Hearn told SunSport: "When we looked at the Pacquiao fight it was coming up to two years ago now, first time, there was no world title on the line.
"It was a big name. We got a lot of criticism about that but I don't think Pacquiao should be fighting for a world title but good luck to him if he comes through.
"I don't think he will. But you know, once Conor Benn drops down to 147, he'll be looking for world titles."
Benn was due to fight Chris Eubank Jr in October 2022 but he was withdrawn after testing positive for Clomifene - known to boost testosterone.

So Benn will stay at middleweight for now - dashing hopes of a welterweight world title challenge.
Pacquiao's advisor Sean Gibbons was forced to defend the eight-division champ's comeback title shot amid criticism from Hearn & Co.
Gibbons told us: "There should be no criticism. Manny Pacquiao coming back didn't need to be ranked anywhere. He just needed the opportunity.

"He deserved it for what he's done in the sport. I mean, people can criticise it all day. Klitschko did it, he came back very successfully.
"I can show you ten guys in that rankings, who shouldn't even be ranked so don't be bitching about it!
"Manny Pacquiao, at 75 per cent could beat most of the the top 20. So people are always gonna criticise."

Talks with Leipzig are at a crucial stage with the club themselves fuelling speculation on social media, but Chelsea would prefer a permanent sale to a loan. 15 When Chelsea previously discussed Nkunku with Leipzig, it appeared neither the player nor the club were interested in being reunited despite his previous successful spell there between 2019 and 2023. The 27-year-old has also been the subject of enquiries from clubs in England and Italy as Chelsea value the Frenchman at £43m (€50m). Internal? While Arsenal will want to make a key addition to their squad in order to help them finally land an elusive Premier League title after a wait of more than two decades, there are internal options if all else fails. Julio César Chávez Jr. deported to Mexico for alleged cartel ties and drug trafficking
Boxer Julio César Chávez Jr. has been deported to Mexico, where he's wanted for alleged cartel ties, following his arrest in the U.S. for overstaying his visa and lying on a green card application. Chávez was handed over by authorities and admitted to a prison outside of the city of Hermosillo, in the northern state of Sonora, an official told The Associated Press on condition of anonymity Tuesday because they were not authorized to speak publicly about the matter. Mexican President Claudia Sheinbaum confirmed the news at her daily press conference. 'I understand he was deported. I don't know if it was yesterday or this morning, but we were informed that he was arriving in Mexico,' Sheinbaum said. Chávez, 39, had a warrant for his arrest in Mexico for alleged arms and drug trafficking and ties to the Sinaloa Cartel. Alejandro Gertz Manero, Mexico's attorney general, said the investigation into Chávez started in 2019. The boxer, who is the son of legendary Mexican boxer Julio César Chávez, was arrested July 3 days after his high-profile fight with Jake Paul in California. Sheinbaum said after the arrest she hoped the boxer would be deported to face his charges. Chávez's father was a massive celebrity in the 1980s and '90s who mixed social circles with drug dealers and claimed to have been friends with drug lord Amado Carrillo Fuentes. The iconic fighter defended his son following his arrest, but has not spoken since the deportation. The younger Chávez has battled drug addiction for much of his boxing career, failing drug tests, serving suspensions and egregiously missing weight while being widely criticized for his intermittent dedication to the sport. Chavez won the WBC middleweight title in 2011 and defended it three times. He shared the ring with generational greats Canelo Álvarez and Sergio Martinez, losing to both. In 2012, he was convicted of drink driving in Los Angeles and sentenced to 13 days in jail. In January 2024, he was arrested on gun charges. Police said he possessed two AR-style ghost rifles. He was later freed on a $50,000 bond and on condition he went to a residential drug treatment facility. The case is still pending, with Chávez reporting his progress regularly. AP

But once his year in solitary is over, the door would likely be open for him to finally quit - with clubs like Barcelona and Bayern Munich possibly needing a new striker next summer. RESOLVE AND PAY RISE Newcastle's dream ending, for the players AND Howe. The only way back for Isak, in the eyes of fans, is to sign a new contract. That would reaffirm his commitment to the club. But it would likely end his chances of ever leaving in a big-money move. Shearer's thoughts on Isak Alan Shearer told The Rest Is Football podcast: 'Isak's got three years left. You can't not train or play. You're being paid by the football club. 'Whatever reason, whatever hump you've got, you still have a duty to the other players because of that contract, and to the football club, to go and train and go and play. 'There's a way of getting out of a football club, and refusing to train and play is not the right way.' When asked by Gary Lineker if Isak's situation mirrored that of Alexander-Arnold in his final months at Anfield, Shearer replied: 'You can't compare them at all. 'Trent came to the end of his contract, he didn't refuse to play, he didn't refuse to train. 'And then was well within his rights to leave. Isak's got three years left on his contract. It doesn't take a genius to work that out. 'I sat down with him five, six months ago and I didn't see this in him. I thought he was a manager's dream, the way he spoke.' 'So obviously something has massively upset him and we don't know that. But those two circumstances, Trent and Isak, are totally different.' STAY A YEAR, SELL TO NON-RIVAL Another solution could be for Isak to put aside his issues and agree to stay for a year. This would then see Newcastle sell the Swede next summer at a set price. However, the door may only be open to a non-rival club in order for Toon to protect their interests in the Premier League. One past example was Luka Modric's move from Tottenham to Real Madrid in 2012, when the previous year saw him push to join London rivals Chelsea. And many are sure to be watching from the sideline in case Isak opens the door to a switch late on. The wages on offer could certainly make it a tempting offer if there are no other options on the table. But Toon's ownership by Saudi's PIF, who are also in charge of most of their nation's top clubs, means they would not be able to use the Isak money to balance PSR and Financial Fair Play numbers. LOAN EXIT A final way out for Isak could be a temporary one. A loan move would allow him and Newcastle to part ways and put their issues on hold for one season. Then next summer, the two parties can meet with all cards already on the table. Victor Osimhen had a similar situation last year as he eventually moved from Napoli to Galatasaray, while Marcus Rashford ditched Man Utd for Aston Villa before joining Barcelona.
