in dire need of finance to help with climate impacts.'

Senior Taiwan official visits site of new Alaska LNG project
TAIPEI, June 7 (Reuters) - A senior Taiwanese official said on Saturday he had this week visited the site of a potentially enormous new liquified natural gas (LNG) project in Alaska that the Trump administration has been pushing hard to allies in Asia as a supply option. Energy developer Glenfarne had said on Tuesday that 50 firms had formally expressed interest in contracts worth more than $115 billion from its Alaska LNG project, a massive infrastructure deal championed by U.S. President Donald Trump. Writing on his Facebook page, Pan Men-an, secretary-general to Taiwan President Lai Ching-te, said he had attended an energy conference in Alaska at the invitation of U.S. Secretary of Energy Chris Wright and visited the state's North Slope. Phase One of the project is expected to deliver natural gas about 1,230 km (765 miles) from the North Slope to the Anchorage region. "Despite the freezing temperatures, we talked enthusiastically about building resilience and responsibility as democratic partners in the face of global climate change and the challenges of authoritarianism," Pan wrote. "In the face of trade challenges and international turbulence, we have no choice but to rise to the occasion," he said, without mentioning whether he had signed any deals while there. The presidential office said late on Friday that Pan had been accompanied by Fang Jeng-zen, chairman of Taiwan's state-owned energy company CPC. CPC in March signed a non-binding agreement to buy LNG and invest in the project, a move Taiwan's president has said would ensure the island's energy security. If built, the Alaska LNG project will export up to 20 million metric tons of the superchilled gas a year. It would open direct access for U.S.-made LNG to Asian markets without having to go through the Panama Canal or around the Horn of Africa, reducing transit time and costs. Taiwan has pledged to massively ramp up its purchases from the United States, including energy, to reduce a yawning trade surplus that has angered Washington.

Eni, YPF sign agreement for participation in Argentina LNG project
MILAN, June 6 (Reuters) - Italian energy group Eni ( opens new tab and Argentina's YPF on Friday signed an agreement on the Argentina LNG (ARGLNG) project during a meeting in Rome between Italian Prime Minister Giorgia Meloni and Argentine President Javier Milei. Eni will act as a strategic partner of YPF on the Argentina LNG project and make use of the know-how it has developed in its floating LNG projects in Congo and Mozambique, the Italian group said in a statement. The Argentina LNG project is designed to develop the resources of the onshore Vaca Muerta field and serve international markets. The project will export up to 30 million tons per year of liquefied natural gas (LNG) by 2030, using a phased approach.

