
Tamil Nadu gets Madras HC pat for SOPs on EOW action
Pointing to the G.O. passed to include 'economic offenders' under Tamil Nadu Act 14 of 1982 (Goondas Act), Justice B Pugalendhi called it a major policy shift that empowers the authorities to invoke preventive detention against habitual offenders operating fraudulent financial firms. Recalling that the court had earlier expressed concern over lack of preventive vigilance by the EOW, the judge acknowledged the state's submission regarding the steps being taken.
However, noting that no outer time limit has been fixed for issuance of ad-interim attachment orders under Section 3 of the TNPID Act, the judge fixed 12 days from the receipt of proposal by the ADGP, EOW, as the maximum permissible period for issuing such directions.
The observations were made on a contempt plea against the home secretary for non-implementation of the court's order in his petition seeking release of deposit from a frozen bank account of a firm involved in fraud.

Transformer scam: Reply sought from former Electricity Min Balaji, DVAC
CHENNAI: Justice P Velmurugan of the Madras High Court on Friday ordered notice to the director of the Directorate of Vigilance and Anti-Corruption (DVAC), the chairman and managing director of Tamil Nadu Generation and Distribution Corporation (TANGEDCO), former electricity minister V Senthil Balaji and others on a petition filed by E Saravanan, deputy secretary of AIADMK lawyers' wing. The petition had sought directions to the DVAC to register an FIR in connection with the alleged irregularities in procurement of transformers. The petitioner alleged that Rs 397 crore loss was inflicted on the public sector undertaking due to the irregularities in procuring 45,800 transformers at a cost of Rs 1,068 crore during 2021-23. He stated the DVAC has not taken appropriate action based on his representation submitted in May seeking registration of FIR and setting up a special investigation team to probe the matter. The judge further directed the Registry to tag this petition with the one filed by Arappor Iyakkam on the same issue and adjourned hearing by four weeks.

Oraniyil Tamil Nadu: DMK enrols two crore new members
CHENNAI: The DMK has said its 'Oraniyil Tamil Nadu' initiative has crossed two crore enrolment. Deputy Chief Minister Udhayanidhi Stalin also confirmed this while speaking to the party's booth level functionaries in Chennai on Thursday evening, saying the two crore enrolment has rattled the opposition AIADMK. For the last three weeks, since July 3, the grassroots-level cadre of the party have been visiting door-to-door, meeting people at all the houses under every polling station as part of the initiative that aims to rally the people against the 'injustices' meted out to the state. If those enrolled under 'Oraniyil Tamil Nadu' wish to become party members, they could enrol through a separate process. A few days ago due to the restrictions imposed by the Madras High Court, the party leadership had updated the mobile application so that the enrolment could be done without OTP and collecting at least one mobile number from a member of the family. As the whole initiative is digitalised, Stalin has been monitoring realtime updates online. Under the initiative launched on July 1, the DMK had set itself a target to reach approximately two crore households in 45 days.

Justice Manjari NehruKaul, in her order released Friday, dismissed the bail petition of Amandeep Kaur, also dubbed the 'Thar wali constable' due to her lavish lifestyle. Kaur has already been dismissed from the Punjab Police. The HC observed, 'Thematerial placed before this court, including the financial analysis chart submitted with the FIR, reveals a substantial and prima facie unjustified increase in wealth during the check period.' The court found the defence's arguments regarding anarbitrary check period unpersuasive, particularly in light of overall financial inflows and Kaur's alleged involvement in two other criminal cases, including one under the NDPS Act. Justice Kaul further noted that explanations offeredby Kaur's counsel regarding alternative income sources, such as brand endorsements or social media monetisation, were neither substantiated nor supported by credible evidence of lawful income generation. Kaur had sought bail in acorruption case registered against her on May 26 at the vigilance bureau police station, Bathinda. She is accused of acquiring assets disproportionate to her known sources of income during a check period from April 1, 2018, to March 31, 2025.
