
New Zealand's $64 Billion Spend On Natural Hazards Heavily Skewed To Recovery Over Resilience

Research commissioned by IAG New Zealand shows that the Government has spent at least $19 billion on responding to natural hazards since 2010, and a further $14 billion through its public insurance schemes.
When the $31 billion spent by private insurers is included, the total cost of natural hazards since 2010 is $64 billion. Adjusted for inflation this equates to an average of $5.5 billion per year, of which the Government's share is about half.
IAG New Zealand CEO Amanda Whiting says: 'This research highlights again the significant financial cost that natural hazards have on New Zealanders, and the urgent need to reduce their impacts.
'These costs represent a drag on our economy and work against the growth and financial strength required to support the needs and aspirations of New Zealanders.'
The research also shows that 97% of the Government's expenditure was on responding to and recovering from natural disasters, with the response to the Canterbury earthquakes, Kaikoura earthquake and the North Island weather events of 2023 dominating spending. Only 3% was spent on risk reduction and resilience.
The total amount spent, will in fact, be much higher. This is because this research does not include significant spending by local government, such as the $8.2 billion that the Christchurch City Council is projected to ultimately spend on recovery in response to the Canterbury and Kaikoura earthquakes. It also does not include the wider social and economic costs which Deloitte suggests could account for at least 50% more cost [1].
Amanda Whiting adds: 'It is clear we need to do more to reduce natural hazard risk, especially when we know that there is a strong case for doing so. International research shows that a dollar invested in risk reduction can reduce spending on response and recovery by four dollars [2].
'Reducing natural hazard risk is as much about improving the decisions we make as the money we spend to improve the safety and resilience of our homes, businesses and infrastructure.
'It is also clear from this research that New Zealand has an incomplete understanding of the costs of its natural hazards. Fixing this will enable better decisions to be made on when, where and how to reduce risk. This is becoming even more important as natural hazard events increase in frequency and severity.
'We need to prioritise improving how the actual costs of natural hazard events are recorded by central and local government, so that we know how much we are spending, on what and where. Alongside this, we must quickly move to understand the underlying trends, regularly model the expected financial impact of natural hazards, set relative benchmarks and closely monitor changes in risk over time.
'IAG continues to invest significantly in data and its application to improve decision making and is working with government and other partners to put this capability to use in improving how natural hazard risk is managed. This is a priority for us and must be a priority for New Zealand.'

Higher starting debt, unfavourable interest rates, adverse growth trends and long-term pressures from aging and climate change are converging into a perfect storm. Despite claims of $44 billion in savings, the Government has reallocated spending rather than shrinking it. It's hard for hope not to fade when our government appears to lack the mettle to take the bull by the horns. The 'price of butter' facade may have fooled some, but not many. Butter is a product that hasn't changed in eons – full cream milk, add salt and churn. No smoke and mirrors or PR spin, just butter. Yet politicians obsess over its retail pricing while avoiding hard decisions on fiscal consolidation that might actually address underlying inflation pressures. The great capital migration Capital flows as freely as people in an interconnected world. Just as 230,000 Kiwis have voted with their feet over two years seeking better opportunities offshore, smart money increasingly looks beyond our borders for superior returns. The recent emigration shows a damning verdict on New Zealand's economic trajectory. These are productive citizens, who see limited prospects in a country determined to tax productivity whilst subsidising speculation. Human capital flight and financial capital mobility share parallels –both respond to incentives and seek the best risk-adjusted returns. Housing market dysfunction remains Our housing market remains in purgatory, with prices stubbornly elevated while transaction volumes are sluggish. Latest data shows 'days to sell' extending and prices slipping nationally for six of the past seven months. Wednesday's modest rate cut is unlikely to break this deadlock. Young Kiwis are emigrating, recognising their homeownership prospects have been systematically destroyed by policies prioritising incumbent wealth over economic dynamism. The social contract promising hard work would lead to homeownership