
BSNL transfers over 800 execs, to fill revenue generating roles on priority

) has transferred nearly 4% or 839 of its overall executives citing promotions and long stay at present locations and sought to 'fill revenue generating posts' on priority basis.
In an order issued on May 2, 2025, reviewed by ETTelecom, the executives across telecom, finance and civil functions were shifted to multiple circles, which, according to employee groups, may cost the financially struggling telco about ₹12.5-crore.
BSNL employs nearly 20,000 executives and 30,000 non-executives.
'The officers belonging to various cadres of telecom, finance, civil, electrical, architecture and telecom factory stream are hereby transferred and posted to the circle indicated against their names due to reasons such as promotion, own request, long stay with immediate effect and until further orders,' BSNL said.
The state-run telecom carrier also directed chief general managers that 'revenue-generating posts' in the enterprise business, consumer mobility and consumer fixed access (CFA) verticals should be filled on priority.
Employee groups who are in discussions with BSNL management say that not only would such action cost about ₹12.5-crore burden in transfer allowance for relocations, but such a 'large arbitrary transfers would also lead to instability in key roles, including affecting productivity, project continuity, and customer service.'
'The executives promoted mostly are trained professionals occupying the core operation and maintenance jobs at BSNL and are largely responsible for the smooth working of the organisation. None of these postings are need-based, and are done on a pick and choose basis,' a senior executive said on condition of anonymity.
The move comes close on the heels of employee unions affiliated with Bharatiya Mazdoor Sangh (BMS) planning a two-month protest following delays in the commercial rollout of fourth generation or 4G and fifth generation (5G) services, challenges in BharatNet III program execution, and dwindling enterprise business.
Bharatiya Mazdoor Sangh represents more than 3 crore workers nationwide.
The executives said these factors are contributing to a huge subscriber port-out from BSNL to rival telcos, resulting in a significant revenue loss for the public sector telco.
BSNL has 91 million wireless users, as per the Telecom Regulatory Authority of India (Trai) data for February 2025.
In June last year, BSNL transferred more than 475 employees, including 265 from the sub-divisional engineer (SDE) rank and 265 employees of the divisional engineer (DE) rank. However, only 20% of the employees were relieved so far.
BSNL expects the revenue to increase by 20% by Q4FY25 owing to reduced finance cost and overall expenditure.

BSNL to add 1 lakh more 4G towers; to seek cabinet nod: MoS Chandrasekhar
State-owned Bharat Sanchar Nigam Limited (BSNL) is set to install an additional one lakh (100,000) 4G towers following the successful deployment of its first one lakh towers this month, said the Minister of State for Communications Pemmasani Chandrasekhar. The minister, in an interview with TNIE, revealed that the Department of Telecommunications (DoT) will soon seek Cabinet approval for the next phase of BSNL's 4G expansion in the country. 'After successfully installing 100,000 towers with optimal 4G equipment, we will approach the Cabinet and Prime Minister Narendra Modi to approve another 100,000 towers,' said the minister. 'We also plan to increase BSNL's cash flow, which will enable us to install more 4G and 5G equipment and to monetize BSNL's assets.' BSNL opted for indigenous 4G technology instead of foreign-made equipment used by private telecom service providers such as Reliance Jio, Bharti Airtel, and Vodafone Idea. This is one of the key reasons the telecom operator is yet to roll out its commercial 4G and 5G services in the country. The company awarded a contract in May 2023 to a Tata Consultancy Services (TCS)-led consortium including Tejas Networks, the Centre for Development of Telematics (C-DOT)—India's telecom technology development center, which developed the 4G core—and ITI Ltd, to provide 4G equipment for 100,000 new telecom towers. The contract also includes network gear worth about `13,000 crore, third-party components, and a 10-year annual maintenance contract (AMC).

Sterlite Technologies stock price in focus today: Shares of Sterlite Technologies, one of the largest manufacturers of Optical Fiber and Optical Fiber Cables, surged 15.2% in intraday trade on Thursday, June 12, hitting a 4-week high of ₹ 88.7 apiece. The rally followed the company's announcement, via a regulatory filing on June 11, that it had signed an agreement with Bharat Sanchar Nigam Limited (BSNL), in consortium with Dilip Buildcon, for ₹ 2,631.14 crore telecom project. The company said the contract was secured through its demerged Global Services business, STL Networks. The project involves the design, supply, construction, installation, upgradation, operation, and maintenance of the middle-mile network for BharatNet in the Jammu & Kashmir and Ladakh telecom circles. The order will require three years for construction, and ten years of maintenance contract, the company said, involving ₹ 1620.50 crore in capex, operating expenditure of ₹ 972.30 crore for newly constructed network and ₹ 38.33 crore as opex for existing network. In Q4 FY25, the company's Optical Networking business reported 26% year-on-year revenue growth and a 110% increase in EBITDA compared to Q4 FY24. This growth was driven by strong momentum in the Enterprise Connectivity and Data Centre businesses, along with a 22% attach rate in the Optical Connectivity (OC) segment. The company reported revenues of ₹ 1,052 crore and ₹ 3,996 crore for the full FY25 across its business units—Optical Networking and Digital. STL delivered an EBITDA margin of 13.8% and EBITDA of ₹ 146 crore, the highest in the past six quarters. In its earnings filing, the company stated that the Enterprise and Data Centre businesses saw robust demand in Europe and India, as STL supported key players in these regions to expand their end-customer connectivity solutions.
