Caste killing case transferred to CB-CID; accused detained under Goondas

Tirunelveli: The investigation into the murder of 27-year-old dalit man Kavin Selvaganesh has been transferred to the Crime Branch-Criminal Investigation Department (CB-CID), the Tamil Nadu police said in a statement on Wednesday.

This was because the parents of the main accused, S Surjith, 23, are serving as sub-inspectors in the Tamil Nadu Special Police Force, it said. Both Saravanan and Krishnakumari, named as co-accused in the FIR, were suspended from service. "Considering the seriousness and importance of the case, and to guarantee an independent and unbiased investigation, the case has now been handed over to the CB-CID," the release added.
Earlier in the day, Surjith was detained under Goondas Act following a detention order issued by Tirunelveli commissioner of police Santosh Hadimani.
Meanwhile, for the fourth consecutive day, Kavin's parents refused to receive his body, demanding the arrest of Subashini's parents and action against police officials allegedly complicit in the case.
Speaking to reporters in Tirunelveli, Kavin's father Chandrasekar alleged that Palayamkottai inspector Kasi Pandian threatened his son 15 days before the murder.
"Even now, no senior officer has come forward to investigate. Pandian should be dismissed. If the govt does not act, we will resort to all forms of protest," he said.
Kavin, a native of Tuticorin district and belonging to the scheduled caste devendra kula vellalar community, was hacked to death on July 27 at KTC Nagar in Tirunelveli. The murder is believed to have been triggered by his relationship with Subashini, a woman from the maravar caste.

Meanwhile, A Kathir, founder of the dalit rights NGO Evidence, demanded that Krishnakumari and Saravanan be arrested immediately. At a press conference in Madurai, he claimed that Kavin's family possesses chat records confirming the relationship between Kavin and Subashini. "This doesn't appear to be a murder executed solely by Surjith. The injury marks on Kavin's body suggest the involvement of trained assailants.
The postmortem was done in haste, and we demand a second, transparent autopsy," he said.
Kathir urged chief minister M K Stalin to respond to the incident, drawing parallels with the custodial death case in Madapuram. He called for a dedicated law to prevent caste-based killings in the state. Later in the evening, senior ministers K N Nehru and Anitha R Radhakrishnan, along with south zone IG Prem Anand Sinha and Tirunelveli city police commissioner Santosh Hadimani, met Kavin's parents and urged the family to receive the body, stating that the case had been transferred to the CB-CID.
However, Kavin's parents refused to receive the body, insisting that Surjith's parents must be arrested since they have been named as accused in the FIR.

Tirunelveli: The mortal remains of scheduled caste (SC) youth C Kavin Selva Ganesh were laid to rest at his native place, Arumugamangalam at Eral in Tuticorin district, on Friday as his family agreed to accept the body after protesting for more than five days. The family has been demanding justice for Kavin, who was murdered by his girlfriend's brother Surjith who opposed their relationship as the woman belonged to the most backward community. On Friday morning, Kavin's mortal remains were handed over to his parents and relatives at Tirunelveli govt medical college hospital after post-mortem. Municipal administration minister K N Nehru and Tirunelveli collector R Sukumar paid tributes to the body which was then transported to Arumugamangalam amid police security. A large number of villagers and relatives gathered for the cremation. Tuticorin MP K Kanimozhi, social welfare minister P Geetha Jeevan, fisheries minister Anitha R Radhakrishnan, Tuticorin collector K Elambahavath, and Naam Tamilar Katchi (NTK) leader Seeman consoled the family. Tamil Nadu State Commission for SC/STs chairperson S Tamilvanan handed over a cheque of Rs 6 lakh as compensation to Kavin's family and assured prompt legal action in the case. "We will pressure the state and central govts to enact a separate law for handling caste killings. Caste violence affects the whole society. Any woman above 18 years of age and man above 21 years of age should be free to pick their partner of their choice for marriage," said Tamilvanan, chairing a review meeting in Tirunelveli. He also recommended ensuring protection for Kavin's family. Kavin's murder case was transferred to CBCID on Wednesday. S Surjith, 21, the brother of S Subashini, the woman who was reportedly in a relationship with Kavin, was arrested for the murder and detained under the Goondas Act. Later, their father Saravanan, a police sub-inspector attached to Tamil Nadu Special Police (TSP), was also arrested. Their mother, Krishnakumari, who is also an SI attached to TSP, was suspended along with Saravanan but not arrested, though booked in the case. Tirunelveli city police have clarified that there were no previous police complaints against Kavin regarding the love affair and no police officer threatened Kavin or his family members.

