SITA's financial meltdown threatens government services
A VIRTUAL meeting of Parliament's Standing Committee on Public Accounts (Scopa) on April 22 heard shocking revelations about the complete breakdown of governance at the State Information Technology Agency (Sita), with the Auditor-General of SA (AGSA) painting a picture of an institution in total disarray.
The agency responsible for coordinating the government's information and communication technology systems has regressed to receiving a disclaimer of opinion — the worst possible audit outcome — with auditors unable to verify the accuracy of its financial statements due to missing records and systemic failures.
Senior Manager at AGSA, Lufuno Mmbadi, delivered the damning assessment: 'The previous qualifications audit and the current disclaimer audit meant that the key role players within the Sita accountability ecosystem had failed to provide credible financial reports that were supported by reliable information. The financial statements could not be relied upon, as they were not supported by full and proper records of the financial affairs of the entity.'
The audit regression comes despite some superficial improvements, including a reduction in irregular expenditure from R1.2 billion to R619 million. However, AGSA officials cautioned that this was largely due to multi-year contracts coming to an end rather than improved financial controls.
Shockingly, the agency's procurement system remains entirely manual, with an average turnaround time of 123 days for basic requests — more than four months to process something as simple as a laptop order.
The presentation exposed an institution in constant turmoil at the leadership level. Sita has had:

No board for most of February 2025
An interim board appointed for just three months
60% vacancy rate at executive level
Action SA's Alan Beesley expressed the committee's frustration: 'If there was no stability at the leadership and board level, there was no chance of turning Sita around. Everything rises and falls on leadership.'
The human resource crisis extends beyond leadership. AGSA's Portia Nkuna explained that Sita struggled to attract skilled ICT professionals, with most talent opting for private sector jobs. Those who did join often left quickly due to the chaotic work environment and salary disputes.
The audit revealed that 38% of service delivery targets were missed, with critical projects delayed due to resource constraints.

The EFF's Ntombovuyo Mente-Nkuna highlighted the long-term consequences: 'More than eight years ago, Sita had been central to the procurement system failures in National Treasury and the SAPS system. Recently, the Minister of Police made a statement about making the SAPS system electronic — this same statement was made 15 years ago.'
Multiple committee members described Sita as a feeding ground for corruption. The EFF's Chumani Matiwane was particularly scathing: 'A culture of impunity persisted when it came to repeated findings, because there was no consequence management. This meant that people were encouraged to continue doing wrong things because their actions would have no consequences.'
AGSA identified two material irregularities — payments for unused software licences and services never rendered. While R50 000 was recovered in one case, disciplinary processes remain incomplete. Perhaps most alarmingly, departments are now bypassing Sita entirely, going directly to private providers for IT services, meaning the government was effectively paying twice for the same services.
In contrast to Sita's meltdown, the SA Broadcasting Corporation (SABC) showed some progress, improving from a disclaimer to an unqualified audit with findings. However, AGSA's Nathan Lawnet cautioned against optimism: 'The cost of the public mandate kept on increasing, and the SABC was not able to keep abreast with the competitive changes in the broadcasting sphere.'
Despite receiving a R3.2bn bailout in 2019 tied to a three-year turnaround strategy, the state-owned broadcaster remains financially precarious:
R2bn in unresolved irregular expenditure (some dating back six years)
Only R687m of R4bn in TV license fees deemed recoverable
Failure to meet digital transformation targets, including website upgrades
Scopa chairperson Songezo Zibi expressed particular concern about the SABC's inability to secure broadcasting rights for major sporting events, leaving millions of South Africans without access: 'The SABC's financial sustainability is precarious. It's losing bids for major sports events, and its digital transition is lagging. We cannot continue with business as usual.'
Faced with this crisis, Scopa resolved on several drastic measures:
Summoning current and former Sita leadership to account for years of failure Calling the Communications Minister and the Deputy Minister to explain the recovery plans Launching a forensic investigation into multi-year contracts Considering a complete overhaul or possible closure of Sita
As the meeting concluded, AGSA's Madidimalo Singo offered a sobering perspective on the broader implications: 'The functioning of Sita was not only about sustainability, but also the overall functioning of the government. There were policy outcomes that the government had committed to. When Sita fails, service delivery fails.'
With government departments increasingly bypassing the broken agency and critical IT systems left vulnerable, the clock is ticking for decisive action. The question now is whether Sita can be salvaged — or whether, after years of dysfunction, it is time to admit defeat and rebuild South Africa's government IT infrastructure from the ground up.