has been broken: 72% of Kiwis without a home believe buying a property is beyond their reach. Yet, many Kiwis remain dangerously over-exposed to residential real estate. Rethinking investment The traditional Kiwi approach of leveraging into property and hoping for the best is dangerous where house prices may stagnate while debt service costs remain higher. Global equity markets continue to climb, with the S&P 500 delivering 5-year annualised returns of 15.71%. Meanwhile, New Zealand's NZX50 has delivered a dismal 1.8% annualised return over the same period. The performance gap is devastating. A $100,000 investment in the S&P 500 over five years would have grown to $208,000, versus approximately $109,000 in the NZX50. This $99,000 difference is a documented reality for investors who remained domestically focused while global opportunities compounded wealth at dramatically higher rates. Complexity extends beyond simple asset allocation. Tax implications vary dramatically between domestic and international investments. Currency hedging decisions can make or break returns. Liquidity needs must account for potential emigration scenarios – a consideration rational investors now embrace. Economic crossroads ahead New Zealand stands at an economic crossroads between fiscal irresponsibility leading to Japanese-style stagnation, or making hard decisions to restore economic dynamism. Next Wednesday's timid rate cut suggests we're choosing the former. For investors, the message is clear: adapt or suffer consequences. Capital, like talent, flows to where it's best treated. The 230,000 Kiwis who've recognised this reality are canaries in the coal mine. Smart investors should ensure their wealth enjoys the same mobility their fellow citizens have embraced. Local elections 2025: Newcomer Greg McPhee makes bid for Whanganui mayoralty
McPhee said the council had done well to get the average rates rise to 2.2% for 2025/26. 'I reckon I can get it to zero or better, and still be moving forward. 'I'm here to break down some of the pomp and ceremony of councils. I'm definitely not here for the salary.' McPhee said he was a big advocate for mental health. Whanganui's homelessness situation deserved more attention, and he believed people needed to help themselves 'or they've got to want help'. 'All these church groups that play a role, and other groups involved in the whole mental health/homeless/kids-out-of-control situation, need to get down to the grassroots and be talking one-on-one. 'That's something I'm keen to get involved in. 'I also know there are a lot of lonely older people out there. Maybe we can set up a hotline so people can go and mow their lawns if they're struggling, on a volunteer basis.' He said the council owned a lot of buildings in the district and one could be turned into a community centre. There should be free parking in central Whanganui, McPhee said. 'Taking $70 out of the average family person's pay packet for a parking offence is pretty tough going.' Councils set the price for per-hour parking charges but the Government is responsible for setting infringements. He said he did not want to make big plans before getting his head around council facts and figures, and where its balance sheet sat. 'Getting good cohesion, teamwork and a good fun spirit within the dynamics of the council itself is a good starting point. 'Right from the lowest-paid council team member to the chief executive, everyone has a role to play and is equally important.' McPhee said he was not interested in putting up billboards around town during the campaign - 'that money is better off going to charity' - and would not participate in meet-the-candidates events. 'In some ways, it's a bit of an insult to people that are going to vote, they've got someone's mug thrown at them while they're going about their Sunday drive.' He ran for the Wellington City Council in 2010, in the Paekawakawa Southern Ward, but lost to Paul Eagle. He is also running for a councillor seat in Whanganui. 'I'm not really prepared to go along to residents [and ratepayers] association meetings because, when I've run [for council] in the past, it's usually family, friends or aligned party faithful who have already made up their minds. 'No billboards, no bulls***, let's get on with it.' A referendum on Māori wards will run at the same time as this year's election. McPhee said he would form his own opinion on their retention but it was up to the people to decide. If elected, there would be a revolving door policy, not an open door policy for his office, he said. 'If you've got something to contribute and say, you come in. 'If you're full of s*** and wasting my time, the door will flick you straight back out.' He said he had a long association with Whanganui, particularly through motorsport, which was a major passion. 'I've got a lot of mates who live here who retired from Wellington. 'You pop around for a cup of tea, then take the bike out through the Paraparas and down through Pipiriki and Jerusalem.'
