Delhi CM warns against defacement of city
The government will start issuing strict orders soon against those who are involved in defacement of city walls by posters and applying paints, chief minister Rekha Gupta said on Saturday while speaking at the launch event of book 'Landscaping ke Mool Siddhant' (Basic Principles of Landscaping) at the Delhi Secretariat.
'We will not allow anyone to spoil the city's appearance. The people of Delhi should also actively contribute to keeping Delhi clean,' the CM said.
The event was also attended by the book's author Ajay Kumar Kaushik, member of Parliament (MP) Manoj Tiwari, and tourism minister Kapil Mishra, among others.
CM Gupta said the city belongs not just to the government but also to its people. So without public involvement, no city can be made truly clean or green. 'A city doesn't belong to the government alone, it belongs to its people. No government can keep a city clean without the participation of its citizens. There is a shared desire among all of us to see the Yamuna clean, Delhi green, and the city spotless. For this, collective effort is essential,' she said.
'The entire city will be beautified, and the Yamuna river will be rejuvenated with parks and walking tracks along its banks to encourage public engagement with nature,' the CM said, adding that she has envisioned transforming the national Capital into a 'Dilwalon Ki Dilli' where the city is clean and lush green and the Yamuna River is pure and serene.
Criticising the Aam Aadmi Party (AAP)-led former Delhi government, the CM said that previous governments never launched genuine initiatives to beautify Delhi. 'They made no real effort to make the city clean. The earlier regimes may have emptied Delhi's treasury, but they failed to sweep away its dust,' the CM Gupta said.

Govt plans to amend refund provision in new Income Tax Bill, 2025
In a relief to taxpayers, the government is likely to amend the controversial refund provision in the new Income Tax (I-T) Bill, 2025, which denies refunds if the I-T return is filed after the due date, according to an official in the finance ministry. Section 433 of the new I-T Bill states a refund must be claimed by filing a return regardless of whether it is belated. In contrast, Section 263(1)(a)(ix) specifies that to qualify for a refund, the return must be filed on or before the due date, creating a contradiction. 'Experts and stakeholders have raised concern over the refund provision in the draft Bill. That was a drafting error, which will be rectified,' a government official told Business Standard. 'The provisions related to refund in the new Act will remain the same as in the current law,' the official added. Union Finance Minister Nirmala Sitharaman had introduced the new I-T Bill, 2025, on February 13. After that a select committee constituting 31 members of Parliament (MPs) was formed to examine it. In March, the Central Board of Direct Taxes (CBDT) had invited suggestions from stakeholders and they were to be forwarded to the select committee. The suggestions were aimed at enhancing clarity and reducing the compliance burden on taxpayers. According to the official, the select committee will submit its report on the first day of the monsoon session of Parliament. 'The ministry will analyse the recommendations made by the select committee, after which changes will be incorporated in the Bill,' the official added. Once passed by Parliament, the new I-T law is expected to take effect from April 1, 2026. An email sent to the ministry remained unanswered till the time of going to press. The due date for filing I-T returns varies from taxpayer to taxpayer. For most individual taxpayers, including salaried employees and Hindu undivided families (HUFs) not requiring audit, the deadline is typically July 31 of the assessment year. For businesses, professionals, and companies whose accounts are subject to tax audit, the deadline extends to October 31. A belated or revised return may be filed until December 31, though late filing may cause penalties and restrict benefits such as the carry-forward of losses. 'While the CBDT has maintained that there are no policy changes in the provisions related to refunds in the new I-T Bill, 2025, it is a fact that Section 263(1)(a)(ix) requires that returns must be filed within the due date to claim a refund,' said Vivek Jalan, partner, Tax Connect Advisory Services. 'But Section 433 requires a refund be sought only while filing a return, which makes the issue more intriguing. This would compel assessing officers to disallow refunds if the returns are delayed. In the current tax law, even when an individual submits a belated return by December 31 of the assessment year the person can still claim for a refund for any excess tax paid,' Jalan added. According to Jalan, such provisions will create hardship for taxpayers who miss the due date. The ministry, while finalising the draft I-T Bill, 2025, should tweak this provision so that there is no litigation on this, which will affect taxpayers. In the same vein, Punit Shah, partner, Dhruva Advisors, said: 'Interplay between Sections 263 and 433 has created confusion in respect of the claim of tax refunds on belated or revised tax returns. This cannot be the intention of the government and appears to be a drafting error. It would be appropriate for the government to amend the relevant provisions to allow refund claims even in the case of belated or revised tax returns.'

CM Gupta was attending a public meeting, campaigning for the Bhartiya Janata Party's candidate, Jiwan Gupta, for the Ludhiana West by-election scheduled for June 19. Aam Aadmi Party (BJP) has fielded sitting Rajya Sabha MP Sanjeev Arora as its candidate for the Ludhiana West seat. Addressing a gathering, Gupta said, 'People are dying from spurious liquor, but what are you (Arvind Kejriwal) doing? You are grabbing the land of poor farmers in connivance with the builder mafia. The people of Delhi, who had given you so much support, got a little angry with you, and you came and sat in Punjab... Arvind Kejriwal has hollowed out the state government... Her remarks targeted Kejriwal's leadership in Punjab, where AAP governs, alleging financial ruin and neglect of public welfare. Gupta also praised Prime Minister Narendra Modi for Operation Sindoor's success and criticised Kejriwal's silence on the operation. She stated, 'Every person in the country was happy with Operation Sindoor... None of the drones (of Pakistan) crossed the Punjab border, which happened under PM Narendra Modi's guidance. But you did not utter a word in its praise... There was not a single Punjabi or Sikh minister in 10 years of your tenure in the Delhi government. The entire Punjab government runs under the command of Manish Sisodia, Satyendar Jain, Bibhav Kumar, and Raghav Chadha. What do they have to do with Punjab?' CHANDIGARH: Delhi Chief Minister Rekha Gupta today labelled Punjab Chief Minister Bhagwant Mann as a mask (mukhota) and asserted that his administration is effectively controlled by Aam Aadmi Party (AAP) leaders who have been dismissed by the electorate in Delhi. She was campaigning for BJP candidate Jiwan Gupta in the Ludhiana (West) assembly by-elections, for which polling will take place on June 19. During her address, Gupta took a dig at AAP national convener and former Delhi Chief Minister Arvind Kejriwal for failing to fulfil his promises to both Delhi and Punjab, as she questioned, 'What about your promises? (Kya hua tera vaada?)'. She also challenged AAP's commitments to enhance health infrastructure and education, pointing out the ongoing drug problem and the consequences of spurious liquor consumption in Punjab. Gupta alleged that while Mann may be the face of the government, it is the rejected leaders from Delhi who are truly in control.