The longest division: can Palestinian and Israeli students compete at the International Maths Olympiad?
For six Palestinian teenagers, it could be a 'life-changing opportunity'. The youngsters have been selected for the International Mathematics Olympiad, to be held on Australia's Sunshine Coast in July, but it is unclear whether they will be able to leave Gaza and the West Bank to take part. At the same time the IMO faces calls to suspend Israel's membership and allow its students to compete solely as private entrants. National teams around the world are in training camps for the trip to Australia, being coached by academics as they prepare to compete for medals – and the ticket such prizes offer to just about any university in the world. The Palestine team leader, Samed AlHajajla, says the IMO should be the start of a journey towards a glittering career. 'Having a mind to solve these problems is incredibly rare,' AlHajajla says. 'They are the best in Palestine, they are the top students. Being an IMO competitor, it takes a lot of hard work and talent and gifts and, for them [in training for the IMO] they can exercise that, they can exercise some freedom inside the prison which is Gaza. 'For them [it should be] a life-changing opportunity where they can taste freedom for the first time.' The problem facing AlHajajla and his young Palestinians is logistical and political. Last year, four Palestinians – two from Gaza and two from the West Bank – were selected for the 2024 IMO in Bath, England, but were unable to take part. The closure of the Rafah crossing meant those in Gaza could not leave. Visas and passports for those in the West Bank were approved by British and Israeli authorities, but did not arrive in time. A spokesperson for the Israeli embassy in Australia says they are 'not aware of any evidence that Israel delayed or refused visas for the Palestinian team at the last IMO, nor do we have information suggesting this will occur now'. Mike Clapper is the interim chief executive of the Australian Mathematics Trust, which is organising the Sunshine Coast event. He says it is 'very much our hope' that the Palestinian team will be able to come in person. 'We are exploring all the avenues that we can to try to make it possible for the Palestinians to participate,' he says. Whether Palestinians can compete is only one part of the IMO's problem. The other is whether Israelis should be allowed to do so. On 6 May a letter signed by more than 700 mathematicians was issued to the IMO under the heading 'Mathematics and Moral Responsibility: the IMO and the Genocide in Gaza'. The letter calls on the IMO to do as it did when it suspended Russia's membership after the 2022 invasion of Ukraine – while allowing its six students to compete remotely as private individuals. Russia remains suspended. Signatories come from a diverse range of countries, universities and career stages: from Australia to Morocco to Switzerland; from Oxford to Stanford to the University of Carthage; from PhD researchers to associate professors to three winners of the Fields medal – the award often referred to as the Nobel prize of maths. The letter – seen by Guardian Australia – has not been published, to protect signatories from harassment. Among them is an Israeli, a former IMO medallist, who asked for their name to be withheld. 'I needed to think about it for a second because of the potential danger,' they say. 'If I would tell this to random people in the street it would be, I would not say controversial, it would be considered a clearcut treasonous thing to do.' But, they say: 'We see what is happening in Gaza: there's war crimes, there's starvation, the genocide. For me it is clearcut. It is the moral thing – it is the obligatory thing to do in this situation.' They hope the suspension of Israel would be a symbolic act that would help 'put a mirror in the face of the Israeli nation'and cause their compatriots to reflect on 'what direction this country is going'. The Israeli embassy in Canberra flatly rejected the call. 'The embassy strongly opposes any call to suspend Israel's IMO membership or to boycott its students,' its spokesperson said. 'Mathematics must remain apolitical and inclusive.' The Israeli signatory, like so many young mathematicians, says competing at the IMO was a 'transformative experience'. The first signatory of the letter is the research director at the French National Centre for Scientific Research, Ahmed Abbes. The son of a Tunisian high school maths teacher, he recalls the IMO as his 'making as a mathematician'. Abbes won a bronze medal at his first IMO in Canberra in 1988. The following year in Braunschweig, Germany, he won silver, rubbing shoulders and making lifelong connections with teenagers who would go on to become some of the world's most influential people. Ranked No 1 in the world in 1988, for the second year running, was Nicuşor Dan, who won a second consecutive gold medal with his second perfect score. In May, he emerged from Romania's political crisis as its new president. At that same IMO the Australian prime minister, Bob Hawke, presented a gold medal to an even younger prodigy, a 12-year-old Australian called Terence Tao. Tao remains the youngest ever IMO gold medallist and is now regarded by many as the greatest living mathematician. A more recent example of the IMO's power to transform lives is Ihor Pylaiev. Pylaiev was plucked from war-ravaged Kharkiv in 2022 after Russia's invasion of Ukraine to continue his studies in Paris. He won his second gold medal in Oslo, this time with a perfect score and the top world ranking. He is now studying at Cambridge on a scholarship with colleagues from the Ukrainian IMO team. Abbes, who led efforts to support Pylaiev and the Ukrainian students, says the mathematical community's response to the Russian invasion is another chapter in its proud history of standing up for human rights. 'When you accept that there are universal values, you just apply them, like you apply a mathematical theorem,' Abbes says. 'When you see clearly the double standard [in not applying the same lens to Israel], as a mathematician you cannot accept this.' The president of the IMO board, Gregor Dolinar, denies accusations of double standards. Since assuming the presidency in 2023, the Slovenian professor has overseen the incorporation of the IMO as an association, based in the Netherlands. 'I wanted to make things more formal, more professional,' Dolinar says. 'Now we have set up a government structure properly.' Dolinar says it is his 'strong belief' that important decisions such as suspending nations should be made not by his board, but by the IMO jury, which includes representatives from more than 100 states and territories. The jury, he says, will meet at the Sunshine Coast in July and could make the decision to suspend Israel then. 'Our primary goal is just focusing on [developing] young minds and, based on a very long tradition, doing a nice event,' Dolinar says. 'We really do want to avoid any political issues. We really do want to be apolitical. 'Our primary goal is to enable as many kids as possible to participate at the IMO.'
