Govt bond push: Sebi eases compliance rules for G-Sec FPIs, KYC norms and disclosure timelines relaxed

In a move aimed at boosting long-term foreign investment in Indian debt markets, Sebi on Wednesday approved several compliance relaxations for Foreign Portfolio Investors (FPIs) that invest exclusively in Indian government securities (G-Secs).
The decision, taken at the regulator's board meeting, is expected to simplify onboarding, reduce paperwork, and improve ease of doing business for these investors at a time when global interest in India's debt market is rising.
'With an objective to enhance ease of doing business through a risk-based approach and optimum regulation, the board approved the proposal to relax certain regulatory requirements for all existing and prospective FPIs that exclusively invest in G-Secs,' Sebi said in a statement, PTI reported.
Currently, FPIs invest in Indian debt through the General route, the Voluntary Retention Route (VRR), and the Fully Accessible Route (FAR). Both FAR and VRR allow investments with minimal restrictions.
As part of the new measures, Sebi said KYC review timelines for G-Sec FPIs will now be aligned with Reserve Bank of India (RBI) norms, resulting in fewer periodic compliance requirements. Moreover, those investing via the FAR route will no longer need to disclose investor group details.

The regulator also decided to allow Non-Resident Indians (NRIs), Overseas Citizens of India (OCIs), and Resident Indian individuals to be part of such government securities-focused FPIs (GS-FPIs), without the restrictions that typically apply to other FPI categories. However, existing rules under the Liberalised Remittance Scheme and limits for global funds with less than 50% Indian exposure will continue to apply.
In another easing of norms, Sebi set a uniform 30-day window for reporting all material changes by such investors, replacing the current requirement that varies between 7 and 30 days depending on the type of change.
Sebi said these changes would apply during onboarding and any future transition between GS-FPI and other FPI categories, subject to conditions that may be specified by the regulator.
India's inclusion in global bond indices such as those by JP Morgan, Bloomberg, and FTSE is expected to draw greater foreign interest in G-Secs. According to Sebi data, FPI investment in FAR-eligible bonds had already crossed Rs 3 lakh crore ($35.7 billion) by March 2025.

1 2 3 4 Kozhikode: The Union environment, forest and climate change ministry has granted clearance for the construction of the controversial Rs 2,134-crore Wayanad (Anakkampoyil-Kalladi-Meppadi) twin tunnel road. The environmental clearance was granted based on the recommendation of the expert appraisal committee (infrastructure, CRZ and other miscellaneous projects), which had laid down over 60 conditions. Work on the tunnel road can now start after signing the contract, said Tiruvambadi MLA Linto Joseph of CPM. He said chief minister Pinarayi Vijayan would inaugurate the work next month. "The tunnel construction will be carried out under a tripartite agreement between PWD, KIIFB and Konkan Railway. The contract has been awarded to Bhopal-based Dilip Buildcon and Kolkata-based Royal Infrastructure. The tender process is over," he said. The central order states that clearance has been granted subject to the compliance of the 60 specific conditions laid down by environmental impact assessment, in addition to all standard conditions applicable to such projects. It said that during the operational stage, regulating speed can help mitigate adverse vibration impacts. "Additionally, ground settlement and potential subsidence in fracture zones necessitate documenting the tunnel's overburden architecture early in the process to guide precautionary measures. Other impacts include groundwater seepage through fractures, which can be evaluated through horizontal boreholes during tunnelling and guiding measures like selecting appropriate tunnelling methods. Monitoring for material creep and landslips near steep slopes should involve installing landslide sensors and vibration monitors," the order said. Environmentalists had raised concerns about the project's adverse ecological impact as it passes near high landslide-prone areas which had witnessed catastrophic landslides in 2018 and the Mundakkai-Chooralmala landslides in 2024. They had vowed to challenge the decision to grant environment clearance legally. The state-level expert appraisal committee had earlier given its approval for the project. However, the term of the members of the state environmental impact assessment authority, which was to give the final approval, expired following which the project was referred to the central expert committee.

PM Modi holds productive talks with Croatian PM Plenkovic in Zagreb; also meets President Milanovic

Zagreb (Croatia), June 18 (UNI) Prime Minister Narendra Modi held productive talks with his Croatian counterpart Andrej Plenkovic in Zagreb today, with the two sides agreeing to work closely in the fields of defence and security, pharma, renewable energy, and IT. Later, PM Modi called on President Zoran Milanovic. He also took a walk, accompanied by the Croatian PM, of the city square. PM Modi is the first ever Indian PM to visit Croatia. PM Modi said in posts on X: 'Held productive talks with my friend, Prime Minister Andrej Plenković in Zagreb. Our talks covered many sectors, aimed at making the India-Croatia bond even stronger. We will be working closely in the fields of defence and security, pharmaceuticals, agriculture, IT, renewable energy, technology and more. Synergies in areas like semiconductors, shipbuilding, connectivity and more will also be greatly beneficial.' The MEA spokesperson said: 'A new chapter in the India-Croatia relationship. 'PM @narendramodi held productive discussions with PM @AndrejPlenkovic in Zagreb, Croatia. 'The two leaders reviewed the full spectrum of India-Croatia bilateral relations & explored avenues to deepen collaboration in sectors like digital technologies, space, renewable energy, defence, maritime infrastructure, tourism and hospitality, amongst others. They noted that popularity of Indian culture, Indology and Yoga in Croatia have brought the people of the two countries closer. Prime Minister conveyed wishes for the celebration of the upcoming International Yoga Day on June 21 to all yoga enthusiasts in Croatia. The leaders noted the recent initiatives at building start-up and innovation partnerships. They recognized the need to encourage greater business-to-business collaboration and facilitate investment partnerships and joint ventures to drive inclusive and sustainable growth in both countries. Towards this objective, Prime Minister Modi suggested that Croatia could leverage India's skilled talent and called for setting up institutional collaboration in the field of mobility. They agreed on the importance of improving connectivity, including through the India-Middle East-Europe Economic Corridor [IMEC]. Croatia can serve as India's gateway into Central and Southeastern Europe. The leaders also discussed important regional and global issues of mutual interest. They exchanged views on reform of the United Nations and other international institutions, climate change action and threats posed by terrorism. Prime Minister thanked Prime Minister Plenkovic for the strong support and solidarity extended by Croatia to India in its fight against terrorism. The two leaders expressed satisfaction at the deepening of India-EU strategic ties and conveyed their support for early conclusion of the India-EU Free Trade Agreement. Following the talks, four MOUs in the fields of agriculture, science & technology and culture, and on renewal of a Hindi Chair were signed. A Joint Statement was issued on the occasion. Prime Minister Plenkovic hosted a dinner in honour of Prime Minister Modi. Prime Minister Modi invited Prime Minister Plenkovic to visit India at a mutually convenient time. On the meeting with the President of Croatia, the MEA spokesperson said in a post on X: 'India-Croatia| Laying the foundation for a renewed partnership. 'PM @narendramodi held fruitful talks with President Mr. Zoran Milanović in Zagreb, Croatia. 'The leaders reiterated their commitment to further strengthening India-Croatia ties across trade, technology & cultural cooperation and expressed their shared commitment to democratic values & global peace.'
