Madondo said they were relocated to the transit camp in 2010 from the nearby Uganda informal settlements and were told they would be there for only six months.
'When we arrived here, my daughter was three years old and was 19 when she died last night.'
She said after the incident they l did not feel safe in the residential units which were only meant to serve as temporary accommodation.
'Someone can kick down the sides of these houses and do whatever they want and leave. They can get in from anywhere, they don't need the door. We were outside the whole night after the incident. We were too scared to go inside or to sleep at all.'
Ward 89 councillor Mbongeni Mjadu confirmed the residents were moved to the area from 2009, which was said to have been a temporary measure ahead of the 2010 Fifa World Cup.
He said the residents were still traumatised from the shooting.
'We will have to have a meeting because it looks like no one will sleep inside their houses because they don't feel safe since they don't know the motive or what happened. They don't know if they are going be the next victims. So if we can try to find possible motives then maybe we can calm them.'
This is not the first mass shooting in the area. Mjadu said a similar incident happened not far from there in 2021 in which six people were killed.
Another six people were killed in the nearby Uganda informal settlements, though it doesn't fall under this ward, in 2023.
KwaZulu-Natal premier Thami Ntuli said due to such incidents, the local community would not feel safe until the perpetrators were found and arrested.
Ntuli, who also serves as the MEC for community safety and liaison in the province, visited the area on Saturday morning. He said he was worried by these incidents and that it was making communities feel unsafe.
One problem in the area was the environmental design as there was inadequate lighting at night and the state of the roads made it difficult for police to access the area.
'One of the priorities is to see if something can be done to improve the lighting at night.'
He called on residents to assist the police in their investigation into the shooting incident by sharing any information they might have, even if they do it anonymously using the 0800 10111 number.
'At the end of the day, the issue of mass shootings will not be ended if the community themselves do not stand together and point out the problematic individuals in their area. It's common cause that where there is much crime in an area, the criminals are known by the community (and) it's only the police who don't know [who the criminals are]' he said.
'So the issue of community policing is important. Each member of society must consider themselves as responsible for providing information to the police so they can act.'
Ntuli noted that nothing could be ruled out in the investigation as some people in community safety structures had been found to be participating in crime.
He said he was made aware of a metro police officer who was arrested while participating in the pre-funeral celebrations of the life of an alleged criminal in the area.
'There is someone who is alleged to have been actively involved in crime, aggressively, who was shot to death and the funeral will be tomorrow. So there has been air shooting the whole week and among those was the policeman which is very a very unfortunate thing.'
He said the police force should not be tainted by the actions of a few 'rotten apples' and he was confident police were fighting aggressively against crime.

It is understood that Mvelase had just joined the e-hailing service. Diale-Tlabela's visit was part of the her ongoing efforts to address tensions within the public transport sector, engage directly with affected stakeholders and assess the situation on the ground. The MEC also interacted with the mall management and taxi operators. '[We would like] to say to people of Soweto and the people of Gauteng that we now have things under control and we just met with the Soweto e-hailers' organisation. Calm has been restored and the mall management has agreed to [re-open],' Diale-Tlabela said. Additional law enforcement personnel are on the ground. Diale-Tlabela said they are working with law enforcement to ensure that people are safe. She said lawlessness will not be tolerated. The KwaZulu-Natal department of transport has raised alarm an over the rise in road accidents coinciding with payday periods, warning irresponsible road behaviour is costing lives. Transport and human settlements MEC Siboniso Duma said data shows a consistent increase in road crashes around the end of the month and on the 15th and 25th. 'We have observed an increase in road accidents around paydays, particularly during the end of the month and on the 15th and 25th. Many people are more likely to be out spending their salaries during this time. This often leads to more traffic and increased pedestrian activity, resulting in road accidents and fatalities,' the department said. It said the first week of August claimed more than 30 lives on the province's roads with several 'horrific' crashes reported over the weekend of August 1. Duma instructed the road traffic Inspectorate (RTI) to intensify its Zero Tolerance, No Nonsense and Alufakwa campaign which he said is led by a female commander and supported largely by female officers to oversee crackdown on lawlessness. Between the night of August 15 and early hours on August 16 the RTI recorded the following: 77 motorists arrested for drunk driving; 251 vehicles stopped; 11 motorists found driving without licences, and; two unroadworthy vehicles removed from circulation. The department also revealed that with assistance from police, Durban metro police, Umsunduzi traffic and other municipal traffic units 29 arrests were made in Durban, 17 arrests in Pietermaritzburg, 12 arrests in Kokstad, 11 arrests in Empangeni and five arrests in Ladysmith. 'I mandated the team to arrest intoxicated drivers and ensure they sober up in cells during the greater part of the weekend. Our campaign against drunken driving is in full swing, and we will only rest once all irresponsible motorists are removed from our roads,' said Duma. According to the Road Traffic Management Corporation alcohol intoxication accounts for 27.1% of fatal crashes in South Africa. The department also warned winter poses additional risks due to longer nights and reduced visibility with young people often travelling at night over weekends. The Road Accident Fund has highlighted the impact on youth, revealing from 2020 to 2022 it paid out R43bn in injury benefits to accident survivors aged 15 to 34, representing 44% of claims. KwaZulu-Natal's Road Traffic Inspectorate arrested 77 motorists for driving under the influence during a weekend operation following a directive from MEC for Transport and Human Settlements Siboniso Duma. The arrests occurred between the evening of 15 August and the early hours of 16 August 2025. The operation formed part of the department's Zero Tolerance, No Nonsense and Alufakwa campaigns targeting intoxicated drivers across the province. Drunk driving weekend operation results According to the MEC, the RTI team, led by a female commander and comprising mainly female law enforcement officers, stopped 251 vehicles during the operation. In addition to the DUI arrests, officers discovered 11 motorists driving without valid licenses and removed two vehicles from the roads that 'resembled moving coffins' due to their poor condition. The arrests were spread across five major centres in the province. Duma revealed that Durban recorded the highest number with 29 arrests, followed by Pietermaritzburg with 17, Kokstad with 12, Empangeni with 11, and Ladysmith with 5. The operation received support from the South African Police Service, Durban Metro Police, Umsunduzi Traffic, and traffic officers from various municipalities across KwaZulu-Natal. The MEC emphasised the department's commitment to removing dangerous drivers from provincial roads. 'Our campaign against drunken driving is now in full swing, and we will only rest once all irresponsible motorists are removed from our roads,' he added. This figure underscores the significance of the department's crackdown on drunk driving. The MEC noted that winter months present particular challenges for road safety. 'Critically, we reported in June that the winter period is characterised by increased night travel involving young people, especially over weekends,' Duma explained. According to Duma, car accidents become more frequent during winter months due to longer nights and reduced visibility, factors that compound the risks associated with impaired driving. Youth road safety crisis The department has identified young people as particularly vulnerable to road accidents. 'We were informed by the Road Accident Fund that the agency paid out R43 billion for injury benefits to young accident survivors aged between 15 and 34,' Duma shared. This is for the period between 2020 and 2022, and the amount represents 44% of all claims and averages R14 billion annually. According to the MEC, the agency also disbursed R2.86 billion in death-related benefits for young victims during the same period.
