KOTA KINABALU (June 19): The Sabah government continues to place strong emphasis on human capital development as a central pillar in driving its economic growth, particularly in realising the full potential of the state's expanding blue economy sector.
Chief Minister Datuk Seri Panglima Hajiji Noor said this focus is essential to ensure Sabahans are equipped with the right skills and knowledge in line with global economic shifts.
He stressed that the world has changed significantly and Sabah must evolve alongside it.
Holding on to outdated systems, he said, is no longer an option. Instead, Sabah requires a highly skilled, competitive workforce capable of pushing the state's development forward.
His speech was delivered by Deputy Chief Minister II cum State Minister of Local Government and Housing, Datuk Seri Panglima Dr Joachim Gunsalam, during the opening of the Sabah Blue Economy Skillfest 2025 at the Sabah International Convention Centre (SICC) on Thursday.
Hajiji said the state government, through the Hala Tuju Sabah Maju Jaya (SMJ) development plan, remains committed to crafting inclusive and sustainable policies that enhance the capabilities of the people as Sabah enters a new economic era. With the state's wealth of marine resources, he emphasised the importance of preparing Sabahans to tap into this potential in a sustainable and informed manner.
According to him, between 2021 and 2024, the state government allocated RM848.26 million across four major education channels, benefiting close to 246,000 recipients. These investments included allocations under the Sabah State Education Fund, the State Government Scholarship Scheme, educational assistance from the Office of the Deputy State Secretary (Special Tasks) and support provided through Yayasan Sabah.
For this year alone, RM497.54 million has been earmarked to continue efforts in strengthening human capital development. Hajiji said this reflects the government's strong commitment to producing a generation that is competent, innovative and guided by integrity.
He also commended HRD Corp for its role in boosting the state's workforce, having successfully trained 61,448 individuals in Sabah throughout 2024, with total funding surpassing RM58.2 million. Programmes like Skillfest, he said, not only open up new employment opportunities but also support the state's strategic efforts to nurture talent across the blue economy.
Skillfest 2025 aims to draw the participation of 2,500 individuals and forms part of the National Training Week (NTW) 2025 Sabah, which targets over 67,000 participants statewide this year.
Hajiji said the collaboration between HRD Corporation and the Sabah Maju Jaya Secretariat (SSMJ) in organising Skillfest is a clear example of the type of strategic partnership needed to expand access to lifelong learning for all Sabahans, regardless of background.
The programme, he added, is a continuation of the momentum built during the successful Sabah International Blue Economy Conference (SIBEC) 2024, which drew international attention and established Sabah's reputation as a key player in the regional blue economy.
In concluding his message, Hajiji urged the people of Sabah to seize the opportunities provided through initiatives like Skillfest. He expressed hope that similar programmes would be expanded across the state, contributing to the development of a vibrant and inclusive lifelong learning ecosystem for all.

He said a total of 11,109 applications had been received. 'This initiative aims to support those e-hailing workers who have yet to open an EPF account,' he said at the launch of the Sabah Moto Day event, which attracted about 60,000 motorcyclists and motorsports enthusiasts from Sabah, Sarawak, and Brunei. Hajiji also announced a youth programme grant of RM300,000 to be distributed to youth NGOs in the Tanjung Aru, Petagas, and Tanjung Keramat constituencies within the Putatan parliamentary area. He said the state government had invested more than RM1.3 billion, including RM848 million for educational assistance and RM485 million for talent development and skills programmes since 2021.