While their actions are illegal, Masemola said that the police's Public Order Policing (POP) will only respond if public disruptions occur. Masemola made the remarks during a media briefing in Olifantsfontein, Pretoria, on Thursday morning, where he oversaw the destruction of more than R400 million worth of confiscated drugs. This was the first time Masemola has publicly commented on the issue, following continued reports of Operation Dudula and the March and March Movement barring undocumented migrants from seeking medical treatment at public health care facilities. 'On Operation Dudula, we don't have a unit specifically to deal with them. We have Public Order Policing (POP) countrywide, and their job is to deal with crowd management,' Masemola said. According to SAPS, the POP Unit is responsible for maintaining public order, managing public gatherings, major events and protests. 'So wherever there are problems, they do go out and assist,' Masemola explained. 'They cannot wait at a clinic just in case something happens - they have a lot of other work to do. Police, including POP officers, have been deployed to some affected clinics to restore order. Operation Dudula, an anti-migrant group, launched a national campaign in June to prevent undocumented foreign nationals from receiving treatment at public healthcare facilities. The group claims the public health system is overburdened and should prioritise South African citizens. Their actions, especially in Gauteng, have sparked outrage from government officials and human rights organisations. However, some community members have voiced support for the movement. A similar group, the March and March Movement, has also been involved in blocking undocumented migrants from health facilities in parts of Gauteng and KwaZulu-Natal. Earlier this month, three women members of Operation Dudula were arrested following an incident at the Lilian Ngoyi Clinic in Diepkloof, Soweto. The women, aged between 49 and 60, allegedly stormed the clinic's maternity ward and demanded that patients produce identity documents to prove their nationality. Their aggressive questioning disrupted medical services and caused significant distress among both patients and staff. In response, clinic staff and patients reportedly locked the women inside one of the labour wards before calling the police. SAPS officers arrested the suspects at the scene. Gauteng police spokesperson Lieutenant Colonel Mavela Masondo confirmed that the women were charged with contravening the National Health Act, public violence, and other related offences. They appeared in the Orlando Magistrates' Court and were released on a warning. IOL News previously reported that crime expert Thabang Bogopa explained that being released on warning means that the suspects were charged but granted free bail. 'The South African Constitution allows for individuals to be released on warning,' he said. 'For instance, if students are arrested during a protest at a university, they may be charged, given free bail, and provided with a court date. Police boss Masemola serves his deputy with a notice of intended suspension

