BMC covers up Dadar Kabutarkhana, cites Bombay high court order

Mumbai: BMC covered the Dadar Kabutarkhana, a heritage structure, with a tarpaulin sheet late on Saturday amid a growing debate on health hazards caused by using public spaces to feed pigeons.
This action was taken after a brief suspension on Friday when locals requested time to relocate sick pigeons at the site. "Several people who visited the Kabutarkhana on Sunday morning to feed pigeons were disappointed to find the place covered with sheets," said Sandeep Doshi, a trustee of the Kabutarkhana Trust.
BMC said the move was in compliance with Bombay high court directions to prevent air pollution caused due to pigeon droppings.
However, with a section of residents unhappy about the restrictions, Mumbai Suburban guardian minister Mangal Prabhat Lodha wrote to BMC commissioner Bhushan Gagrani urging him to find an amicable solution, considering the feelings of animal lovers and respecting the court's directives.

"BMC should provide alternative places to feed the pigeons. There are open spaces in Bandra-Kurla Complex, Sanjay Gandhi National Park, and Aarey Colony where alternative feeding grounds can be created.

On July 30, HC directed registration of FIRs against those who continue to feed pigeons at kabutarkhanas in the city — all 51 of them have been ordered shut. It said the FIR should invoke the BNS section 271 pertaining to negligent acts likely to spread infection of disease dangerous to life, which attracts up to six months' jail. HC also permitted BMC to cordon off or cover kabutarkhanas to stop the congregation of pigeons.
Doshi said G-North ward workers came around 7pm on Saturday and covered the entire Kabutarkhana structure with a tarpaulin sheet by around 11pm.
On Friday, citizens had opposed the civic workers' attempts to cover the structure, as there were many infirm, old, and diseased pigeons, and they were being abandoned on the road.
"We took 2,000-2,500 of these pigeons, put them in carton boxes, and sent them to hospitals and other kabutarkhanas, treating them before releasing them.
We have now posted five boys to drive away pigeons converging on the roads to avoid them being run over by vehicles," Doshi said. "The pigeons are on the roads, as there is no water or food. The civic body has cut water supply to the Kabutarkhana. Now we will present our stance in the court.

After the state govt on July 4 said it would instruct BMC to immediately shut all 51 kabutarkhanas in the city, the G-North ward carried out the action at Dadar and seized about 25 sacks of feed for pigeons stacked up within the premises.
They also removed the fencing and a temporary shed used for storage of feeding material. Civic staffers cleaned the whole premises and surroundings of the Dadar Kabutarkhana.
The issue of kabutarkhanas, especially at the traffic island in Dadar (W), was raised in the legislative council by Shiv Sena's Manisha Kayande, who said kabutarkhanas were causing respiratory ailments. She demanded medical tests for residents to assess the ill-effects on them and sought to know what action govt will take considering the health hazards involved.

Mumbai's municipal commissioner and state-appointed administrator Bhushan Gagrani said while the Kabootarkhanas won't be reopened immediately, the civic body is actively considering interim measures that would align with the Bombay High Court orders. 'The CM has directed us to find an alternate measure to allow feeding of pigeons in Mumbai. This could be done by allowing the Kabootarkhanas to stay open for a few hours during the day when people can feed the birds. However, the decision on the staggered timings have not been taken yet. We are not planning to reopen the shut Kabootarkhanas immediately, since we are contemplating on our next move. The HC is set to hear the case again on August 7 (Thursday) and as both we (BMC) and the state government are party to this case, we may ask the court to form an expert panel who would coordinate in framing SOP,' Gagrani told The Indian Express on Tuesday. The civic body is expected to place its proposal, including a potential plan for time-bound feeding under expert supervision, before the Bombay High Court when the matter is heard on Thursday. Any move to reopen Kabootarkhanas, even partially, is likely to be contingent on the court's guidance. Kabutarkhanas are open public spaces where feeding of pigeons is a regular practice, particularly at major junctions in Mumbai. The Dadar Kabootarkhana, built in 1933, is managed by a local trust and has been a focal point for bird lovers and religious communities alike. The BMC had earlier acted on the Bombay High Court's July 30 order directing the civic body to curb 'illegal' and 'defiant' feeding of pigeons in public areas such as Dadar West, citing health hazards like fungal infections and respiratory issues. 'All citizens are hereby informed that it is strictly prohibited to offer and feed food items to birds and animals at this site. Feeding food to birds at places of public gathering like these can trigger fungal infection and respiratory diseases,' a BMC notice stated. However, the enforcement drive triggered sharp reactions from members of the Jain community, who held a protest on August 4 demanding the reversal of the decision. In a meeting with officials on Tuesday, Maharashtra Chief Minister Devendra Fadnavis went against the immediate closure of Kabootarkhanas and suggested formulating rules on specific times to feed pigeons. Earlier in the day before the CMs meeting, the BMC had written to the Mumbai Police seeking support in enforcing the court's orders and taking action against violators. 'The BMC is acting on the basis of the HC's direction. If we allow pigeon feeding to continue, then we will be in contempt of court. Therefore, unless a proper SOP is framed under the court's guidance, we can't allow free feeding of the birds till then,' said a civic official. According to records, Mumbai has at least 51 Kabutarkhanas across the city, with the Dadar one being among the most prominent. Trustees of the Dadar Kabutarkhana Trust and animal welfare activists have filed petitions in court against the BMC's closure drive.

Mysuru: The Mysuru City Corporation (MCC) has hit a roadblock in its initiative to install plastic water bottle recycling machines at select locations across the city due to a lack of funds. Despite Mysuru being ranked as the third cleanest city in the country, the city civic body, which generates 550 tonnes of solid waste, including 50 tonnes of plastic, is struggling to manage the plastic waste. MCC had planned to install these machines at nine different locations in the city for better management of plastic waste. The then MCC commissioner, Ashad Ur Rehaman Sharief, who initiated the project, had installed one machine on the MCC premises on an experimental basis in July 2024. The machine accepts empty water bottles of up to one litre capacity and disintegrates them into plastic flakes, which are then treated and used for producing other items, such as bins. People who feed plastic bottles into the machine will be rewarded Rs 1 per litre, authorities stated. Each machine has the capacity to crush 1000 used one-litre plastic water bottles, after which the waste can be recycled. However, the installation of these machines has not yet been realised. MCC health officer Dr Venkatesh said, "Installation of these machines helps to minimise the usage of single-use plastic materials and thereby end plastic menace in the city." Speaking to TOI, MCC commissioner Syed Asif Tanveer said he would look into these projects initiated by his predecessor to deal with the plastic menace. "A fresh proposal will be sent to the deputy commissioner seeking his approval," he said. Former mayor Shivakumar said, "It would be helpful to rid the city of plastic bottles if MCC comes up with such projects, but it must verify its financial resources before making such big announcements."
