Another building parapet crashes in Margao within 24 hrs
Just a day after a portion of a parapet collapsed near Gandhi Market, here, another dilapidated structure in the town suffered a similar collapse on Saturday. A part of the parapet of the first floor of Antao Apartments, located near Cine Lata, gave way around 6am.
However, no casualties were reported.
The area is usually bustling with activity and the building houses several shops on the ground floor, however as the incident occurred early in morning, a tragedy was averted.
Police cordoned off the area to ensure public safety. Margao MLA Digambar Kamat inspected the site and took stock of the situation.
The Saturday incident follows Friday's structural failure at Pimpalkatta, where debris from an upper-floor parapet damaged multiple vehicles parked below.
Market traders have consistently flagged safety concerns about dilapidated structures in the town. The collapses point to a public safety threat posed by aging buildings. While the Margao Municipal Council (MMC) has catalogued 22 hazardous structures, the building that suffered a parapet collapse on Friday was not on the list.
Urban planning experts cite the 1968 Goa Buildings (Lease, Rent & Eviction) Control Act as a key obstacle to property maintenance and redevelopment. The outdated legislation perpetuates a system where monthly rents remain frozen at Rs 20-50 from decades past, while repair and maintenance expenses have multiplied manifold. While this disparity eliminates financial motivation for property owners to invest in structural improvements, tenant occupancy rights remain protected irrespective of building conditions.
They have called for govt intervention and legislative cure to remedy the situation.

As many as 29,391 mule accounts in Navi Mumbai, Mumbai (26,255), Delhi (19,296), Gurgaon (13,513), Bengaluru (12,439), Kolkata (8,527), Jaipur (3,869), Pune (3,264), Hyderabad (2,959), and Lucknow (2,732) — these are the top 10 hotspots for bank accounts in India used for laundering cyber crime proceeds, the Union Ministry of Home Affairs (MHA) said. Nearly 1,47,445 mule accounts were being operated across India by cyber fraudsters from Southeast Asia until June 30 this year — an increase from 80,465 such accounts identified as of January 2024, the Government said on Sunday. A mule account is a bank account used by criminals to receive, transfer or launder illicit funds without the knowledge or sometimes with the complicity of the account holder. The other hotspots identified are Chennai with 2,605 mule accounts, Patna (2,384), New Delhi (2,334), and Ahmedabad (2,231). 'This year, around 144,492 mule accounts were identified in January, February (130,205), March (150,957), April (136,708), May (158,247), and June (147,445)… An analysis revealed this year alone, India is losing over Rs 1,000 crore monthly due to various forms of cyber fraud. More than 80% of cheating cases are recorded in the 'financial fraud' category,' a senior government official said, requesting anonymity.

Ramesh submits complaint to vigilance chief
Thiruvananthapuram: Congress MLA and former opposition leader Ramesh Chennithala has lodged a complaint with the vigilance director, demanding a detailed investigation into the corruption involving approximately Rs 100cr by the public sector institution Anert in the P M Kusum project, a central scheme to provide free solar pumps to farmers in Kerala. The complaint calls for an investigation into the irregularities and tender procedures from the project's inception. The complaint is supported by all relevant evidence, he said. The Anert CEO has been named as the primary accused in the complaint, said a statement. "The total financial loss incurred by the govt through these transactions can only be determined through a proper investigation. More culprits involved in the illegal transactions can only be identified through a comprehensive investigation. Additionally, there are various irregularities in the project's implementation. The guidelines issued by the Govt of India as per Annexure-A1 were completely violated, which can only be revealed through a proper and fair investigation," Chennithala said in the complaint. "Despite being eligible to call tenders only up to Rs 5cr, the Anert CEO called for tenders worth Rs 240cr. Typically, when companies withdraw in such cases, their deposit is forfeited but this was not done here. It appears that efforts were made to ensure that companies did not incur any losses even when the first contract was cancelled irregularly. However, the second tender was accepted at a significantly higher amount than the initial contract. The contract was secured at an amount up to 145% higher than what the central govt had set," he said. Even after retendering, deliberate efforts were made to select Tata Solar. The quote from Qantas Automation, which was lower, was disregarded in favour of Tata. Temporary staff were involved in altering even the amounts in the e-tender, he added. IAF Heritage Museum loses altitude as visitor inflow dips
Chandigarh: The initial burst of enthusiasm about the Indian Air Force Heritage Museum in the Tricity seems to be waning. The dedicated Air Force heritage centre launched by Union defence minister Rajnath Singh with much fanfare in May, 2023, has suffered a significant dip in footfall since its inception. Its expansion plan has also remained restricted to paper for over one year. "Initially, Indian Air Force and Chandigarh administration were in talks to expand the IAF Heritage Museum to start its second phase. Preparation of an MoU was discussed and both parties prepared points for the same. However, there has been no progress for more than one year," sources in the Chandigarh administration revealed. Despite the tourist centre boasting of modern paraphernalia like virtual and augmented reality, holograms, simulators, and electromechanical enclosures, the flow of visitors has gone down. Sources in the administration said that visitors from the Tricity thronged the IAF Heritage Museum initially but the inflow started thinning down. Now, most of the visitors are people from outside the Tricity. As per records of the Chandigarh administration, 58,273 people visited the Air Force Museum in the eight months from its inception on May 8, 2023 to December, 2023.
