
CS instructs officials not to appoint teachers to revise voters' list
In a note to the officials, Ms. Rajneesh said that in the public interest, school teachers working under the Department of School Education and Literacy (DSEL) were being made Booth Level Officers (BLOs) for revising the voters' list. 'Due to this, the Principal Secretary of the DSEL has expressed concern that the educational activities in schools are being hampered and the quality of education is decreasing,' she said.
'In the order issued by the Supreme Court on December 06, 2007, in civil appeal, it has been instructed to generally use the services of school teachers during holidays, non-teaching days and to assign non-teaching staff to election duties at any time,' she stated in the note.
However, it may be noted that the State Election Commission has decided to appoint about 40,000 teachers as BLOs for this task. The training has already started for BLOs in the Bruhat Bengaluru Mahanagara Palike (BBMP) limits from July 15.
Mr. Madhu Bangarappa, Minister for School Education, had objected to this and had instructed the officials of DSEL not to depute teachers for any other tasks, except educational activities. He had also instructed the Principal Secretary of the department to write a letter to the Chief Election Commissioner of the State in this regard.
'The government has already issued several orders prohibiting teachers from being assigned to other tasks in order to ensure that they focus more on teaching and respond adequately to the academic development of students and bring about better results. Despite convincing the State Election Commission about this through a letter, it is not right to proceed with appointing teachers as BLOs for the revision of the voter list,' Mr. Madhu Bangarappa said.
No teachers for caste census either
There was also a speculation that the Karnataka Backward Classes Commission is planning to conduct a fresh Social and Educational Survey (Caste Census) during the upcoming Dasara holidays through government school teachers. However, Mr. Madhu Bangarappa clarified that teachers will not be deputed for any census, including upcoming caste census for any reason.
'The teachers in the State have already successfully completed the Scheduled Caste survey for internal reservation during the summer vacation. Now the State Election Commission is trying to depute teachers for the revision of the voters' list. The Union government has also announced census, which includes enumeration of castes as well in 2027. Each and every census will take at least two to three moths to complete the work. If teachers are appointed for all these tasks, the future of the students will be destroyed. Therefore, it has been decided not to appoint teachers for any census,' he said.

Bengaluru: The ceremonial Gajapayana—the grand journey of the Dasara elephants—officially commenced today at Veeranahosahalli in Hunsur Taluk, heralding the start of preparations for the Mysuru Dasara festivities. Forest, Ecology and Environment Minister Eshwar B. Khandre performed the traditional puja to the first batch of nine elephants out of the 14 chosen to participate this year. Khandre stressed that all living beings have the right to life and said humans, having encroached upon forest lands, must not harm the creatures who inhabit them. He urged people to take a vow to protect wildlife instead of eliminating them. He pointed out that cattle from neighboring states grazing in Karnataka's forests are affecting the availability of food for wild animals. The government, he said, has initiated measures to curb such practices. To reduce human-animal conflict, especially with elephants, the minister highlighted the state's initiatives such as solar fencing, tentacle fencing, and elephant trenches. He revealed that when he assumed office, only 312.918 km of railway barricades were installed. Since then, 115.085 km have been completed, and an additional 193 km has been approved. Over the next two years, a total of 500 km of railway barricades will be laid at a cost of 500 crore. Khandre also reiterated the government's support for forest-dwelling and tribal communities. He assured that those cultivating or residing on forest land prior to 2015—particularly on plots less than three acres—would not be evicted. Joint surveys will be conducted to ensure their protection. Touching on the cultural significance of Dasara, the minister said it symbolizes the victory of good over evil and called upon citizens to shed negative habits and join the celebration with a positive spirit.

Mumbai: Paving the way for local body elections in the state with a 27% quota for OBCs, Supreme Court on Monday confirmed its May 6 directions on OBC reservation in these elections and also ruled that the 2017 ward formations will apply. It directed the State Election Commission to issue the notification for the local body polls within four weeks. Hearing a petition challenging the ward restructuring of the Ausa municipal council in Latur district and demanding that it be reverted to the pre-March 2022 structure, the top court affirmed that it is the exclusive prerogative of the state govt to define ward boundaries, reports Clara Lewis. The SC on Monday dismissed pleas seeking to revert to the earlier ward demarcations (as decided by the Maha Vikas Aghadi, which had increased the number of wards in municipal corporations and district councils based on the projected population), making it clear that the local body elections will be conducted based on the revised boundaries as approved by the state govt. It also rejected another petition challenging the 27% OBC electoral reservation in local bodies, confirming its earlier stance that elections could be held with the OBC quota in place. Supreme Court clears path for local body polls in Maharashtra with 27 per cent OBC reservations
NEW DELHI: The Supreme Court on Monday cleared the path of Maharashtra election commission to conduct the local body elections as per new ward delimitation with 27 per cent Other Backward class reservations (OBC). The petitions were filed in the Supreme Court seeking to halt the State Election Commission's process and demanding that elections be conducted as per the 2022 ward structure without OBC reservation. The local body elections were not held since the pandemic in the state therefore many civic bodies are run by the administrator rather than the elected bodies. However, during the hearing, the apex court rejected all such petitions and clarified that, in line with its order dated May 6, 2024, the 27% OBC reservation will remain applicable in local body elections in Maharashtra. Furthermore, the court stated that elections will be conducted based on the new ward delimitation, not the old structure of March 11, 2022. The court has directed the State Election Commission to issue election notifications within four weeks and complete the entire electoral process within four months. This ruling comes as a significant relief for the state government and has sparked excitement within the OBC community. Following the judgment, elections in 29 municipal corporations, 290 municipal councils, 32 district councils, and 335 panchayat samitis are expected to be announced. The new delimitation will be submitted to the state election commission by August 6. NCP minister and OBC leader Chhagan Bhujbal welcomed the Supreme Court order saying this is their victory. He said that the OBC's right in local bodies cannot be snatched and he is glad the Supreme Court has dismissed the petition that challenged the OBC reservations in local bodies. 'The Bhantia commission has directed the 10%, 10% and 30% reservations for the OBC in local body elections as per the size of OBC populations in respective districts and areas. We received the Bhantia commission report. There were 27 % OBC reservations given by the centre so in totality it has to be implemented in local body elections as well. There should not vary in reservations from 10% to 30% in the local body. We wanted 27% OBC reservations across the state. We consistently fought for our rights and we got victory. Now, it is the right of the state government to prepare the delimitation wards and submit them to the election commission,' Bhujbal said.
