Spectrum appoints Deane Jessep to drive sovereign AI strategy

Spectrum has appointed Deane Jessep as Chief Technology Officer, signalling a targeted approach to issues affecting New Zealand's enterprise and government markets in the coming years.
Jessep brings significant leadership experience from roles within both startup and established technology organisations, and is tasked with shaping Spectrum's offerings to address challenges related to cloud expenditure, artificial intelligence (AI) implementation, and burgeoning data sovereignty concerns.
Discussing his new role, Jessep said, "New Zealand's enterprises are at a crossroads, technology is only valuable when it delivers tangible, real-world outcomes. For many technological ambitions, have outrun strategic thinking, skills, and governance. My mission at Spectrum is to close that capability gap. We are not just a vendor; we are an outcome-focused technology partner that provides the expertise to master complexity, not just adopt it."
Spectrum's revised strategy under Jessep comprises five core product lines. These are designed to contain costs, strengthen security, and increase operational flexibility for large organisations operating in a multi-cloud landscape.
Product strategy
The five product lines are: Hyper-Converged and Enterprise Computing Platforms (PaaS), Network as a Service (NaaS), Assessment and Monitoring, Cyber Resilience and Data Protection, and Sovereign AI and Innovation. Each is intended to target a specific, high-priority pain point reported among Spectrum's client base.
The PaaS offering seeks to address what Jessep describes as the "hyperscaler hangover" by enabling organisations to manage high-performance private and sovereign cloud platforms. This approach enables clients to regain control by bringing selected workloads back in-house, which may assist organisations in better managing costs, improving performance, and meeting specific security requirements.
The NaaS solution focuses on secure, software-defined networking and advanced firewall capabilities for customers managing disparate and distributed environments across multiple clouds. As enterprise network complexity mounts, this service aims to reduce risk and simplify operations.
Assessment and Monitoring combines security operations centre (SOC) functions with platforms for Governance, Risk and Compliance, as well as penetration testing and ISO auditing. The goal is to provide visibility and oversight necessary for governing expansive digital estates often found within government and enterprise sectors.
Cyber Resilience & Data Protection combines data backup, modern management, and resilience strategies to mitigate the growing threat of cyber incidents. The inclusion of immutable backup solutions reflects industry recognition that data protection is fundamental to continuity planning.
The Sovereign AI & Innovation line is intended to bridge what Jessep characterises as the "AI chasm" by developing practical, locally hosted AI solutions focused on robust data governance. This extends beyond basic tools to deliver substantial value at an enterprise scale.

Issued by the APEC Sub-Committee on Standards and Conformance Incheon, Republic of Korea, 3 August 2025 As artificial intelligence (AI) reshapes economies and societies across the Asia-Pacific, APEC is stepping up efforts to ensure this transformation is safe, inclusive and sustainable. More than 200 policymakers, technologists and standards experts convened in Incheon for the APEC AI Standards Conference to drive convergence in AI governance and technical alignment across the region. 'AI presents both enormous opportunities and complex challenges that no single economy can resolve alone,' said Dr Jin-seok Bae, Director of the Korean Agency for Technology and Standards (KATS), which hosted the conference. 'AI is rapidly transforming our industries and daily lives, but without common standards, we risk fragmentation and mistrust,' Dr Bae added. 'This conference is a chance for APEC economies to align efforts, exchange knowledge and support international cooperation to shape safe, inclusive and forward-looking AI governance.' The two-day conference offered hands-on training, shared best practices and brought in perspectives from global standards bodies, reinforcing that international cooperation is key to responsible AI development. Speaking at the opening session of the conference, Silvio Dulinski, Deputy Secretary General of the International Organization for Standardization (ISO), highlighted the role of international standards in building trust, fairness and security in AI. He emphasized that standards offer scalable, consensus-driven tools for aligning regulation and ensuring diversity and inclusion in AI governance. Wael William Diab, Chair of the ISO and IEC's Joint Technical Committee on Artificial Intelligence underscored the importance of addressing both technical and societal dimensions of AI. Diab noted the importance of capacity building for domestic industries and regulators, highlighting that global AI standards are still evolving and economies that actively engage now can help shape the future. Participants discussed AI use cases across sectors and examined emerging frameworks to guide testing, conformity assessment and implementation and examined real-world applications of standards in areas such as ethics, human-AI interaction, risk management and environmental impact. 'Standardization is not just a technical process, it is a foundation for sustainable innovation and inclusive growth,' concluded Dr Kang Byung-Goo, Chair of the APEC Sub-Committee on Standards and Conformance, which oversees the initiative. 'We hope that the workshop provided an opportunity for collaboration among APEC economies on AI standards. By working together, APEC economies can ensure AI systems are not only effective, but also aligned with our shared values.'

