NAPOLCOM finds probable cause vs. 12 cops in missing sabungeros case

The National Police Commission (NAPOLCOM) found probable cause against the 12 cops who are accused of being involved in the case of the missing sabungeros, according to Allan Gatus' report on Super Radyo dzBB.
Among the 12 cops are three officials and nine non-commissioned officers.
Due to the finding, the administrative case will now continue against the cops, who may face removal from service.
Based on the report, NAPOLCOM Investigation and Monitoring director Edman Pares said the finding is based on the affidavit of whistleblower Julie 'Dondon' Patidongan.
Patidongan and the families of the missing sabungeros filed their complaint last week.

Meanwhile, NAPOLCOM vice chairperson and executive officer Atty. Rafael Calinisan said that two groups approached him to settle the case of the missing sabungeros.
This was reportedly before Patidongan and the families filed their complaint.
Based on the report, Calinisan also said President Ferdinand Marcos Jr.'s push for accountability in his fourth State of the Nation Address was a great help to the finding.
Marcos previously said the entire government is doing everything to solve the case of missing sabungeros, noting that even those with influence, who are allegedly involved in the crime, will never be above the law. —Joahna Lei Casilao/ VAL, GMA Integrated News

The House of Representatives probe on the government's flood control projects will be fair and loyal to the public's interest, House spokesperson Atty. Princess Abante said Wednesday. Abante made the response when asked if the House had the standing to conduct the probe on flood control projects, given that Senator Panfilo Lacson earlier said that around 80 lawmakers are contractors in anomalous government projects, including those involving flood-control. The senator, however, did not provide names of the lawmakers supposedly doubling as contractors of failed and 'ghost' flood projects. 'The number he mentioned, of now, there are more than 300 members of the House with varied political positions and opinions. That is the beauty of the House of Representatives. So yes, I believe that the House can be credible in their investigation,' Abante told reporters. 'Everybody here is encouraged to participate in the hearings and will await for the next hearings to be held. The House will be consistent that it will be faithful to its mandate under the law and to the people," Abante added. Likewise, Abante said that she has no information on lawmakers doubling as contractors as Lacson did not name them to begin with. 'I don't have information on supposed contractors since Senator Lacson did not expound on it,' Abante said. Bicol Saro party-list Rep. Terry Ridon, Chairman of the House Committee on Public Accounts which will investigate the flood control projects, earlier said that Lacson should provide the names. 'In the spirit of transparency and fairness, Senator Lacson should name the House members who are allegedly undertaking government contracts during their term of office,' Ridon, a lawyer, said. 'Direct or indirect financial interest in any contract granted by any government agency is constitutionally prohibited and punishable by existing graft laws,' Ridon added. President Ferdinand Marcos, Jr., during his fourth State of the Nation Address (SONA) last July 28, issued a stern warning on government personnel who steal public funds, such as those for flood control projects, even going as far saying 'Mahiya naman kayo.' Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan assured the public Wednesday that the supposed ''ghost'' flood control projects would be validated and investigated. ''This is something that we have to validate po kung mayroong ghost project na sinasabi kasi one to one 'to eh. Kung halimbawa, nirereport namin at hindi ho makita 'yung project na 'yan then that's the only time we can see na mayroong ghost project,'' Bonoan said in a Super Radyo dzBB interview. (This is something that we have to validate if there are ghost projects. For example, if we report then we don't see that project, then that's the only time we can see if there's indeed a ghost project.) His statement was in response to Senator Panfilo Lacson's remarks, pushing for the punishment against contractors and government accomplices who are involved in failed and ''ghost'' flood control projects. "The most effective mechanism is the certainty of punishment. Someone must be held accountable. Because if not, the flood control mess will continue, with the culprits lying low and then going back to business. So that is the most effective mechanism - to see the culprits actually getting punished,'' Lacson said in an earlier interview. President Ferdinand ''Bongbong'' Marcos Jr. earlier vowed that his allies would not be spared if found to be involved in corruption on flood control projects. Marcos in his fourth State of the Nation Address (SONA 2025) warned government personnel who steal public funds, such as those for flood control projects, that they will be dealt with under the law. The six victims of an explosion in Tondo, Manila are currently undergoing medical treatment due to the severity of their injuries. According to a statement Tuesday, the six victims are recuperating at the Jose R. Reyes Memorial Medical Center (JRRMMC) following the explosion. Three of the victims had undergone surgery and are now recovering at the surgical intensive care unit, while another victim is set for surgery due to facial injuries. DOH also shared that the youngest victim was a 14-year-old, who received traumatic brain injury with multiple fractures on the legs, arms, and gashes on the head and torso. Meanwhile, two other victims have been discharged after being treated for minor injuries. The six victims are recipients of the zero-balance billing in DOH hospitals recently enacted by President Ferdinand Marcos Jr. following his fourth State of the Nation Address. According to an earlier report from Unang Balita, the explosion occurred on Sunday afternoon at Tayuman and Dagupan Streets in Barangay 234. The blast left the victims bloody and injured on the sidewalk, including the 14-year-old victim who was declared in critical condition. Barangay authorities reported that the victims were scavengers working on the sidewalk when the explosion occurred.
