Namibia joins 37 other countries in adopting Information and Communications Technology (ICT) initiative for remote monitoring and evaluation of development projects

Namibia has become the latest country to adopt cutting-edge technology for development project management, as senior government officials and the African Development Bank ( jointly launched the transformative Remote Appraisal, Supervision, Monitoring and Evaluation (RASME) project on Wednesday in Windhoek. The RASME initiative marks a major shift in how development projects are monitored and evaluated across Africa. It harnesses digital technology to capture real-time project data directly from implementation sites, removing traditional barriers that have long hindered effective oversight. Built on the robust Kobo Toolbox platform – an open-source ICT solution developed by the Harvard Humanitarian Initiative – RASME tackles critical challenges in project monitoring, particularly in regions facing security concerns, logistical constraints, or accessibility issues. The platform improves transparency and accountability while streamlining data collection. Already operational in 37 African countries, with over 1,880 people trained, the Remote Appraisal, Supervision, Monitoring and Evaluation initiative has generated more than 56,252 data submissions. African Development Bank's Corporate IT department spearheads the technical deployment, collaborating closely with the World Bank's GEMS and Kobo Toolbox teams to ensure seamless integration across participating countries. Michael Humavindu, Executive Director at Namibia's Ministry of Finance, commended the initiative. He said: 'AfDB RASME IT solution comes at an opportune time as it uses new information and communication technologies to optimize the collection, analysis, and management of data within the framework of the preparation, evaluation, and supervision of projects funded by the Bank'. In his opening remarks, Principal Regional Coordinator at the African Development Bank, Fidelis Mnyanyi, said: "The Bank remains committed to supporting inclusive growth in Namibia through effective implementation and oversight of development projects aligned with our High-5 priorities. RASME will enhance how we collect, verify, and use project data, enabling faster decision-making, stronger supervision, and more visible results on the ground.' Three days of in-person training for the Project Management Units on the African Development Bank-financed project took place from 6 to 8 August 2025. Those in attendance included personnel from the African Development Bank as well as the Namibia Agricultural Mechanization and Seed Improvement project, the Development Bank of Namibia, the Namibia Transport Infrastructure Improvement project, the City of Otjiwarongo Wastewater Treatment and Solid Waste Management project, the Water Sector Support Programme, and the Tax Administration Technical Assistance project. Orange, Hashgraph Association and Dar Blockchain launch $1 Million hackathon

Pan-African initiative aims to drive blockchain education and innovation across 16 countries in the Middle East and Africa. Orange Middle East and Africa, in collaboration with The Hashgraph Association and Dar Blockchain, has announced a strategic partnership to advance blockchain adoption and digital innovation across the region through the Hedera Africa Hackathon. The initiative, launched on 1 August 2025, will bring together over 10,000 developers, entrepreneurs and digital talents from 16 countries in a hybrid hackathon aimed at building impactful blockchain solutions. With more than US$1 million in prizes on offer, the programme is expected to catalyse innovation and skills development in decentralised technologies across the continent. Blockchain training at scale Central to the initiative is a certifying training programme in Hedera technology—deployed across Orange Digital Centers (ODCs) in the Middle East and Africa. The online course is designed to upskill young professionals and entrepreneurs in Web3 and distributed ledger technologies, providing the technical foundation required to participate in the hackathon. This effort reflects Orange's continued commitment to digital inclusion and its long-term vision of empowering the next generation of African tech leaders. The Hashgraph Association, a Swiss non-profit driving adoption of the Hedera network, and Dar Blockchain, a pan-African Web3 hub, will support the technical and strategic components of the training. Hybrid hackathon across 16 countries The Hedera Africa Hackathon will be hosted both virtually and through in-person hubs at Orange Digital Centers. Participants will gain access to physical infrastructure, mentoring support, and networking opportunities with ecosystem experts. Co-organised with the Exponential Science Foundation, the competition is focused on developing real-world applications using the Hedera network—ranging from digital identity to transparent supply chains and secure financial services. The organisers emphasise the event's ambition not only to reward innovation but to build a sustainable pipeline of blockchain talent across Africa and the Middle East.

Digital Connect Infrastructure & Telecom (DCIT) Chairman Abiola Lukman Lawal becomes Board Member of African Energy Chamber

The African Energy Chamber (AEC) ( the voice of the African energy sector, is proud to announce that Abiola Lukman Lawal, Chairman, Digital Connect Infrastructure&Telecom (DCIT), has been appointed as the newest Board Member of the Chamber. A seasoned executive with over three decades of experience in the oil and gas, infrastructure, telecoms and aviation sectors, Lawal's appointment reaffirms the Chamber's commitment to uniting visionary leaders to drive Africa's energy and infrastructure transformation. Lawal's appointment to the AEC Board follows a major milestone for DCIT, which recently partnered with U.S.-based Vanu Inc. to launch solar-powered mobile network sites in underserved Nigerian communities. This collaboration leverages Vanu's low-power, off-grid systems and DCIT's infrastructure capabilities to deploy scalable, renewable energy-driven connectivity solutions. With proof-of-concept sites now live, plans are underway for expansion across Nigeria and into other African markets – signaling a major leap in energy-tech convergence on the continent. Prior to his leadership at DCIT, Lawal served as Managing Director and CEO of Eterna PLC, where he spearheaded one of Nigeria's most significant downstream energy turnarounds. Under his leadership, Eterna joined a consortium that delivered Nigeria's largest airside aviation fuel depot – the Joint User Hydrant Installation 2 – at Lagos' Murtala Muhammed International Airport. The 15-million-liter capacity facility now stands as a key asset in West Africa's aviation infrastructure. Further accomplishments under his tenure include restoring Eterna to profitability in FY 2024 after a N12 billion loss in 2023; projecting 27% revenue growth; achieving a 166% increase in operating profit in H1 2024; and driving a 117% year-to-date rise in share price – placing Eterna among the Nigerian Exchange's top-performing stocks. Lawal also championed significant investments in LPG and CNG, enabling long-term resilience and diversification in volatile market conditions. Recognized as one of BusinessDay's Top 25 CEOs in Nigeria for 2024, Lawal's strategic leadership continues to bridge traditional and emerging energy sectors. His prior roles include Deputy Managing Director and CFO at Eroton Exploration&Production, Executive Director at Oando Gas&Power and Group Chief Strategy Officer at Oando Plc – where he played a pivotal role in the company's downstream-to-upstream expansion strategy. 'The African Energy Industry is honored to welcome Abiola Lukman Lawal to our Board of Directors. He knows how to turnaround companies with his vary data driven and pragmatic leadership approach. His ability to connect infrastructure development, energy innovation and commercial strategy across both the public and private sectors makes him an invaluable addition to our leadership. Lawal's appointment comes at a critical time as we accelerate investment, technology deployment and inclusive growth across Africa's energy value chain,' states NJ Ayuk, Executive Chairman, AEC. As a Board Member, Lawal will support the Chamber's mission to foster a results-oriented business environment and promote private sector-led energy development across Africa. His leadership will be instrumental in driving cross-border collaboration, advancing infrastructure-led growth and helping to make energy poverty history across the continent.
