Nitish Kumar Announces Domicile Policy For Teachers' Recruitment In Bihar

In yet another populist move in the run-up to the Bihar Assembly elections, Chief Minister Nitish Kumar on Monday announced a 'domicile policy' in recruitment of government teachers.
The CM, however, did not specify what percentage of recruitments was to be reserved for those born and raised in the state.
"The Education Department has been directed to make necessary amendments to the relevant rules to give priority to the residents (domicile) of Bihar in the recruitment of teachers," Kumar said in a post on X.
The NDA government in Bihar recently announced a slew of populist schemes, including 125 units of free electricity per month, hike in honorarium for several categories of support staff in government schools, increase in incentives for ASHA workers, reserving for "residents of the state" the 35 per cent quota for women, rise in social security pension and establishment of separate commissions for youths and sanitation workers.
In the X post, Kumar said, "Since the formation of the government in November 2005, we have been continuously working to improve the education system. A large number of teachers have been appointed to strengthen the education system," he said.
This will be implemented from the Teachers Recruitment Exam (TRE)-4, which will be conducted this year, while TRE-5 will be held in 2026, the chief minister said.
Instructions have also been given to conduct Secondary Teachers Eligibility Test (STET) before the organisation of TRE-5, he said.
Recently, amid growing clamour for a 'domicile policy' in Bihar, the Bihar Cabinet ordered that a quota of 35 per cent for women in government jobs will be restricted to only 'permanent residents' of the state.
In 2016, the state government introduced 35 per cent reservation for women in government jobs in the state at all levels.
Notably, the state has been witnessing attempts at public mobilisation on the issue of domicile, ahead of assembly elections. Leader of Opposition Tejashwi Yadav has promised '100 per cent domicile' if the RJD comes to power.
Union minister Chirag Paswan also came out in support of the demand for domicile a couple of days ago, but called into question the RJD's commitment to the issue.
A large number of job aspirants staged a protest in Patna on August 1, demanding the implementation of a domicile policy in government jobs and had blocked movement of traffic.

Rashtriya Janata Dal (RJD) leader and former Deputy Chief Minister Tejashwi Yadav on Saturday took a jibe at Union Home Minister Amit Shah, accusing him of delivering 'repetitive' and 'unproductive' speeches during his visits to Bihar, referring to it as "pakau-thaku". Speaking to the media, Yadav accused the Bharatiya Janata Party (BJP) of practising "politics of negativity" and ignoring pressing issues such as education, healthcare, poverty, and large-scale migration from Bihar. "Amit Shah speaks the same 'pakau-thaku' things whenever he visits. He should speak about the development of Bihar, about ending unemployment and inflation. He doesn't speak about any of these. Bihar will not benefit if they keep abusing Lalu Yadav and Tejashwi Yadav. Unless unemployment, poverty and migration end in Bihar, they do not speak about education and health facilities. Their is only the politics of negativity. Let them do it, this doesn't matter...," Yadav said. Amit Shah reached Bihar's Sitamarhi on Friday and laid the foundation stone for the redevelopment of Janki Mata Temple at Punaura Dham. Later, addressing a public rally, Shah lashed out at the Opposition over their criticism of the government's handling of Operation Sindoor, accusing the Congress party and Rashtriya Janata Dal (RJD) chief Lalu Prasad Yadav's camp of "opposing" the anti-terror operation. Shah also hit out at the Opposition parties for opposing the Special Intensive Revision (SIR) of the voter list in Bihar, accusing them of indulging in vote bank politics. He alleged that the opposition parties were opposing the SIR because infiltrators form part of their vote bank. The Union Minister further asserted that this exercise is not happening for the first time, and former Prime Minister Jawaharlal Nehru started it. On being asked about Chief Minister Nitish Kumar's meetings with Anant Singh and gangster-turned-politician Anand Mohan, Tejashwi Yadav chose a guarded response. "I do not want to comment on understand only the language of the AK-47. The Government seizes AK-47 from their house, and the same Government releases them. People of Bihar know very well who they are. Party spokespersons are there to speak on their behalf. It does not suit us to speak on them...," he said.

PATNA: Lok Janshakti Party (Ram Vilas) led by Union Minister Chirag Paswan is set to launch 'Chirag Ka Chaupal' campaign in election bound Bihar soon. Chirag, who was in Patna to celebrate Rakshabandhan on Saturday, told the media that LJP(RV) has planned several new programmes ahead of assembly elections. 'Chirag Ka Chaupal' is one among them and it would be launched soon. This campaign will involve senior leaders, including MPs, who will be assigned task to apprise people of party's 'Bihar First Bihari First' concept. During the campaign, Chirag will also interact with people and get feedback from them about the organisation. In response to a media query, union minister said that the NDA, a coalition of five political parties, would perform more than expectations in upcoming assembly elections and form the government again. 'The smile that you are watching this time (before election) will be bigger after the results of elections,' he told the media, while referring to NDA's poll prospects in state despite anti-incumbency factor against the ruling coalition. He expressed confidence that all allies of NDA will be offered respectable number of seats.