The Civil Supplies – Criminal Investigation Department (CID) has booked 6,025 cases so far this year, and arrested 6,272 persons involved in smuggling and selling essential commodities meant for the Public Distribution System (PDS) in the black market. The Civil Supplies- CID has been conducting regular patrols to prevent the smuggling and hoarding of PDS items. A press release said a total of 6,025 cases were registered under the Essential Commodities Act, 1955, from January 1 to July 31 this year, and goods worth ₹1.84 crore — 2,342 tonnes of rice, 13,720 litres of kerosene, 1,725 cooking gas cylinders, and 64 other essential commodities — were seized. A total of 6,272 persons involved in such illegal activities were arrested, and 1,362 vehicles used for smuggling were confiscated. Apart from these, 2,880 vehicles were released after seizure.

A few weeks after they placed a Gandhinagar-based doctor under 'digital arrest' for 103 days, threatening her into handing over Rs 19.24 crore to them, eight members of a gang of alleged conmen have been arrested, the State Cyber Crime Cell of the CID said on Friday. The accused have been identified as Yashpalsinh Bharatsinh Chauhan (24), Naaz Ibrahim Razsumra (23), Nilesh Jaman Raank (32), Jaydev Bankesh Nirmal (20), Ameer Hussain Anwar Manek (21), Shabbir Hanif Samvat (23), Rashid Ramzan Pathan (21), and Ismail Bachu Khumbiya (29). They were arrested from Rajkot, Amreli and Jamnagar with the help of local police and brought over to Gandhinagar, police said. On how they cracked the case, a statement from the State Cyber Crime Cell said they followed the money trail to bank accounts into which the victims had been made to deposit the money. They had received alerts that more than Rs 50 lakh had been withdrawn from eight of the accounts through self-cheques, police said. Based on this banking information, three teams were formed by Detective Inspector ND Ingrodiya. These teams sought help from local police, tracked down the accused persons in the three cities, and placed them under arrest, said police. Police are yet to recover the money that the cybercriminals cheated out of the victim since they have spread it over a vast network through angadia (informal courier) firms, Superintendent of Police (SP) Dharmendra Sharma said. The search for other unknown accused persons is also underway. Case background On July 28, the State Cyber Crime Cell said it was investigating a case where at least five accused persons, identifying themselves as a telecommunications official, police sub inspector, two public prosecutors, and a notary officer, had contacted the complainant through different mobile numbers and accused her of money laundering. They cheated her of Rs 19.24 crore in the guise of verification of her properties, police had said. The accused told the woman that a case of money laundering had been registered against her. The accused then sent a fake letter in which the complainant had been named as accused in a purported case of violations of the Foreign Exchange Management Act (FEMA) as well as under the Prevention of Money Laundering Act (PMLA) by the Enforcement Directorate (ED). They warned the victim against talking to anyone about the matter, said police. According to a statement from the State Cyber Crime Cell, 'The accused persons then kept their hapless victim under digital arrest for 103 days, from March 15 to June 26, through WhatsApp video calls. (She) was told that a man in civilian dress was keeping an eye on her and if she wanted to get out of the case, she would have to provide information about all her properties.' It further said, 'After the complainant provided the information about the properties, the accused persons made her withdraw her Fixed Deposit (FD), sell the gold in her house and take a loan against the gold in her bank locker. They made her sell her house and shares in her stock market portfolio, and got her to transfer a total amount of over Rs 19 crore to different bank accounts on a fake receipt of 'Financial Supervisionary Freezing Certificate' on the false promise that the money would be returned to her after investigation.' Investigation in the case is underway.
