
Economists Urge Action To Prevent ‘AI Poverty Traps'

The economists argue that in developing AI policies, the international community must learn from the successes and failures of foreign aid.
Artificial intelligence could deepen inequality and create 'AI-poverty traps' in developing nations, write economists Dr Asha Sundaram and Dr Dennis Wesselbaum in their paper 'Economic development reloaded: the AI revolution in developing nations'.
Sundaram, an associate professor at the University of Auckland Business School, and Wesselbaum, an associate professor at the University of Otago, say developing countries lack the necessary infrastructure and skilled labour force to capitalise on AI's potential.
'The downside is that there isn't a lot of capacity in some countries in terms of digital infrastructure, internet, mobile phone penetration,' says Sundaram.
'Much of the technology is controlled by firms like Google and OpenAI, raising the risk of over-reliance on foreign tech, potentially stifling local innovation.'
Without strategic interventions, Wesselbaum says AI may create an 'AI-poverty trap': locking developing nations into technological dependence and widening the gap between global economies.
'For developing countries, AI could be a game-changer; boosting productivity, expanding access to essential services, and fostering local innovation – if the right infrastructure and skills are in place.'
Financial support from developed countries and international bodies like the UN could help cover upfront costs through grants, loans and investment incentives, according to the research.
'We also need robust legal and regulatory frameworks to support responsible AI by addressing data privacy, ethics, and transparency concerns,' says Sundaram.
The economists argue that in developing AI policies, the international community must learn from the successes and failures of foreign aid.
'Aid has often failed to spur lasting growth in developing countries,' says Sundaram, 'partly because it can create dependency, reducing self-reliance and domestic initiatives.'
She highlights a need for policies to mitigate the downsides of AI, both in developed and developing countries.
Such policies could include an international tax regime that would allow countries to capture tax revenue from economic activities driven by AI inside their borders.
Sundaram's involved in one such project in Ethiopia where artificial intelligence is being harnessed by the government and the country's largest telecom provider to support small businesses excluded from formal banking due to lack of collateral.
By analysing mobile money transactions and how much these businesses pay and receive, algorithms estimate how much credit can safely be offered, enabling small loans and helping integrate marginalised enterprises into the formal economy.
Artificial intelligence holds the power to transform development trajectories, but without targeted investments and inclusive policies, says Wesselbaum, it risks deepening the digital divide and entrenching global inequality.

Interdisciplinary social scientist Dr Noel Packard, of Auckland, will present her research into how the internet's foundations were quietly laid under Cold War secrecy during sessions at the New Zealand International Science Festival. Her University of Auckland media, film and television PhD thesis traces how the United States military network that became today's internet began as a way to electronically track political activists and communists. The first high-powered "interactive" computer networks were bankrolled by the US to fight a new kind of counterinsurgency warfare against communism. "Probably half of our taxpayer money went to the military in the Cold War, if not more," she said. The 1959 defence directive that authorised funding the experimental Advanced Research Projects Agency Network (Arpanet), precursor to the modern internet, required real-world trials. Trials ran in Vietnam, South America, the US and other countries. Electronic tracking of activists and the neutralisation of alleged communists proved the system's worth under the name of anti-communism. "That was a good patriotic thing that could get Congress to approve that amount of money to build this new kind of counterinsurgency." The seismic shift brought by the World Wide Web meant the pre-internet and post-internet eras should be distinguished, just as scholars separated BC and AD, pre and post-World War 2 or the Dark Ages and the Enlightenment, she said. To untangle the internet's early phases, Dr Packard collaborated with graphic designers to create infographics charting secret military tests in the 1960s-70s, wider distribution in the 1980s and full commercialisation as the public internet from the 1990s onward. One infographic depicts the development of the internet as a tree growing up through a lake: the leafy canopy above the water representing the public network, while the "submerged roots" underscore how much of the internet's foundation was built out-of-sight or to be "non-evident". For most users, those deep roots remain invisible. "I think it should be a common way of looking at internet history because if you have that understanding, you are more inclined to use the electronic media in a way that is more cautious or more careful. "People should know the dangers as well as the good things about the internet: where it came from, what the networks were used for, what they grew out of." Dr Packard will present her collaborative efforts with graphic designers Hannah Day, Milan Law and Emma Ryan, of Bowman Communications, to chart the history of pre-internet network in infographics during the New Zealand International Science Festival. Uni pumps $1.3b a year into city economy
The University of Otago injects $1.3 billion a year into Dunedin's economy, a new report says. The university's 2024 Economic Impact Report, presented at this week's university council meeting, paints a surprisingly rosy picture. It utilises a standard economic contribution methodology to estimate the economic impact for the university for last year. "Due to assumptions and limitations underpinning such a model, these figures should be regarded as an indicative rather than a definitive picture of economic impact." The report estimated Otago University comprised 15% of Dunedin's gross regional product and directly and indirectly accounted for 9% of the local workforce. It added $1.3b total value and a total employment impact of 6259 fulltime equivalent jobs. The university had 18,690 FTE students enrolled last year and is one of New Zealand's largest employers. Staff work in Dunedin, Christchurch, Wellington, Auckland and Invercargill, although the majority of staff (85%) and students (92%) are based in Dunedin. Due to its presence in other parts of the country, the university also injected cash into Christchurch and Wellington, mainly through the university's health sciences-focused campuses in both cities. In Christchurch, the total value added in 2024 was estimated at $88m and total employment impact of 368 FTE jobs; in Wellington the total value added was estimated at $83m and total employment impact of 349 FTE jobs. It also pumped money into Invercargill ($5.8m) and Auckland ($17.6m). Infometrics economist Dr Adolf Stroombergen said the numbers were "impressive", but "the thing is that these reports never produce the counterfactual of what would happen if the university did not exist". "That said, the university is clearly a fulcrum of Dunedin's economy. Reports such as these are a great way to remind local and national politicians exactly how important universities are". Otago University vice-chancellor Grant Robertson said it was the first time the university's contribution to the national economy had exceeded $2b. 'We know the university makes such a valuable educational contribution to the country. It is terrific to know it also makes a valuable financial contribution. 'This contribution has a direct impact on local economic development, but the wider flow-on effects are even greater. "The institution, our staff and students spend widely with local businesses and contribute to the social and cultural vibrancy of communities.'