KINABATANGAN: Chief Minister Datuk Seri Hajiji Noor said Kinabatangan deserves a new era of development to ensure people in the district benefit from greater progress under the State Government. He said the Gabungan Rakyat Sabah (GRS) Government has clearly outlined development plans for the district through the Sabah Maju Jaya (SMJ) roadmap, covering the economy, education and people's well-being. 'Sometimes we wonder why some quarters refuse to acknowledge what has been achieved. 'We have a track record of helping the people and uplifting the economy through the three main sectors of industry, tourism and agriculture,' he said at launching the groundbreaking ceremony for Seri Milian New Township at Kota Kinabatangan's Open Terminal Square on Friday. In conjunction with the event, Hajiji also presented 255 Native Title Land Programme Survey (Pantas) land titles for the Lamag constituency covering 582.426 hectares (1,439.21 acres), land grants to the Kinabatangan District Council involving 157.48 acres, and three Panatas titles for the Sukau constituency covering 16.224 hectares (40.09 acres). Present were State Community Development and People's Well-being Minister Datuk James Ratib, Housing and Urban Development Board Chairman Datuk Masiung Banah and Housing and Local Government Ministry Permanent Secretary Datuk Jamili Nais, together with Kinabatangan district officials. Hajiji highlighted several achievements of his administration, including human capital development, improving people's well-being, and increasing State revenue from oil and gas. He said the funds were channelled back to the people through initiatives such as a RM300 monthly allowance for a year to poor and hardcore poor households, benefiting over 10,000 recipients. The SMJ Affordable Housing Programme was also expanded to 40 units in each state constituency, including Lamag and Sukau, to provide better living standards for the people. In addition, the State Government through the Community Development and People's Well-being Ministry distributed 100 dialysis machines to government hospitals and clinics statewide to provide free treatment for kidney patients. 'Under the SMJ, we have recorded over 400 initiatives, of which 94 per cent have already been implemented. Unfortunately, the opposition pretends not to see these efforts,' he said. Hajiji, who is also GRS Chairman, urged voters in Lamag and Sukau to make the right choice in the upcoming 17th State Election to avoid being left behind in development. 'Only the government of the day can deliver. GRS is the government now, and God willing, will continue after the next election. Use your wisdom, don't be swayed by social media, which is full of slander and lies. 'We want a positive society that works hard for progress, not one that indulges in daily insults and slander,' he said. On the Seri Milian New Township, Hajiji said the project will be a 'game changer' that transforms Kinabatangan within the next five to 10 years. The 157.48-acre mixed development project will serve as a new focal point between major towns such as Tawau, Sandakan and Kota Kinabalu. 'This development comes at the right time as it can drive economic growth by providing commercial lots, small and medium industries, as well as job opportunities for the local community,' said Deputy Chief Minister Datuk Joachim Gunsalam. The township's strategic location also has the potential to attract new investors, particularly in industrial buildings to support the existing oil palm sector, while encouraging both domestic and international tourists to stay overnight before continuing to eco-tourism spots in the district. The project, a joint venture with Sunmow Construction Sdn Bhd under a design, build and finance model, will feature modern facilities including 58 units of 1½-storey semi-detached light industrial lots, 80 units of two-storey terrace industrial lots, 256 units of two-storey shop offices, 548 single-storey terrace houses, a 13-storey hotel with 200 rooms, mosque, petrol station, tourism information centre, supermarket, futsal hall, food court, open car park and the new Kinabatangan District Council office. 'This development will raise surrounding property values, increase local council revenue through assessment rates, service charges, licensing and rental of premises, and more importantly, add to the supply of affordable housing for the people,' said Joachim. Joachim described the township as a development leap for Kinabatangan, transforming Kota Kinabatangan and driving new urban growth in surrounding areas. 'I believe this project will become a catalyst for other development plans already drawn up with the District Council for the benefit of the local community, with the support and approval of the State Government,' he said. TAWAU: Gabungan Rakyat Sabah (GRS) has reaffirmed its decision to use its own component party logo as the election symbol and identity for its candidates, and has no intention of 'borrowing' another component party's logo. Parti Gagasan Rakyat Sabah (Gagasan Rakyat) Information Chief Datuk Nizam Abu Bakar Titingan said the decision was consistent with the stance of GRS Chairman who is also Chief Minister Datuk Seri Hajiji Noor. 'There is no proposal to use another component party's logo,' he said when asked if GRS was considering using Pakatan Harapan's (PH) logo in the upcoming 17th State Election (PRN). Nizam, who is also Assistant Minister to the Chief Minister, said the matter had never arisen as GRS has remained firm in its original position, emphasising that Hajiji had never made any statement or suggestion to that effect. He said GRS leadership has from the start been consistent in defending and strengthening the existing Unity Government, which involves cooperation between GRS and PH. 'GRS members, especially in Gagasan, should not be concerned or confused by such rumours, as all our candidates will use the GRS logo as the official symbol in the upcoming PRN,' he said. On related matters, the Apas assemblyman said the GRS-PH combination had proven effective, with the Sabah Maju Jaya (SMJ) Development Plan 1.0 (2021-2025) achieving 94 per cent of its targets through 467 initiatives, according to the SMJ Way Forward Initiative Report. Based on existing Key Performance Indicators (KPIs), he expressed confidence the State Government was on the right track to restore Sabah's former glory.
