Chhattisgarh cabinet approves new rules to curb illegal sand mining
Among other things, the new rules provide for electronic auction of sand mines.
The decision was taken at a cabinet meeting chaired by Chief Minister Vishnu Deo Sai at Mantralaya (Mahanadi Bhawan) in Nava Raipur, a statement said.
To cabinet gave its nod to repeal the existing Chhattisgarh Minor Mineral (Sand Mining and Trade) Rules, 2019, and Chhattisgarh Minor Mineral (Sand Mining and Trade in Scheduled Areas) Rules, 2023, it said.
They would be replaced by the `Chhattisgarh Minor Mineral (Sand Mining and Trade) Rules, 2025′.
'The new rules are aimed at curbing illegal sand mining and transportation through strict measures and ensuring that sand is made available to the general public at fair prices. The new rules also mandate strict adherence to environmental and safety standards," the release said.
Allotment of sand mines will now be done through electronic auctions which is expected to bring in greater transparency and increase revenue.
In another key decision, the cabinet also gave the nod to amendments to the Chhattisgarh District Mineral Foundation Trust Rules, 2015, in line with the new guidelines issued by the Union Ministry of Mines and the revised guidelines under the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)-2024, the release said.
Under the revised framework, a minimum of 70% of funds available with the Trust shall be utilised for high-priority sectors such as drinking water supply, environmental conservation, pollution control, health, education, agriculture, welfare of women and children, welfare of the elderly and differently-abled persons, as well as skill development and employment, sanitation, housing, and holistic development of animal husbandry, it said.
In another decision, the cabinet also approved a proposal from the Department of Commercial Tax (Registration) regarding the determination of market value of agricultural land, it said.
As per the approved changes, the existing provision of evaluating rural agricultural plots up to 500 square metres separately will be abolished.
Instead, valuation will be carried out uniformly based on hectare rates for the entire landholding, the release said.
The move aims to prevent irregularities such as those witnessed in the Bharatmala Project and the Arpa-Bhaisajhar region of Bilaspur. For villages adjacent to urban limits and for lands situated in designated investment zones, market rates will now be fixed on a per square metre basis, it said.
The cabinet also decided to allot 7.96 acres of land to the Chhattisgarh State Cricket Association (CSCS) in Sector-3, Village Parsada, Nava Raipur (Atal Nagar), for establishing a state-of-the-art cricket academy. PTI TKP KRK

CM Sai flags off new Raipur-Jabalpur Express to enhance tourism & connectivity
Raipur: The new Raipur–Jabalpur Express was flagged off from Raipur railway station on Monday, enhancing connectivity between Chhattisgarh, Maharashtra, and Madhya Pradesh. The express service offers a faster and more convenient route for travellers between Raipur, Gondia, and Jabalpur, with 15 coaches including one AC chair car, four chair cars, eight general coaches, one power car, and one SLR coach. Regular service for train number 11701 will depart from Raipur at 2:45 pm and arrive in Jabalpur at 10:45 pm. Train number 11702 will depart from Jabalpur at 6 am and reach Raipur at 1:50 pm. This new service will be helpful for business travellers, students, tourists, and daily commuters. CM Sai said the new train was a gift to the people of Chhattisgarh from PM Narendra Modi and Railway minister Ashwini Vaishnaw. He thanked them on behalf of the state's 3 crore people. He said that Chhattisgarh's rail budget increased by 21 times in the last decade, with an allocation of Rs 6,900 crore this year. He also highlighted that rail projects worth more than Rs 47,000 crore are underway in the state. CM mentioned that new rail projects have been sanctioned for the Naxal-affected Bastar region, including the Rowghat-Jagdalpur rail line. He added that the new train service would boost tourism, education, and trade between Raipur and Jabalpur. Pilgrimage sites like Dongargarh's Maa Bamleshwari Temple and Bhedaghat in Madhya Pradesh will now be more accessible. The Assembly Speaker described the launch of the Raipur-Jabalpur Express as a historic event that will strengthen connectivity between Chhattisgarh, Maharashtra, and Madhya Pradesh. He said the train would cover the 410-km journey in just 8 hours. Passengers will now be able to travel easily to Gondia, Balaghat, and Jabalpur, which will also give a push to regional trade and tourism. He pointed out that the 'Amrit Bharat Station Scheme' is redeveloping 32 stations, and passenger amenities are being increased at major stations like Raipur, Bilaspur, and Durg. Funds for mining-hit in Goa to be spent on panchayat gym gear, SUVs for cops
Margao: SUVs, rooftop solar panels for police stations, gym material for a panchayat ghar, and projectors for police stations are all set to be funded through the South Goa District Mineral Foundation (DMF) funds, which are meant to be utilised for people affected by mining. The stark disconnect between these approved expenditures and the foundation's core mandate has sparked concerns among stakeholders over how funds meant for mining-affected communities are being diverted to the administrative conveniences of govt departments. The DMF, established under the Mines and Minerals Development and Regulation Amendment Act, 2015, was designed to channel mining revenues toward communities bearing the environmental and social costs of extraction. The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) guidelines explicitly mandate the utilisation of at least 70% of funds for high-priority areas, including drinking water supply, environment preservation, pollution control, healthcare, education and the welfare of women, children, aged and disabled persons. For Rs 4.25 lakh worth of projectors and smart boards, the police department argued they were needed for "awareness about different types of crimes" since police stations lacked such equipment. Moreover, Rs 38 lakh for solar panels on police stations was justified as reducing "non-conventional energy" usage. The Rs 56 lakh demand for two 4x4 SUVs drew the sharpest questioning. The justification provided by police — 'emergency calls in remote areas' and transportation challenges — proved unconvincing. South Goa MP Viriato Fernandes, also a member of the governing council, questioned why the department couldn't make budgetary provisions for such assets, allowing 'limited DMF money to be utilised for more beneficial work to the mining community'. 'If anything, it's the government's responsibility to provide for budgetary allocation for such requirements of its departments. The DMF funds should go where it is meant to go, and government departments shouldn't dip into it,' a senior govt official privy to the meeting said. The pattern extends beyond police department proposals. The directorate of health services' Rs 36.47 lakh proposal for TB patient nutrition kits prompted the chairperson, South Goa collector Egna Cleetus, to question 'why the DHS wanted even the smallest items to be purchased through the DMF'. The DHS' response was telling — their own procurement procedures were 'comprehensive' and would take too long, making DMF a convenient shortcut for requirements. Another questionable approval pertains to the purchase of gymnasium equipment for panchayats. Minutes reveal Rs 15 lakh sanctioned for gym equipment in Panchwadi panchayat. 'Ideally, projects to be covered under the DMF should be aimed at the revival of livelihoods, revival of agriculture, etc,' another source said. Sources familiar with the DMF operations said that the problem lay largely in the state's failure to prepare its five-year DMF perspective plan, a statutory requirement contained in the ministry of mines' June 2022 directives. The absence of this plan, they said, leaves the process vulnerable to departmental lobbying and top-down proposals that may not benefit the communities intended to be targeted. Grandnephew's engagement brings Pawar family together
