Kiggans proposes bill to secure tax-exempt status for donations to fallen Virginia Beach officers
VIRGINIA BEACH, Va. (WAVY) — Congresswoman Jen Kiggans introduced new legislation on Tuesday to ensure the donations and funds towards fallen Virginia Beach Officers Cameron Girvin and Christpher Reese remain tax-exempt.

The Virginia Beach Heroes Act is supported by the Virginia Beach Police Foundation and cosponsored by fellow representatives Rob Wittman (VA-01), Bobby Scott (VA-03), John McGuire (VA-05), Ben Cline (VA-06), Eugene Vindman (VA-07), Don Beyer (VA-08) and Suhas Subramanyam (VA-10).
Hundreds pay tribute to fallen Virginia Beach officers
'Our community lost two local heroes when a cowardly criminal gunned down two of Virgina Beach's finest during a routine traffic stop,' Kiggans said. 'Officers Cameron Girvin and Christopher Reese were taken too soon, leaving behind grief-stricken families and a forever grateful community. I am proud to introduce this bill to ensure the families of our fallen heroes can receive the charitable support they deserve with ease. The City of Virginia Beach, the Commonwealth of Virginia, and the United States of America will forever be grateful to these officers who made the ultimate sacrifice protecting our community, and their families will always remain in our prayers.'
The legislation will ensure that the cash contributions made towards the families of the fallen officers will not fail to qualify as tax-exempt, and that payments made by charitable organizations maintain their tax-exempt status.
'We are very supportive of the legislation introduced by Representative Kiggans and deeply appreciative of her efforts, along with that of the multiple cosponsors, to help protect the financial well-being of the widows of Police Officers Cameron Girvin and Christopher Reese who were killed in the line of duty in Virginia Beach on February 22, 2025,' Jack Jacocks, President of the Virginia Beach Police Foundation said.

Man with no teeth sought for robbery at Newport News 7-Eleven
NEWPORT NEWS, Va. (WAVY) – Newport News police are asking for public assistance identifying a man who robbed a 7-Eleven on May 14. According to officials, the man shoplifted from the business before returning, armed with a brick, around 2:17 a.m. He then demanded products from the clerks, which prompted them to hide in the back room of the business. The suspect then attempted to break into the room with the brick before giving up, according to information provided by police. The suspect stole several packs of cigarettes on his way out. EXCLUSIVE: Video of Z104's ‘Shaggy' arrested at Virginia Beach crime scene
VIRGINIA BEACH, Va. (WAVY) — A popular local radio DJ was arrested after police said he showed signs of intoxication while trying to enter a crime scene Wednesday morning. According to officials, 43-year-old Brandon Stokes, also knows by his stage name 'Shaggy' on Norfolk-based Z104's morning show, was charged with DUI and obstruction of justice. Police said that just after 9:30 a.m., officers encountered Stokes in the 4600 block of Honeygrove Road, saying he was showing signs of intoxication while attempting to enter a nearby crime scene, in which officers shot a man brandishing a replica handgun at them. VBPD: Suspect brandishing replica handgun shot by officers at storage unit on Honeygrove Rd. A spokesperson with VBPD told WAVY 10 that officers saw Stokes arrive to the scene driving a vehicle. Court documents state that Stokes attempted to drive through the crime scene, claiming that he is allowed to drive through since he owns property near scene. Officers told Stokes multiple times he was unable to drive through the scene. Stokes was said to have become 'belligerent' and using profane language, saying to officers at one point, 'you wanna bet?' One of the officers at the scene noted that Stokes was slurring his words while speaking, and asked Stokes if he had been drinking. Around an hour after officers initially placed Stokes under arrest for DUI, they conducted a breathalyzer test, which resulted in a .18 BAC — more than double the limit for driving in Virginia. 10 On Your Side was at the scene, where they saw Stokes being put in handcuffs. Bond denied for woman accused of killing elderly father in Virginia Beach
VIRGINIA BEACH, Va. (WAVY) — Bond was denied on Wednesday for a woman accused of murdering her elderly father in May. Only on 10: Woman charged with murder in Rodney Lane homicide speaks out Jennifer Mulligan, 43, appeared in a Virginia Beach court Wednesday morning for a bond appeal hearing after she was initially granted bond. Mulligan is charged with first-degree murder in connection with the fatal shooting of her 90-year-old father, Woodard McClure. During the appeal, the defense stated that Mulligan had only recently brought her father to her home to live on hospice after the retirement home McClure was staying in shut down. The defense argued that Mulligan's relationship with her father was abusive, saying that McClure kidnapped Mulligan at the age of 6. The prosecution, however, argued that the case is 'the execution of a 90-year-old,' saying that Mulligan had been drinking prior to pointing a gun directly to her father's head before shooting him.
