New cess for gig workers' welfare likely to raise costs for consumers

Bengaluru: While Karnataka has taken the lead in addressing the welfare of gig and platform-based workers, it is likely to come at a cost to consumers as they may have to shell out more for cab rides, food deliveries, and other app-based services.
The proposed Karnataka Platform-based Gig Workers' (Social Security and Welfare) Ordinance, 2025, will introduce a 1%-5% cess aimed at creating a welfare fund for an estimated 30,000 gig workers in the state. Officials say contribution will be split three ways — among consumers, digital platforms, and gig workers themselves — though they admit the heaviest burden may fall on the end user.
The state cabinet's decision to introduce an ordinance has been widely welcomed since it acknowledges rights of a workforce that is rapidly expanding.
The real test, though, lies in implementation. With the law yet to be formally notified, attention has now shifted to how the cess will be collected on the ground.
"The Act has been framed in such a manner that all three stakeholders can contribute to the welfare fund," said Dr Manjunath, additional labour commissioner. "Even gig workers themselves can top up on social security by paying extra to the board." He said rules are likely to be finalised within a week.
Despite the inclusive design, several experts are raising red flags over how the policy will play out. Balaji Parthasarathy, principal investigator, Fairwork India and professor at the International Institute of Information Technology, Bengaluru, said: "The legislation outlines the terrain, but implementation will hinge on rules, particularly how wage protection, dispute resolution, and algorithmic accountability are addressed.
"
Parthasarathy expressed concern over the lack of guaranteed wages. "Transparency in deductions is a start, but without wage-floor guarantees or clear limits on unilateral payout cuts, platforms can still reduce per-task payments to offset the cess," he said.
He also criticised the imbalance in stakeholder engagement: "Platforms refuse to negotiate with worker collectives, but did not hesitate to make collective representations through bodies such as Nasscom and IAMAI, which opposed many sections of the June 2024 bill that was circulated."
From a legal lens, the ordinance marks a formal recognition of gig worker arrangements, potentially curbing the risk of misclassification. But Vikram Shroff, partner at AZB & Partners, said: "Termination provisions in the ordinance are likely to be legally tested, especially where they conflict with existing contracts between aggregators and workers."
Shroff also cautioned that with the eventual roll-out of the national social security code, platforms operating across states may have to navigate overlapping regulations.
"Two sets of laws may govern gig worker entitlements, potentially leading to regulatory confusion," he said.
Draft rules state platforms will be placed in cess slabs depending on the nature of business — delivery, transportation, or personal services. Officials estimate the annual corpus from the cess to be around Rs 150 crore.
Despite concerns, some platforms have responded positively. Athira, vice-president, public policy and govt relations at Porter, called the ordinance a progressive and much-needed step that "acknowledges the role of gig workers and the importance of social security". "We remain committed to working closely with both state and central govts to strengthen the welfare ecosystem for gig workers across the country," she said.

Bengaluru: To operate over 2,000 vehicles of the fire and emergency services department, as well as vehicles from home guards and civil defence departments, the govt recently gave exemption to the home department to procure the required fuel for one year through petrocard system. According to the notification issued by the finance department on May 27, the govt exempted the home department from tendering to buy Rs 2 crore worth of fuel from Hindustan Petroleum Corporation Ltd (HPCL). In another notification issued the same day, an exemption was given from tendering to purchase Rs 9 crore worth of fuel, lubricants and other items from HPCL. According to the notifications, a 4(g) exemption was provided under Karnataka Transparency in Public Procurement (KTPP) Act. This exemption allows the home department to directly procure fuel without going through the tender process. However, a condition was placed on the department to ensure quality services at an appropriate price. According to sources, the home department recently requested the finance department for an exemption from the tender process. The fire and emergency services department has over 2,000 vehicles, including fire-fighting vehicles, two-wheelers, and four-wheelers. Home guards department has more than 500 vehicles.

DMI's academic block on new campus likely to be operational by July

Patna: With the first phase of the construction of the Development Management Institute's (DMI) new campus in Bihta, Patna, nearing completion, its four major buildings, including academic and hostel blocks, are likely to be operational by July, said Kumar Ravi, the secretary of the building construction department — the nodal agency for the project — on Thursday. The new campus is being built over 15 acres in Bihta, utilising funds to the tune of Rs 250 crore. Ravi said the G+5 academic-cum-care block, which spans 9,281 square metres (sqm), G+7 hostel building (11,366 sqm), student common centre (G+2) and student lounge (G+1) will be ready by the end of June. "Instruction was already given to the engineers to hand over the buildings by the end of this month, so that it can be operational from July," he said. The DMI, an autonomous institution established by the govt of Bihar, is currently operational from the premises of Udyog Bhawan (second floor) near Gandhi Maidan. The civil work on the new campus started in 2020, and the extended deadline to complete the entire project is end of Dec 2025. Under this project, 10 new buildings are being built. "Once we hand over these four facilities to the DMI, classes will commence here," the secretary said, adding that the other buildings include the G+5 administrative block, CEP centre, auditorium with a capacity to accommodate 250 people, faculty and staff quarter block, and dean/director accommodation. As per a detailed project report, the CEP centre will have four suites, a common kitchen, dining hall, two each information hubs and interactive learning classrooms, among other facilities, whereas the hostels can accommodate 320 students, including girls. Vishal Yadav, in charge of the project, said over 60% of the structural work was completed. "The whole campus will be eco-friendly as most areas will be covered in greenery. Additionally, there will also be an agro-ecological farm. All the buildings will be earthquake resistant, and equipped with the latest safety and security arrangements," he said. Provision for a sewage treatment plant, rainwater harvesting, solar power plant, waste-to-energy and composting system, cycling tracks, water bodies, green corridors and shade walkway will be made. An open-air theatre, open lounge, swimming pools, a basketball court, two tennis courts and indoor sports area will also be there.
