Egypt PM heads to Spain for UN conference on financing for development
Prime Minister Mostafa Madbouly has departed for Seville, Spain, to attend the Fourth United Nations International Conference on Financing for Development (FFD4), scheduled to take place from 30 June to 3 July.
Madbouly will participate in the conference opening session on Monday on behalf of President Abdel-Fattah El-Sisi, according to a Sunday cabinet statement.
He will also attend the launch of the Seville Platform for Action, where he is slated to deliver a key address, in addition to Egypt's official statement during the general debate sessions of the conference.
The PM's agenda includes a series of meetings with heads of government, ministers from several nations, and leaders of regional and international organizations.
He is accompanied by Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat and Minister of Finance Ahmed Kouchouk.
The event, which aims to enhance international cooperation in financing for development, is expected to draw a significant number of heads of state and government, including Spain's Prime Minister and the UN Secretary-General, as well as leaders of various international institutions and organizations.
Egypt is set to present its financing model at the FFD4, showcasing its blended finance architecture and de-risking tools.
Earlier this month, at a high-level meeting ahead of the FFD4, El-Sisi outlined the pillars of Egypt's vision for enhancing international efforts to finance development, highlighting significant changes in the international trade landscape that are affecting the global economy.

SEVILLE, Spain, June 30 (MENA) - Prime Minister Mostafa Madbouli reiterated Egypt's full support for all reform measures taken by Tunisian President Kais Saied to preserve Tunisian institutions and achieve stability, security and sustainable development for the country. Madbouli made the comments during his meeting on Monday with Tunisian Prime Minister Sarra Zaafrani, on the sidelines of their participation in the 4th International Conference on Financing for Development (FfD4), which is held from June 30 to July 3 in Seville, Spain. The premier expressed Egypt's appreciation of the distinguished relations with Tunisia, citing the identical views of the two countries' political leaderships with regard to the most prominent common challenges at the domestic, regional and international levels. On her part, the Tunisian prime minister commended the great achievements witnessed by Egypt in the urban development field, which was exemplified in the construction of the New Administrative Capital and other mega projects. Zaafrani underlined the importance of promoting Tunisian-Egyptian relations to higher prospects. Madbouli said Egypt looks forward to strengthening ties with Tunisia, especially as the upcoming session of the Egyptian-Tunisian Joint High Committee is set to convene in Cairo in September under the leadership of both countries' prime ministers. He also voiced Egypt's hope for holding a joint business forum on the sidelines of the Egyptian-Tunisian Joint High Committee meeting, with the participation of senior businessmen and representatives of business associations, industrial federations and chambers of commerce from both countries, with the aim of enhancing trade exchange and joint investments. Madbouly represents Egypt at 4th UN Conference on Financing for Development in Seville
Egyptian Prime Minister Mostafa Madbouly represented President Abdel Fattah El-Sisi at the opening session of the 4th International Conference on Financing for Development, held in Seville, Spain, from 30 June to 3 July 2025. The conference brought together King Felipe VI of Spain, over 70 heads of state and government, leaders of international financial institutions, civil society organisations, philanthropic foundations, and private sector representatives—particularly from the energy, food systems, and digital sectors. In his opening remarks, King Felipe VI underscored the urgency of honouring development financing commitments, enhancing multilateral cooperation, and enacting effective policies to support future generations. Speaking at the launch of the Seville Action Platform, Prime Minister Madbouly welcomed the initiative as a timely effort to mobilise governments, development partners, financial institutions, and the private sector to collectively assess challenges, exchange experiences, and promote innovative solutions to accelerate progress toward the Sustainable Development Goals (SDGs). Madbouly highlighted Egypt's leadership within the platform and its recognition as a successful development model, particularly through its implementation of the Integrated National