World Bank rates $118m KP project as ‘moderately satisfactory'

ISLAMABAD: The World Bank has rated the implementation progress of the 'Khyber Pakhtunkhwa Revenue Mobilization and Public Resource Management' project of around $118 million as moderately satisfactory.
The project was approved in June 2019 with the development objective of increasing the collection of Khyber Pakhtunkhwa own source revenues and improve the management of public resources. The closing date of the project is end June 2026.
Official documents revealed that the project became effective on June 18, 2019, with original closing date of 31 December 2024. However, the project delayed and the cost was revised to $110.85 million while the closing date to end June 2026. So far $96.36 million were disbursed while $19.05 million remained undisbursed.
KP to allocate 100pc funds for near completion projects
Progress towards achievement of project development objective is also rated as moderately satisfactory.
The programme has recently made good implementation progress. The key achievements include efforts to improve cash management, digitising Urban Immovable Property Tax records in 10 cities, spending 82 per cent of Annual Development Funds on capital investments in fiscal year 2024, and rolling out the Financial Management Information System (FMIS) to 127 Tehsil municipal authorities. The operation support unit and shared services unit have been revamped, and plans have been revised to align with the programme's revised timeline.
According to the bank documents, as per revised estimates, Khyber Pakhtunkhwa collected tax revenues of Rs56 billion from own sources in fiscal year 2024. Around 57 per cent of tax revenue was collected from sales tax, whereas, 25 per cent of tax revenue was collected from land revenue, stamp duty, property tax, and motor vehicle tax. Final audited numbers for tax revenue collection will be available by June 2025.
The province's tax collections up to February 2025 was Rs36 billion or USD 129 million, against the target of USD 212 million. The provisional numbers for own source tax collections during fiscal year 2025 will be available by June 2025.

MUMBAI: The Indian rupee was largely flat on Wednesday, holding near 87 per dollar, amid dollar sales by foreign banks, which offset broader demand for the U.S. currency from corporates and short-term speculators. The rupee was at 87.0575 to the U.S. dollar at 10:52 a.m. IST, after trading between 87.1650 and 87.0050 through the session. Traders said foreign banks were active on offers for USD/INR, preventing the pair from pushing higher despite weaker Asian peers and hedging by importers. 'There's no shortage of dollar buyers. However, foreign banks have been hitting offers again, which is most likely driven by client flows,' a currency trader said. 'That's kept it (USD/INR) from moving up, like I had expected.' Fading risks of an upside breakout in USD/INR, a rally in local equities and position squaring have helped the Indian currency recover after recent pressure. In recent weeks, the rupee's direction has been dictated largely by domestic factors. News around U.S. tariffs on India has been a key driver, and more recently by S&P's upgrade of India's credit rating outlook and Prime Minister Narendra Modi's planned tax cuts on goods and services. On tariff-related news, U.S. Treasury Secretary Scott Bessent on Tuesday accused India of profiteering from its purchases of Russian oil during the war in Ukraine. His comments come at a time when U.S.-India relations are strained, with President Donald Trump imposing additional tariffs on New Delhi over Russian oil purchases. The tariffs are set to take effect next Wednesday. Meanwhile, other Asian currencies weakened on the day, while the dollar index inched higher. The key event this week is Federal Reserve Chair Jerome Powell's speech at Jackson Hole, Wyoming, on Friday.

Pakistan launches PRISM+ to upgrade payment and settlement system

The State Bank of Pakistan (SBP) launched its upgraded payment and settlement system, PRISM+, on Tuesday. 'Previously, we launched RAAST, Pakistan's instant payment system. With today's launch, Pakistan joins those few countries whose retail and large value payment systems and other infrastructure are based on the latest ISO standard,' said SBP Governor Jameel Ahmad, while addressing the launching ceremony. The central bank chief acknowledged the contribution of the World Bank in bringing 'this project to life'. 'Today, our financial landscape is rapidly digitising across payments, fintech, e-commerce and banking. We see innovation driving change both in service delivery and consumer preferences'. He said the recent digitisation of the ecosystem is visible in the emergence of retail payment infrastructure, i.e. RAAST. SBP chief says low domestic savings key structural challenge RAAST is Pakistan's first instant payment system that will enable end-to-end digital payments among individuals, businesses and government entities instantaneously. Ahmad informed that Pakistan has over 225 million bank account holders and digital wallet holders, of which around 96 million are unique. 'We have 28 million registered users of banking apps of commercial banks, 71 million users of branchless banking apps and 17 million users of the internet banking platform,' he said. The central bank chief highlighted the RTGS [Real Time Gross Settlement], a system for transferring large sums of money between banks in real-time. 'It ensures liquidity flows and supports the implementation of monetary policy through open market operations (OMO). The RTGS minimizes the risk of financial disruptions,' he said. Talking about PRISM [Pakistan Real-time Interbank Settlement Mechanism], the RTGS used in Pakistan, Jameel shared that in 2024, PRISM processed transactions worth Rs1,043 trillion. 'To put this in perspective, PRISM processed transactions 10 times the country's GDP,' he said. 'This shows the extent to which the PRISM supports the broader financial industry, especially our business community. 'With the implementation of PRISM+, we now move toward the next stage of progress. This system is built on the ISO 2022 financial messaging standard, which supports structured and data-rich financial communications.' He said PRISM+ also offers enhanced transparency, interoperability and automation across the payment and settlement ecosystem. 'This new platform also introduces advanced features, including liquidity management tools for smooth funds flow,' he said. Jameel said Pakistan's payment system now stands at par with global best practices. 'As we expand our digital payment infrastructure, security remains our key regulatory priority,' he said. Jameel emphasised that Pakistan's financial system must remain secure, transparent and trusted. He informed that PRISM+ was completed and went live in 14 months. 'PRISM+ is not just a technical system; it is a strategic asset to safeguard financial stability and support innovations of the new digital age,' he concluded.

JOHANNESBURG: South Africa's rand was weaker in early trade on Tuesday, as investors looked to the Fed's Jackson Hole symposium for hints on the US interest rate trajectory, while also eyeing inflation figures from Africa's most industrialised economy. At 0634 GMT the rand traded at 17.6550 against the dollar , down about 0.2% on Monday's close. Global investor focus is mainly on the Federal Reserve's annual symposium where Fed Chair Jerome Powell is due to speak on the economic outlook and the central bank's policy framework. ETM Analytics said the risk-sensitive rand will likely take cues from this meeting as it currently remains range-bound against the dollar. 'The USD-ZAR started the week on the defensive, which looks set to continue,' the note said. 'Expectations are for central banks to adopt a more dovish stance, but with some conservatism as the full effects of the tariffs remain unknown. Early signs that the global economy may be slowing require confirmation, which will take several more months.' Statistics South Africa will release July inflation data on Wednesday, with most analysts expecting a rise from 3.0% in June. South Africa's benchmark 2035 government bond was weaker in early deals, as the yield rose 1.5 basis points to 9.66%.