This is despite Sibiya's ongoing case to challenge the decision to place him on a leave of absence. This comes after Sibiya was asked to take a leave of absence when explosive allegations were made by KwaZulu-Natal Police Commissioner Lt-General Nhlanhla Mkhwanazi. Sibiya was accused of conspiring with Police Minister Senzo Mchunu to disband the political killings task team. Sibiya launch an application at the Pretoria High Court seeking to have the decision to have him stay at home, set aside. Sibiya said Masemola's decision to direct him to stay at home pending an investigation, which he took as part of disciplinary steps relating to misconduct allegations against him, needed to be set aside or declared unlawful because the National Commissioner did not comply with regulations. However, Masemola argued that despite being barred from work, he would only allow Sibiya to make representations on why he should not be barred from returning to work after a preliminary investigation was completed. In the letter, issued on August 19, Masemola warned that should representation not be received by Monday, it will be accepted that Sibiya does not wish to say anything and his possible suspension or transfer will be decided without further notice. 'You are hereby notified that your suspension or temporary transfer under regulation 10(1) of the South African Police Service Discipline Regulations, 2016, will be considered on the grounds that you allegedly committed serious misconduct,'' reads the letter. Masemola said Sibiya contravened regulations 5(3) (b)(i), 5(3)(i) and 5(4)(h), as well as 5(4)(x) of the SAPS Act, disciplinary regulations. He said Sibiya allegedly gave instructions that dockets of the Political Killings Task Team be withdrawn and that this decision was made without his authorisation. 'By contravening regulation 5(3)(i) of SAPS disciplinary regulation, 2016, in that you allegedly committed misconduct in that during/or between January 2025, and July 2025 at or near SAPS head office, Pretoria you allegedly gave instructions that the case dockets of the political killings task team in KwaZulu-Natal be withdrawn from the task team in KwaZulu-Natal to the divisional commissioner Detective and forensic services which resulted in the investigation of these case dockets having been hindered and/or delayed and whereas these instructions to withdraw the said case dockets to a central point was done without the knowledge and/or authorisation of the National Commissioner for reasons unknown,'' said Masemola. He added that Sibiya's decision also defeated the end of justice and brought the SAPS into disrepute. Masemola said this also involves an element of dishonesty as Sibiya acted contrary to his instructions relating to the winding down of the task team. Sibiya on Thursday confirmed receiving the letter, saying his legal team was working on it and advising him on the steps he needs to take. In his replying affidavit, Sibiya told the high court that Masemola's 'parallel' investigation will obstruct the Commission of Inquiry into Mkhwanazi's allegations. The inquiry Sibiya refers to is the commission, chaired by retired Constitutional Court judge, Mbuyiseli Madlanga, which was established by President Cyril Ramaphosa to probe allegations of corruption and collusion within the criminal justice system, made public by Mkhwanazi, in July. Sibiya stated that the allegations made by Masemola against him fell within the issues that the commission is required to investigate and make recommendations on. 'My objection to the National Commissioner's parallel process does not concern his powers. Rather it concerns the Commission's powers and its ability to conduct its work free from the National Commissioner's interference. "If the National Commissioner obstructs the commission in the exercise of his alleged and misconceived powers, then, by implication, he is certainly restrained from causing such obstruction. He may not try to get rid of me irregularly, as he is doing, before the commission has an opportunity to conduct its work,'' he said. Police spokesperson Athlenda Mathe declined to comment, saying this is a matter between employer and employee. The Madlanga commission is expected to commence on September 1, 2025.

Sibiya gives Masemola until Friday to reinstate him or face court action

On Thursday, the demand is in a letter from Sibiya's attorneys, Inan Levitt Attorneys, arguing that Masemola's suspension handling breached established procedures and regulations. The letter, addressed to Masemola, asserts that a notice dated on Wednesday purports to compel Sibiya to submit written representations about an already-imposed suspension or temporary transfer. 'Our client has provided us with a document titled 'Notice of intended suspension or temporary transfer in terms of Regulation 10(2) of the South African Police Service Discipline Regulations, 2016' ('the notice') which he had received at 20h30 on 20 August 2025.' The attorneys said the document 'purports to call upon our client, who has already been suspended, to make written representations as to why he should not be suspended again or temporarily transferred.' They added that Masemola's actions could undermine the court's ability to grant relief and invited the court to draw adverse inferences. Sibiya demanded immediate steps, including that Masemola withdraw the new notice by Friday, at 10:00, withdraw his current opposition to Sibiya's application, pay the applicant's costs, and consent to the relief sought. He warned that, if not withdrawn, the attorneys will seek further court orders to interdict the new suspension process and to pursue a finding of constructive contempt, including a personal and punitive costs order on an attorney-and-client scale. 'This letter is sent with prejudice, and it, together with any replies thereto, may be disclosed to the court hearing this matter as necessary and appropriate.' Sibiya's legal challenge to his suspension was already in motion a month prior, when he approached the Gauteng High Court, Pretoria, asserting that Masemola had admitted to breaching proper procedures in the suspension process.