Spectrum has appointed Marty Bennett as its new Country Manager, marking a shift towards stability, governance and renewed focus for the IT services company in New Zealand. The move introduces a leadership change aimed at reinforcing Spectrum's service to essential sectors across the country. With over two decades of technology sector experience, Bennett brings a background in operational oversight and a clear understanding of the local market. The company, based in Auckland, has positioned this appointment as a reset for its direction and priorities. Bennett commented on his appointment, highlighting the history and aims of the company. He stated, "I am incredibly honoured to lead Spectrum into what is a new chapter for our company. Spectrum has a proud 24-year history as a Kiwi business started out of a tiny office in west Auckland. My plan for Spectrum's immediate future is to build upon this strong heritage with renewed vigour​ we will continue to operate with the highest standards of governance, champion our 'People First' approach, whilst remaining agile and innovative. We have a compelling story of resilience that has brought us to this point. Our journey started building and managing 'big tin' infrastructure for some household names; banks, trains, power companies, manufacturers & government agencies. Whilst we've had a few bumps along the way, and who in IT hasn't in the last 18 months? Things at Spectrum are going from strength to strength. In terms of the details of the bumps, I am 100% focused on looking forward, so I'll leave it to our owner, Paul Tomlinson, to elaborate in the coming weeks." Our team has stuck with us through the recent changes and continue to give our clients their all. We have embarked on a significant hiring drive, seeking talented individuals, especially engineers, to join our exceptional team as we gear up for growth and new projects. From a client perspective it was heartening to hear first-hand such positive feedback, considering the challenges this business has faced. Looking forward, we'll focus on our key pillars: Platform-as-a-Service, Network-as-a-Service, Data Protection, Systems Engineering, and IBM Power/AIX. Governance and people Bennett has announced plans to strengthen the company's board and advisory structures, aiming to maintain best-practice corporate governance. The Country Manager noted a particular emphasis on Spectrum's continued commitment towards data stewardship. He restated, according to the company's ethos, that data would continue to be treated "with dignity and respect," and described data as a taonga (treasure). The management team recently involved all employees in planning the business's strategy for the coming year, using what they refer to as Group Wisdom and Radical Candor, an approach that Bennett indicated would be expanded upon at a later date. He commented, "Last week during our all-hands day we set our Strategy Initiatives for this year using Group Wisdom [all staff voted] and Radical Candor [more about that later]. We are looking forward with great optimism. Our team is energized, we are expanding, and we are ready to deepen our partnerships across New Zealand." Future direction Spectrum stated it is focusing on five core technology pillars: Platform-as-a-Service, Network-as-a-Service, Data Protection, Systems Engineering, and IBM Power/AIX services. The company has begun recruiting for several roles, with a particular focus on engineering capabilities. "Spectrum has a proud 24-year history as a Kiwi business started out of a tiny office in west Auckland. My plan for Spectrum's immediate future is to build upon this strong heritage with renewed vigour​ we will continue to operate with the highest standards of governance, champion our 'People First' approach, whilst remaining agile and innovative.
