Court stays order to freeze RM758.2mil assets linked to Daim's widow

KUALA LUMPUR : The High Court here has stayed its earlier ex parte order to freeze assets in London worth £132 million (about RM758.2 million) belonging to Naimah Khalid and her family.
Justice Azhar Abdul Hamid will hear the application by the widow of former finance minister Daim Zainuddin to intervene in that case on July 9.
The Malaysian Anti-Corruption Commission had applied to freeze the assets, claiming they were potentially linked to offences under Section 4(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001.
The London assets include two commercial buildings worth £55.2 million, five luxury residences valued at £77.1 million, and a bank account held under the Ilham Foundation.
A separate court also fixed Aug 1 to hear Naimah's application to intervene in MACC's ex parte bid to freeze over RM544 million worth of investment funds belonging to her, her family and associates in Singapore.
Justice K Muniandy set the date after hearing submissions from deputy public prosecutor Mahadi Abdul Jumaat and Naimah's counsel, senior lawyer Gurdial Singh.
Mahadi told the court that MACC sought to freeze 12 investment accounts believed to contain funds derived from Malaysian sources that were never declared to local authorities.
'The total of these movable assets is over RM544 million or RM544,674,050.97, to be exact. They are in US dollars and pounds sterling.
'These assets have to be blocked to prevent the risk of them being disposed of,' Mahadi said.
However, Gurdial said that such an order must not be issued without allowing those affected to be heard.
'If you are going to prohibit that person, then the person must be involved to respond, to say whether or not that prohibitory order could or should be made, and whether there is a basis for the making of that order.
'Otherwise, it is a breach of natural justice because you are not giving them a chance to be heard with regard to their property, and this is not a small amount of assets. It's worth over RM544 million,' he said.
Naimah, who is currently facing an asset declaration charge, is accused of failing to declare her ownership in various companies, several plots of land here and in Penang, and two vehicles.

The joint declaration, issued after a UN high-level conference, condemned the Hamas attack on Israel in October 2023, and called for the immediate release of all remaining hostages. It also urged Hamas to hand over its weapons to the Palestinian authority as part of a two-state solution framework.

(Bernama pic) PETALING JAYA : The Petaling Jaya City Council (MBPJ) agrees in principle with the Selangor government's decision to privatise the city's parking system, but several conditions must be met before it can be implemented. Mayor Zahri Samingon said MBPJ supported the move as it was a policy approved by the state executive council. However, he said, the privatisation process must not disrupt the existing parking situation in the city. 'One of our conditions is that the revenue (MBPJ earns) must be the same or higher than what we get currently,' he told reporters after attending the closing ceremony of the PJ International Outdoor Expo 2025 here today. 'There are many terms that we still need to refine further, such as the basis for enforcement delegation, how long it will be delegated, and so on. 'So there are around three to four more terms that we need to get more details on,' he said, adding that the council had already met with Menteri Besar Selangor Incorporated (MBI) several times to seek clarification on the plan. He said further discussions will be held with MBI to finalise the remaining details. The state government's Smart Intelligent Parking (SIP) system is set to be implemented in PJ, Subang Jaya, Shah Alam and Selayang from Aug 1. It will involve the four local councils, state-owned Rantaian Mesra Sdn Bhd, and a private company. Enforcement will be carried out by the local councils, with Rantaian Mesra acting as the system coordinator. The private company, which has not been named, will handle day-to-day parking operations. The MPs of all four constituencies have objected to the proposed system, urging the state government to review the proposal and establish an independent, bipartisan committee to reassess the scheme. State local government executive councillor Ng Suee Lim was reported to have said that the state was prepared to postpone the plan if issues raised are not resolved before Aug 1.

PETALING JAYA : The Subang Jaya city council has appointed Selmax Sdn Bhd to manage parking in the city under the Selangor intelligent parking system, Selmax's parent company ITMax System Berhad announced today. The appointment is for 10 years, with an option for a 5-year extension, on a revenue-sharing arrangement in which Selmax will receive 50% of the revenue generated from parking-related collection. ITMax chief executive William Tan said Selmax will be responsible for deploying, managing, and operating all gazetted car park spaces under MBSJ's jurisdiction. He said the company's smart parking solutions had achieved success in other cities. 'This initiative is also aligned with Selangor's broader Smart City agenda, and we are proud to play a role in driving its digital transformation in cities with an integrated smart city infrastructure,' he said in a statement.