Financing Framework (INFF)—a tool aligning reforms, investment flows, and the Egypt Vision 2030 strategy. He also pointed to the NWFE (Nexus of Water, Food and Energy) platform as a mechanism for channelling investment into bankable projects within those critical sectors. He noted that Egypt's INFF framework prioritises investment in key areas including education, healthcare, social protection, sanitation, and transport, while also addressing cross-cutting themes such as environmental sustainability and gender equality. He spotlighted Egypt's flagship social programmes—the 'Takaful and Karama' cash transfer scheme and the Decent Life initiative—serving over 60 million people across more than 4,500 villages. Spanish Prime Minister Pedro Sánchez, who also serves as President of the Conference, called for substantive reforms to international financial institutions to make them more equitable and representative. He emphasised the importance of inclusive global dialogue to tackle pressing development financing challenges. UN Secretary-General António Guterres addressed the disruptive effects of geopolitical tensions on development, stressing the need for innovative financing mechanisms and reforms to enhance transparency and inclusivity within global financial systems. UN General Assembly President Philemon Yang echoed these concerns, highlighting the urgency of achieving the 2030 SDGs, alleviating debt burdens on developing countries, and providing accessible financing tools. Representatives from the UN Economic and Social Council, World Bank, IMF, and WTO also called for coordinated action and strengthened support for low-income nations. On the sidelines of the conference, Prime Minister Madbouly met with Nardos Bekele-Thomas, CEO of the African Union Development Agency (AUDA-NEPAD). Madbouly reaffirmed Egypt's commitment to supporting NEPAD's development agenda and pledged to maximise the impact of Egypt's remaining tenure as AUDA-NEPAD chair. Bekele-Thomas outlined recent efforts to mobilise resources, including the creation of a dedicated development fund and the launch of a Centre of Excellence for Climate Resilience. Egypt pledged its support for the centre and reaffirmed its intent to enhance cooperation through its Ministry of Planning and Ministry of Foreign Affairs. Madbouly also held talks with Mohammad Mustafa, Prime Minister of Palestine, where he reaffirmed Egypt's steadfast support for Palestinian rights and President El-Sisi's ongoing efforts to broker a ceasefire and facilitate Gaza's reconstruction. He stressed the importance of convening a comprehensive reconstruction conference once hostilities cease and confirmed continued coordination with Palestinian authorities. Madbouly expressed his deep gratitude for Egypt's historic and ongoing support, particularly in humanitarian aid and reconstruction. He noted efforts underway to organise an international peace conference in New York and praised Egypt's leadership in advocating for a just solution, including the establishment of a sovereign Palestinian state with East Jerusalem as its capital. Half of exporters' dues for pre-June 2024 shipments to be paid in cash starting 7 August: Finance Minister
Ahmed Kouchouk, Minister of Finance, announced that 50% of the outstanding dues owed to exporters for shipments made before the end of June 2024 will begin to be paid in cash over a four-year period, starting from the 2025/2026 fiscal year. In a statement issued by the Ministry of Finance on Monday, Kouchouk noted that the disbursements—exceeding EGP 25bn—are expected to benefit around 2,400 exporting companies to date. The measure aims to enhance exporters' cash liquidity, enabling them to scale up production and expand their export activities. It is part of a broader strategy to implement more effective fiscal policies that stimulate economic activity and promote private sector–led growth. Kouchouk confirmed that implementation procedures are already underway in coordination with the Export Development Fund. The actual cash disbursements will commence on 7 August through the National Bank of Egypt, Banque Misr, Banque du Caire, and the Export Development Bank of Egypt. He reaffirmed the Ministry's commitment to settling all arrears related to shipments made before the end of June 2024. Nevine Mansour, Advisor to the Minister of Finance for Institutional Relations, added that 50% of the exporters' arrears will be cleared through a set-off system against their liabilities owed to the Tax Authority, Customs Authority, Social Insurance Fund, and the electricity and gas sectors. She highlighted that more than EGP 70bn in support has been disbursed to over 2,800 exporting companies between 2019 and 2024.
